On June 6, the General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Ecology and Environment issued a circular on the collection of major environmental protection technology and equipment encouraged by the state in 2023.

of the General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Ecology and Environment on the Collection of Major Environmental Protection Technology and Equipment Encouraged by the State for Development in 2023 [2023] No.142
The competent departments of industry, information technology and ecological environment of municipalities directly under the Central Government, cities specifically designated in the state plan and Sinkiang Production and Construction Corps, and relevant industry associations:
To accelerate the R & D, application and promotion of advanced environmental protection equipment, improve the overall level and supply quality of environmental protection equipment manufacturing industry, and provide strong support for the construction of ecological civilization, we are now organizing the collection of major environmental protection technology and equipment encouraged by the state in 2023. Relevant matters are notified as follows:
First, the focus of the work
is to continue to fight the key battle of pollution prevention and control and the requirements of the main indicators of national ecological environment protection, strengthen innovation drive, break through the technical bottlenecks of key core technologies and processes of environmental protection equipment, as well as supporting components, materials, pharmaceuticals and other fields. We will strengthen the popularization and application of advanced and applicable environmental protection equipment in key areas such as metallurgy, chemical industry, building materials, light industry, textile and electroplating, and constantly improve the level of standardization, complete set, automation and greening of environmental protection equipment. The recommended technical equipment shall meet the following conditions:
(1) The technical equipment is leading in the industry and is in the stage of development, application or promotion. Among them, the development category refers to the technical equipment that has achieved major technological breakthroughs and has been preliminarily verified by users through independent research and development and technology introduction; the application category refers to the technical equipment that is leading in China, has industry leading role and market application prospects, and has achieved industrial production; and the promotion category refers to the technical equipment that is mature and reliable in technology, has great promotion potential, is economical and applicable, and has successful application cases.
(2) Technical equipment meets the requirements of relevant product quality standards and technical specifications for acceptance of environmental protection facilities, and the pollutant control after application is superior to the requirements of relevant national pollution emission standards, or to the relevant requirements of special emission limits for key regions, key river basins and key industries.
(3) The recommended scope includes air pollution prevention and control, water pollution prevention and control, soil pollution remediation, solid waste treatment, noise and vibration control, special instruments and instruments for environmental monitoring, special materials and agents for environmental pollution prevention and control, emergency treatment of environmental pollution, special parts and components for environmental pollution prevention and control equipment, and pollution reduction and carbon reduction. Co-disposal of 10 key areas. Technical equipment for desulfurization, denitrification, fine particulate matter, volatile organic compounds treatment and coordinated control of multiple pollutants, water treatment technical equipment for high-salt industrial wastewater, electroplating wastewater and landfill leachate, efficient sludge dehydration and treatment, soil heavy metal pollution control, rural water pollution and waste treatment, medical waste treatment, waste incineration fly ash, aluminum ash treatment and other technical equipment are encouraged to be recommended.
2. Work requirements
(1) The competent departments of industry and information technology at the provincial level, together with the competent departments of ecological environment and relevant trade associations, are invited. Organize the R & D or production units of environmental protection equipment in the region and the industry to fill in the Declaration of Environmental Protection Technology and Equipment (Annex 1, 2 and 3) through the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn), and be responsible for reviewing and recommending the technical equipment that meets the requirements.
(2) Please submit the formal recommendation and the Summary Table of Environmental Protection Technology and Equipment Recommendation (Annex 4) through the platform before August 21, 2023.
(3) The Ministry of Industry and Information Technology, together with the Ministry of Ecology and Environment and other relevant departments, shall organize experts to conduct audits and, if necessary, verify the contents of the declaration through the provincial departments in charge of industry and information technology and ecological environment.
