this year, China's environmental air quality and surface water environmental quality continued to improve. In terms of

ambient air quality, in the first half of the year, the average number of days with good air quality in 339 cities at prefecture level and above was 83.8%, up by 1.0 percentage point from the same period last year; the average number of days with severe pollution and above was 1.5%, unchanged from the same period last year. The national average concentration of PM2.5 was 32.1 micrograms per cubic meter, down 2.4% year-on-year, while the average concentration of PM10 was flat at 55 micrograms per cubic meter.

From the perspective of key regions, the average concentration of PM2.5 in "2 + 36" cities in Beijing, Tianjin, Hebei and surrounding areas was 40.8 micrograms/cubic meters, down 15.4% year-on-year, and the average proportion of good days was 67.6%, up 9.9 percentage points year-on-year; The average number of days of severe pollution and above was 1.2%, down 1.8 percentage points from the same period last year. The average concentration of PM2.5 in 31 cities in the Yangtze River Delta region was 37.4 micrograms per cubic meter, down 4.3% year on year; the average proportion of good days was 76.9%, up 1.6 percentage points year on year; the average proportion of severe and above pollution days was 0.3%, down 0.5 percentage points year on year. The average concentration of PM2.5 in 13 cities in Fenwei Plain was 38.3 micrograms/cubic meters, down 13.7% year on year; the average proportion of good days was 68.4%, up 7.1 percentage points year on year; the average proportion of severe and above pollution days was 2.9%, up 1.2 percentage points year on year. In terms of

surface water environmental quality, among the 3641 national surface water assessment sections in the first half of the year, the proportion of sections with good water quality (Class I-III) was 89.0%, up 0.2 percentage points year-on-year; the proportion of sections with inferior Class V was 1.0%, up 0.2 percentage points year-on-year. Among them, 90.4% of the sections in the Yangtze River, Yellow River, Pearl River, Songhua River, Huaihe River, Haihe River and Liaohe River basins, as well as the rivers in the northwest, southwest and Zhejiang-Fujian area have good water quality (Grade I-III), up 0.1 percentage points year-on-year; 0.8% of the sections are worse than Grade V, up 0.3 percentage points year-on-year. Among the 209 key lakes (reservoirs) monitored, the number of lakes and reservoirs with good water quality (Class I-III) accounted for 78.0%, with a year-on-year decrease of 1.5 percentage points; the number of lakes and reservoirs with worse than Class V water quality accounted for 3.8%, with a year-on-year decrease of 0.5 percentage points.

There are six parts and 17 measures in

the Plan. It is planned that by the end of this year, the investigation and reform of potential environmental safety hazards of heavy metals will be completed; by the end of 2027, the remediation of high-risk hazards will be basically completed, and the capacity of environmental monitoring, early warning and emergency disposal of heavy metals will be significantly enhanced; By the end of 2030, the remediation of hidden dangers will be completed in an all-round way, and the environmental risks of heavy metals will be effectively controlled.

The investigation and renovation focused on five provinces (autonomous regions) including Guangxi, Hunan, Jiangxi, Yunnan and Guangdong, and 21 cities (prefectures) including Sanmenxia in Henan and Qiandongnan in Guizhou. Other parts of the country can carry out investigation and rectification according to the actual situation. The heavy metal pollutants

investigated and rectified focus on lead, mercury, cadmium, chromium, arsenic, thallium and antimony, taking into account other heavy metal pollutants such as manganese, zinc and copper.

The Plan proposes that we should comprehensively and thoroughly investigate and rectify the hidden dangers of heavy metal environmental safety in accordance with the working ideas of "investigation, evaluation, reform, treatment, prevention and management". To

check is to find out the bottom number. Find out the quantity and distribution of heavy metal pollution sources, compile a list of pollution sources, and establish a list of potential environmental safety hazards of heavy metals.

Evaluation is to assess risks. Based on the harmfulness, diffusivity and environmental sensitivity of heavy metal pollution sources, environmental risk assessment is carried out according to the corresponding technical guidelines, and high, medium and low levels are defined. To

reform is to carry out reform immediately. It is required to remove the slag, waste water, pipeline and flood control ditch blockage as soon as possible, so as to eliminate the potential environmental safety hazards in time.

Treatment means classified treatment. For the problems that can not be reformed, we should formulate and strictly promote the implementation of the rectification plan according to the results of risk assessment and classification, "one enterprise, one policy" and "one place, one policy".

Prevention means prevention at the source. By optimizing the layout of industrial structure, strictly guarding against new environmental risks of heavy metals, and strengthening the guidance of standard upgrading, we can promote the high-quality development of related industries.

Management is to strengthen supervision. It calls for continuous improvement of the monitoring and provention and control network, strengthening supervision and law enforcement, and bringing the prevention and control of heavy metal pollution into the key areas of ecological environment protection supervision. At the same time, we should improve the rapid response system for environmental emergencies involving heavy metals, form a "two-hour emergency rescue circle" in key areas, and enhance emergency response capacity.
