Zhao Yong, born in 1964, is a senior engineer, a doctor of tunnel and underground engineering from Shijiazhuang Railway University, and a doctor of bridge and tunnel engineering from Beijing Jiaotong University.

His career path has long been rooted in the railway system. After graduating from Shijiazhuang Railway Institute in 1991, Zhao Yong joined Beijing Railway Architectural Research and Design Institute, and then worked in the field of tunnel and underground engineering, successively in the Engineering Design and Appraisal Center of the Ministry of Railways and the China Railway Economic Planning and Research Institute.

Zhao Yong was the director of the Engineering Design and Appraisal Center of the State Railway Group, the general manager and Deputy Secretary of the Party Committee of China Railway Economic Planning Research Institute Co., Ltd., and the principal person in charge of the core think tank of the State Railway Group.

On the front line of technology, Zhao Yong has been deeply involved in the technical review and planning of a number of national super projects, such as China's high-speed rail and Sichuan-Xizang Railway. He presided over the evaluation and appraisal of the tunnel design of more than 50 railways, such as Qinghai-Xizang Railway, Yiwan Railway, Wuhan-Guangzhou Passenger Dedicated Railway and Beijing-Shanghai high-speed rail, and examined the total length of the tunnel exceeding 3000 km. Academically, he has won two second-class prizes for national scientific and technological progress and one second-class prize for national technological invention, and served as vice president of the Chinese Society of Rock Mechanics and Engineering.
