From January 14 to 15, the Ministry of Ecology and Environment held the National Conference on Eco-environmental Protection in Beijing in 2025. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference comprehensively implemented the spirit of the 20th National Congress of the CPC, the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee and the Central Economic Work Conference, thoroughly implemented the idea of ecological civilization of Xi Jinping, comprehensively summarized the work of ecological environmental protection in 2024, studied and analyzed the current situation, and arranged for the deployment of key tasks in 2025. The meeting pointed out that the high-quality completion of the "14th Five-Year Plan" goal and task of ecological environment protection is related to the overall situation of beautiful China's construction and economic and social development. Focus on "three obvious improvements, three basic elimination and three effective guarantees" to ensure the successful conclusion of the 14th Five-Year Plan. We should persist in promoting high-quality development and high-level protection as a whole, pay more attention to provention and control at the source, precise control, normative guidance, market guidance and scientific and technological empowerment, and promote the formation of a high-level regulatio n and control system, governance system, standard system, policy system and technology system. We should persist in problem orientation throughout our work, find breakthroughs and starting points for key problems, root problems and deep-seated problems, and implement classified measures to solve difficult problems. We should persist in eliminating all kinds of formalistic problems by controlling pollution accurately, scientifically and in accordance with the law, and resolutely put an end to "one size fits all" under the guise of environmental protection. We should adhere to the "combination boxing" of rule of law, market, science and technology, and policy, promote the realization of complementary advantages and synergy, and form a working pattern that is both "flexible" and "manageable". We should persist in giving full play to the leading role of deepening reform, highlight the effectiveness of reform, and constantly adapt to the new situation and solve new problems with the spirit of reform and innovative means.
The meeting stressed that 2025 is the key year for comprehensively implementing the task of deepening the reform of the ecological civilization system and further promoting the construction of a beautiful China. To do a good job in protecting the ecological environment, we should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially the thought of ecological civilization in Xi Jinping, thoroughly implement the spirit of the 20th National Congress of the CPC and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, comprehensively implement the deployment of the Central Economic Work Conference and the National Conference on Eco-environmental Protection, and adhere to the general tone of steady and progressive work. Fully and accurately implement the working principles of precise pollution control, scientific pollution control and pollution control according to law, focus on building a beautiful China, coordinate efforts to promote carbon reduction, pollution reduction, green expansion and growth, better Co ordinate high-quality development and high-level protection, more effectively provention and control the risks of ecological environment security, and more vigorously deepen the reform in the field of ecological environment. Continuously improve the efficiency of ecological environment governance, accomplish the objectives and tasks of the 14th Five-Year Plan with high quality, and accelerate the formation of a new pattern of beautiful China construction oriented by the modernization of harmonious coexistence between man and nature.
The meeting decided to focus on the following eight key tasks in 2025. First, we will implement important measures to deepen the reform of the ecological civilization system and promote the improvement of the basic system of ecological civilization, the ecological environment governance system and the green and low-carbon development mechanism. Second, we should comprehensively promote the construction of a beautiful China, deepen the implementation mechanism of the construction of a beautiful China, coordinate the construction of a beautiful China pioneer area, and systematically plan work of ecological environment protection in the 15th Five-Year Plan. Thirdly, we should fight the battle of pollution prevention and control in depth, continue to promote the battle of defending the blue sky, clear water and pure land, and innovate in the treatment of solid waste and new pollutants. Fourth, we should actively promote green, low-carbon and high-quality development, strengthen the guarantee of environmental assessment services for major planning and projects, actively respond to climate change, further develop the national carbon market, and foster and strengthen green productivity. Fifth, we should strengthen the unified supervision of ecological protection and restoration, safeguard national ecological security as a whole, strictly provention and control ecological and environmental risks, ensure nuclear and radiation safety, and keep the bottom line of ecological and environmental safety. Sixthly, efforts should be made to strengthen the law enforcement of ecological environment supervision, further promote the third round of central ecological environment protection supervision, coordinate river basin supervision and provincial supervision, and strengthen the law enforcement and supervision of ecological environment. Seventh, we should promote scientific and technological innovation and monitoring system construction of ecological environment, carry out major national science and technology projects in depth, promote the digital transformation of national ecological environment monitoring network, and build an integrated monitoring network of sky, land and sea. Eighth, we should speed up the improvement of the modern environmental governance system, improve the system of ecological environment laws, standards, policies and systems, promote the national action of ecological environment protection, deepen international cooperation in the field of ecological environment, and strengthen the construction of cadres for ecological environment protection.
The meeting demanded that efforts should be made to promote the high-quality development of Party building in government organs and to lead the cause of ecological environment protection steadily and far. We should strengthen the Party's innovative theoretical armed forces, highlight the primary political task of learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to and make good use of the standpoints and methods that run through them, and effectively use them to arm our minds, guide our practice and promote our work. We should sing the theme of construction of ecological civilization up, speed up the promotion of Xi Jinping and ecological civilization ideas into textbooks, classrooms and minds, and tell beautiful Chinese stories to the outside world. We should continue to rectify formalism to reduce the burden at the grass-roots level, strictly reduce the meeting, coordinate and standardize all kinds of inspection and assessment, and guide Party members and cadres to act actively. We should further promote the comprehensive and strict administration of the Party, adhere to the spirit of reform and strict standards to govern the Party, unswervingly promote the integrity, discipline and anti-corruption, persevere in implementing the spirit of the Eight Provisions of the Central Committee and its implementation rules, strictly rectify the "Four Winds" and continue to build an iron army for the protection of the ecological environment.
At the meeting, the ecological environment departments of Hebei, Jilin, Jiangsu, Shandong, Gansu, Guizhou and Hainan provinces made exchanges and speeches, and the ecological environment departments (bureaus) of Anhui, Zhejiang, Chongqing, Hubei and Guangdong provinces made written exchanges.
