Recently, the People's Government of Xiangfen County, Linfen City, Shanxi Province, issued the "Approval of the Investigation Report on the" 6.17 "General Electric Shock Accident of the 5MW Granulated Slag Roof Distributed Photovoltaic Power Generation Project of Xingyuan Group Cement Building Materials Co., Ltd.". At 11:15 on June 17,
2024, in the process of dismantling the steel ladder in the three storehouses of the distributed photovoltaic power generation project on the top of the 5MW granulated slag shed of Xingyuan Cement Building Materials Co., Ltd. in Xiangfen County, the steel ladder tilted and touched the 10 KV high-voltage overhead power line. One person was killed and two injured .
According to the documents, the direct cause of the accident was that the two feet of the steel ladder on the east side were suspended and not in stable contact with the supporting surface, and the center of gravity of the ladder was unstable when the ladder was dismantled. Leaning to the east, it touched the 10 KV high-voltage overhead power line , causing damage to the insulation layer of the power line, resulting in casualties.
At the same time, the indirect causes of the accident are the inadequate safety management and hidden danger investigation of enterprises, the indifferent safety awareness of construction personnel and the low ability of safety risk identification.
The investigation team confirmed that the accident was a general accident of production safety responsibility. According to the
document, the direct economic losses caused by the accident totaled 1.69 million yuan: 1.35 million yuan in compensation and funeral expenses for the deceased, 60,000 yuan in hospital rescue expenses, and 30,000 yuan and 250,000 yuan in compensation for the two injured respectively.
It is reported that the total investment of Xingyuan Cement Granulated Slag Shed Construction Project is 20 million yuan, located in the factory area of Xingyuan Group Cement Building Materials Company, to build a fully enclosed granulated slag shed. The roof adopts a slope with a slope of 3%. The roof adopts solar panels with a single panel size of 2278 mm * 1134 mm * 35mm.
By the time of the accident, 50% of the solar photovoltaic panels on the roof had been completed.
