Shen Zhanli, Spokesperson of the Ministry of

Emergency Management and Director of the Information and Publicity Department:

Good morning, friends from the press! Welcome to the press conference of the Ministry of Emergency Management. Today's press conference will mainly brief you on the situation of national production safety and natural disasters in the first quarter, and answer your questions of concern. Present at today's press conference were: Mr. Fan Chaohui, Director of the Rescue Coordination and Plan Administration, Mr. Zhang Xinglin and Mr. Yu Dexuan, Safety Production Supervisors, Mr. Wang Yueping, Deputy Director of the Department of Monitoring and Fire Prevention, and Ms. Liu Li, Deputy Director of the Department of Dangerous Chemicals Supervision. First of all, I would like to inform you of the national safety production situation in the first quarter. Since

this year, the Ministry of Emergency Management has thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions and instructions on safety in production, conscientiously implemented the deployment of video conferences on safety in production and fire prevention and extinguishing in forests and grasslands throughout the country, thoroughly promoted the three-year action to tackle the root causes of safety in production, strengthened the investigation and rectification of potential safety risks in key industries, and made every effort to prevent and resolve them. The overall situation of safe production in China is stable.

In the first quarter, the total number of production safety accidents in China decreased significantly, and the safety situation in most regions and industries improved significantly. A total of 3258 production safety accidents, 3122 deaths and missing persons occurred nationwide, down 26.7% and 22.7% respectively from the same period last year, and no major accidents occurred. Of the 32 provincial statistical units, the total number of 26 accidents was "double down" year on year. Among the key industries, the total number of accidents in seven industries, including fishing vessels, coal mines, chemical industry, construction industry, railway transportation, road transportation and air transportation, has "double declined". However, in some regions and industries, major accidents and major risk-related accidents occur frequently, illegal production activities in mining, chemical industry, fire protection, fireworks and other industries have risen, the pressure to prevent and curb major accidents has further increased, and the situation of safe production is not optimistic.

Next, we will report on the national natural disasters in the first quarter.

In the first quarter, China's natural disasters were mainly low-temperature freezing rain and snow, wind and hail, and earthquakes, and drought, floods, forest fires, and geological disasters also occurred to varying degrees. According to preliminary statistics, a total of 750800 people were affected by various natural disasters to varying degrees, 6 people were dead and missing, more than 8200 people were urgently relocated and needed emergency life assistance, more than 90 houses collapsed, 484000 ha of crops were affected, and the direct economic loss was 1.041 billion yuan. Low temperature, freezing rain and snow disasters occurred in many places, and a total of 10 cold air processes affected China, slightly more than same period of the year. Affected by strong cold air and strong convective weather processes, wind and hail disasters occur sporadically, and short-term heavy rainfall, thunderstorms, gales and hail are relatively concentrated in Yunnan, Guizhou, Hunan, Guangxi and other southern regions. The seismicity in the mainland of China has weakened compared with the average level of the same period in previous years, and no earthquake of magnitude 6 or above has occurred. Geological hazards in the western region are mainly collapses, landslides and ground collapses. The flood disaster and the ice situation of the Yellow River are generally stable. The drought in the whole country is relatively light, the soil moisture is generally suitable, and the drought in some areas of Guangxi and Yunnan is developing in stages. The situation of forest and grassland fire danger is stable in the north and prominent in the south.

The above is to inform you about the situation, and then we will enter the question session. Before asking questions, please inform your news organization.

China News Service:

Thank you. Recently, accidents have occurred in limited space operations in some regions and industries, causing casualties. It is understood that the Ministry of Emergency Management has formulated a mandatory national standard "Technical Specification for Safety of Limited Space Operations", can you introduce the scope of application, characteristics and requirements of this standard? Thank you.

Yu Dexuan:

Thank you for your question. The Technical Code for Safety in Confined Space Operations, which will be formally implemented on May 1 this year, is a mandatory national standard, which clearly stipulates that in addition to hazardous chemicals production enterprises, hazardous chemicals business enterprises with storage, chemical and pharmaceutical enterprises, as well as confined space operations of ships and their safety management. Confined space operations and their safety management in other industries are applicable to this standard.

The standard has the following characteristics and requirements.

