According to foreign media reports, the Dutch cabinet has decided to terminate the SolarNL incentive program . The plan aims to support the production of photovoltaic modules in the Netherlands . However, this incentive is limited to products for Building-Integrated Vehicle (BIPV) and Vehicle-Integrated Vehicle (VIPV) applications. And a heterojunction module or a perovskite-silicon tandem module .
It is reported that the decision of the Dutch cabinet was based on the recommendations of the advisory committee of its National Growth Fund.
"The Advisory Committee found that the factors that should have contributed to the success of the SolarNL program were either completely absent or partially present.". This means that it is no longer realistic to establish a new solar photovoltaic industry with large-scale production capacity in the Netherlands . The National Growth Fund said in a statement.
On the recommendation of the National Growth Fund Advisory Committee, the Dutch government withdrew the initial allocation of 277 million euros (about 2.313 billion yuan) for the second and third phases of the SolarNL program. Some of these funds may be reallocated to support the development of the local semiconductor industry. "In the coming months, the Department of Economic Affairs and Climate Policy will consult with relevant stakeholders to determine the impact of the expiration of the second and third phases of funding on the SolarNL program," the
National Growth Fund explained. "Some of the funds allocated for the first phase of the project have not yet been used," it said.
Data show that in February 2024, the Netherlands launched the SolarNL program. SolarNL plans to invest a total of 898 million euros , of which 586 million euros are funded by private funds, 312 million euros by the Dutch government through the National Growth Fund (Nationaal Groeifonds) and 100 million euros in loans.
In 2022, the Netherlands is the world's largest importer of solar panels, while China is the largest importer of the Netherlands. Until today, the Netherlands still occupies a very important position among China's photovoltaic module exporters. According to
industry data, in July 2025, the Netherlands ranked first among China's exports of photovoltaic modules to a single country in a single month.
