provinces, autonomous regions and municipalities directly under the Central Government, and the Bureau of Ecological Environment of Xinjiang Production and Construction Corps:
In the second half of 2023, the objects of environmental impact assessment credit management are prohibited from being punished for the preparation of environmental impact reports (forms) and listed in the "blacklist" of environmental impact assessment dishonesty (hereinafter referred to as the "blacklist") by the environmental impact assessment credit platform (hereinafter referred to as the "credit platform").
1. Liu Jinda (Credit No. BH029287), the EIA staff of Guizhou Shengxin Jumai Ecological Environment Consulting Co., Ltd., is the host of the compilation. Chen Bin (Credit No. BH022960), as the main compiler, has serious quality problems in the Environmental Impact Report Form of Baili Dujuan Jinpo Dadongkou Coal Gangue Comprehensive Treatment Center Construction Project. Two persons were punished by prohibiting them from preparing environmental impact reports (forms) within five years according to law, and were given 20 points for dishonesty by Bijie Municipal Bureau of Ecology and Environment, and were blacklisted by the credit platform since July 7, 2023.
Two、 Prepared by Tang Limin (Credit No.: BH034582), the environmental assessment personnel of Minghe Environmental Protection Technology (Dalian) Co., Ltd. (Now renamed as Zhongheng Environmental Protection Technology (Dalian) Co., Ltd.), as the preparation host and main preparation personnel, the 5000t/d clinker new dry process cement of Chaoyang Lanling Cement Co., Ltd. There are serious quality problems in the Environmental Impact Report of the Production Line Project. The person was punished by prohibiting the preparation of environmental impact reports (forms) within five years according to law, and was given 20 points for dishonesty by the Liaoning Provincial Department of Ecology and Environment, and was blacklisted by the credit platform since September 19, 2023.
3. There are serious quality problems in the Environmental Impact Report Form of Chizhou Kecheng New Material Development Co., Ltd. for the Project with an Annual Output of 50,000 Tons of Electronic Adhesives, which was prepared by Wang Pei (Credit No. BH011434), the environmental assessment personnel of Anqing Heju Ecological Environment Engineering Co., Ltd., as the host and the main preparation personnel. The person was punished by prohibiting the preparation of environmental impact reports (forms) within five years according to law, and was given 20 points of dishonesty by Chizhou Ecological Environment Bureau, and was blacklisted by the credit platform since December 25, 2023. at all levels should guide construction units to select the best EIA units. According to the second paragraph of Article 20 of the Measures for the Supervision and Administration of the Compilation of Environmental Impact Reports (Forms) of Construction Projects, the environmental impact assessment documents compiled by the credit management objects listed in the "blacklist" shall not be accepted by the ecological environment departments at all levels according to law. Eco-environmental departments at all levels should strictly check the quality of EIA documents in accordance with the law in the process of examination and approval, strengthen the inspection and assessment of the quality of EIA documents, and strengthen the review of the quality of EIA documents approved by lower departments by provincial eco-environmental departments, so as to effectively promote the improvement of the quality of EIA documents.