One is to fill the standard gap. As a basic and comprehensive technical specification, the standard basically covers the whole industry, effectively solves the outstanding problem of lack of clear safety technical requirements for limited space operations in most industries, and realizes the overall management of the whole field.

The second is to unify the management basis. Firstly, the standard provides a clear technical basis for the regulatory authorities to carry out supervision and law enforcement and hidden danger investigation, solves the problem of "different scales", and makes the supervision and law enforcement more rigorous and rigorous. Secondly, the standard also provides a unified technical specification for the safety management of limited space operations in production and business units, so that production and business units have rules to follow and standards to follow, so as to better prevent accidents such as poisoning and asphyxia.

Thirdly, the operation process has been standardized. The standard comprehensively standardizes the limited space operation process, and puts forward clear and specific requirements for key links such as pre-operation risk assessment, operation approval, safety disclosure, ventilation detection, personal protection, real-time gas monitoring, continuous ventilation, safety monitoring, abnormal situation disposal, and post-operation safety acceptance. To ensure the life, health and safety of operators.

Fourth, daily management has been strengthened. The standard is divided into eight chapters, which strengthens the daily management of limited space operations from the four aspects of "human, machine, environment and management". In terms of personnel, the relevant responsibilities of the operator, the person in charge of the operation, the guardian and the operation approver are clarified; in terms of equipment and facilities, it is stipulated that the operation unit should be equipped with safety protection and emergency rescue equipment and facilities for confined space operation and establish a management account; In terms of operation environment, the requirements for operation environment are specified, for example, the oxygen content shall not be lower than 19.5% or higher than 23.5%; in terms of management, clear requirements are put forward for management system, safety training, contingency plan and contracting operation. Thank you!

People's Daily Online:

Thank you, spokesman. Industry and trade enterprises have a large number and a wide range, many of which involve limited space operations. What measures does the Ministry of Emergency Management have to prevent accidents in limited space operations? Thank you.

Yu Dexuan:

Thank you for your question. Industrial and trade enterprises have many points, long lines and wide areas, with a total of 14.83 million corporate units and nearly 160 million employees. In recent years, accidents in confined space operations have occurred frequently. In order to effectively prevent confined space operation accidents, the Emergency Management Department mainly takes the following measures:

First, strengthen publicity and education. Taking the opportunity of the coming into effect of the Technical Specification for Safety in Confined Space Operations, we will increase publicity efforts in a way that enterprises like to see and hear, produce standard publicity and interpretation videos, standard content "one picture to understand" and typical accident warning videos, and publish them on the official website of the Ministry of Emergency Response and the "two micro" platform of the Ministry. At the same time, we will take the safety of limited space operation as an important publicity content of the safety production month in June this year, and create a strong atmosphere for the publicity of limited space standards through various ways.

The second is to strengthen guidance services. This year, the Ministry of Emergency Management will select 12 key counties to continue to organize expert guidance services, and take the new standards as an important publicity content in the process of guidance services to guide and help enterprises and improve the level of safety management. At the same time, we should promote all regions of the country to refer to the unified model and identify a number of key counties at the provincial level to carry out guidance services. The emergency management departments at the municipal and county levels should also carry out guidance services for enterprises operating in limited space within their jurisdiction in accordance with the actual situation, so as to form a good situation for the whole system to help and guide enterprises in an all-round way.

Third, strengthen supervision and law enforcement. The Ministry of Emergency Management will urge relevant enterprises to strictly implement the safety technical specifications and related requirements for limited space operations by means of open and secret visits and law enforcement inspections, and impose penalties on illegal limited space operations according to law. Through the punishment of a very small number of illegal enterprises, it will form a deterrent effect and effectively promote the implementation of standards.

Fourth, strengthen scientific and technological empowerment. This year, the Ministry of Emergency Management will carry out a pilot project of monitoring and early warning of limited space operations, encourage all regions to actively explore a new mode of "intelligent management", promote limited space operations enterprises to adopt advanced technologies such as intelligent locks and electronic fences, promote intelligent upgrading of limited space operations, reduce operational risks and improve the level of intrinsic safety. Work out a more rigorous scientific and technological safety net for limited space operations to ensure the safety of people's lives and property. Thank you!
