1. General requirements

Continuously enhance the people's sense of ecological environment, happiness and security.

In view of the prominent noise pollution problems concerned by the masses, we should strengthen source prevention, strict transmission control, focus on receptor protection, encourage the construction of quiet areas, optimize the ways of dispute settlement, and gradually meet the needs of the people for a peaceful and harmonious living environment.
Insist on problem orientation and classified control. Combining with the characteristics of industrial noise, construction noise, transportation noise and social life noise, we should strictly implement the responsibility system, refine the supervision of key areas, encourage typical demonstration and lead, and improve the scientificity, rationality and effectiveness of noise pollution control.
Adhere to the principle of seeking progress while maintaining stability and take comprehensive measures. Following the objective law of noise pollution prevention and control, based on the current stage of governance, we should grasp the requirements of policies, standards and management, enrich awareness, behavior, habits and other measures, step by step, take various measures simultaneously, and promote the improvement of noise pollution prevention and control level step by step.
Insist on joint management and social co-governance. Give full play to the advantages of the system, strengthen the coordination of departments, strengthen the linkage between the upper and lower levels, enhance public participation, promote the implementation of the responsibility of noise pollution prevention and control step by step, mobilize all social forces to pool governance efforts, and strive to build a good situation of government supervision, corporate governance, social organizations and public participation.

is to basically grasp the pollution situation of key noise sources through the implementation of noise pollution prevention and control actions, constantly improve the management system of noise pollution prevention and control, effectively implement the responsibility of pollution control, steadily improve the level of governance, continuously improve the quality of acoustic environment, and gradually form a quiet and harmonious civilized consciousness and social atmosphere. IV. Deepening the Prevention and Control of Noise Pollution in Industrial Enterprises and Strengthening the Supervision
of Key Enterprises (VIII) Strict Management

16. Construction requirements for concentrated areas of noise-sensitive buildings shall be tightened. The construction site in the area where noise-sensitive buildings are concentrated shall give priority to the use of low-noise construction technology and equipment, take measures to reduce vibration and noise, and strengthen the management of transport vehicles entering and leaving the site; the construction unit shall set up an automatic noise monitoring system in accordance with national regulations, and connect with the supervision and management department. Promote local governments to improve the requirements of declaration, examination, time limit and construction management of night construction certificates in areas where noise-sensitive buildings are concentrated, and strictly regulate the issuance of night construction certificates. At night, the construction unit shall make a public announcement according to law.
6. Strengthen the prevention and control of noise pollution in transportation and promote step-by-step control

Promote local and industrial organizations to issue initiatives or civilized conventions for square dancing activities, strengthen self-discipline management of square dancers, consciously abide by the relevant provisions of the Noise Law, and avoid interfering with the normal life, work and study of others. The prevention and control of noise pollution shall be included in the publicity content of civilized tourism, and publicity tips shall be carried out before holidays; the use of sound amplification equipment shall be reduced in the explanation service of tourist attractions, and tour guides shall be encouraged to publicize the quiet literacy of public places to tourists. (17) Improving community and neighborhood noise management measures
28. Promote the disclosure of noise related information of newly built residential housing. Revise the model text of the contract for the sale of commercial housing, increase the possible impact of indoor and outdoor noise on housing, the preventive measures taken or to be taken, and the location of common facilities and equipment for housing. Elevators, pumps, transformers and other common facilities and equipment installed in new residential areas should meet the requirements of relevant standards for sound insulation design of civil buildings. The property management unit shall inform the decorator and the decoration enterprise entrusted by the decorator of the relevant prohibited acts and matters needing attention, and do a good job of inspection, and report the problems found in time. According to the needs of management, all localities should organize and establish a coordinated linkage mechanism for noise pollution prevention and control, and strengthen coordination, up-down linkage and information sharing. 43. Optimize the way to solve noise disputes. The grass-roots mass self-governing organizations, owners' committees and property service providers shall promptly dissuade and mediate the behavior of disturbing the residents by social life noise in areas where noise-sensitive buildings are concentrated; if dissuasion or mediation fails, they may report or complain to the department responsible for supervision and management or the department designated by the government, and the department receiving the report or complaint shall deal with it according to law; The public security organ shall impose public security management penalties on those who fail to stop the noise disturbance behavior after dissuasion, mediation and handling, and continue to interfere with the normal life, work and study of others, or have other violations of public security management such as disturbing public order and impairing social management; if a crime is constituted, criminal responsibility shall be investigated according to law. 44. Strict assessment and accountability. The completion of noise pollution prevention and control objectives shall be included in the relevant assessment and evaluation contents, and the assessment requirements shall be formulated. In areas where the assessment objectives have not been fulfilled and the objectives set in the sound environmental quality improvement plan have not been fulfilled, as well as in areas where noise pollution problems are prominent and the masses have a strong reaction, interviews shall be conducted in accordance with the law and rectifications shall be made within a time limit. of social co-governance 47. Strengthen publicity and guidance. Publicize and popularize the Noise Law in various forms, interpret the law in plain and easy-to-understand language, explain the provisions with vivid and concrete cases, and enhance the law-abiding consciousness of various legal subjects. Promote grass-roots mass self-governing organizations to carry out publicity on noise pollution prevention and control, and guide the public to consciously reduce noise emissions. Encourage scientific research institutions and laboratories related to noise pollution prevention and control to open to the public, carry out popularization activities such as public welfare lectures into schools, communities and enterprises, and call on social organizations, public place managers and volunteers to publicize relevant laws, regulations and knowledge to the public. 48. Carry out the green examination protection action. During the special activities such as secondary and college entrance examinations, we should strengthen the coordination and linkage of relevant departments, purify the surrounding environment of examination sites, strictly prevent noise pollution, optimize the guarantee of examination services, and create a safe, quiet and comfortable examination environment for examinees. 49. Create an atmosphere of social civilization. Noise pollution prevention and control indicators will be included in the National Civilized City Evaluation System and the National Civilized Model City Evaluation System. Noise pollution prevention and control requirements are encouraged to be incorporated into the local Regulations on the Promotion of Civilized Behavior. The prevention and control of noise pollution should be included in the publicity of public service advertisements, and the promotion of quiet living habits in public places and neighborhoods should be included in the activities of building mass spiritual civilization. 50. Implement national action. The rights of the people to obtain information about the acoustic environment and to participate in and supervise the prevention and control of noise pollution shall be guaranteed in accordance with the law; all units and individuals shall have the obligation to protect the acoustic environment. Give full play to public opinion supervision and encourage local governments to employ deputies to the NPC, members of the CPPCC, experts and citizens as special supervisors to participate in the supervision and inspection of the improvement of acoustic environmental quality.
