At present, extreme weather such as high temperature and rainstorm occurs frequently, the electricity load has risen sharply, and the risk of fire, electric shock, poisoning and asphyxia in industrial and trade enterprises has increased significantly. In order to save energy and reduce consumption, some enterprises increase the intensity of night production, personnel fatigue, limited night vision and other factors, mechanical injury, falling accidents are prone to occur. In order to effectively prevent and resolve the outstanding safety risks of industrial and trade enterprises in August, the Ministry of Emergency Management issued safety production tips to industrial and trade enterprises, strictly prevented six types of production safety accidents, and strengthened the safety management of "factory in factory" and "garden in garden".
First, strictly prevent poisoning and asphyxiation accidents in limited space operations. In order to strictly implement the examination and approval system for confined space operation, the gas concentration in confined space must be detected before operation, the operation site must be equipped with safety protection and emergency rescue equipment, and full-time guardians must be set up to strictly prevent accidents in confined space operation.
The second is to strictly prevent the explosion of high-temperature molten metal when it meets water. It is necessary to regularly overhaul the water cooling device of the furnace body such as the smelting furnace to avoid the leakage of cooling water into the furnace to contact the high temperature melting. It is strictly prohibited to put wet materials and waste metals with water into the furnace for smelting. During the flood season, the drainage system should be inspected regularly to prevent the secondary accidents of molten metal explosion caused by flood backflow.
Third, strictly prevent electric shock accidents. We should conduct a comprehensive investigation of electrical lines, switches, distribution boxes and electrical equipment, focusing on the hidden dangers of aging lines, insulation damage, overload operation, failure of grounding devices and leakage protection devices of electrical equipment, private connection and flammable and combustible materials around them.
Fourth, strictly prevent mechanical injury accidents. Safety confirmation before operation should be strictly carried out, post responsibility system and post operation rules should be implemented, and safety protection devices such as grating, emergency stop, interlocking and protective cover should be strengthened. The inspection and maintenance shall strictly follow the energy quarantine and LOTOs to prevent misoperation and equipment damage caused by personnel fatigue.
Fifth, strictly prevent falling accidents from high places. It is necessary to strictly implement the examination and approval system for high-altitude operations, strengthen safety education and training for operators, and standardize the wearing of safety helmets, safety belts, and other labor protection articles. Improve the edge, hole, scaffolding and other protective facilities, strengthen the management and control of bad weather operations, standardize the management of tools and materials, delimit the operation warning area, and eliminate illegal and risky operations.
Sixth, strictly prevent dangerous chemicals explosion accidents. Industrial and trade enterprises involved in the storage and use of dangerous chemicals should strictly implement measures such as cooling, ventilation and keeping away from fire, and strictly control the risk of leakage and explosion of dangerous chemicals in high temperature environment. Dangerous chemicals shall be classified, stored in separate warehouses and shelves, and it is strictly prohibited to store in excess of quantity and variety and to mix mutually taboo substances. Maintain ventilation, explosion-proof and anti-static measures in the operation area.
At the same time, all regions should strengthen the safety management of industrial "factories in factories" and "gardens in gardens", further clarify the risk base, consolidate the safety management responsibility of the lessor and the lessee, urge the lessor to strictly implement the unified and coordinated management responsibility, the lessee to strictly implement the main responsibility of safety, and strictly prohibit blocking evacuation passages and illegal production and operation. Strict safety management of hot work, resolutely prevent fire, explosion, collapse and other accidents.
