Among them, more than 20 enterprises were reported to have problems of illegal production. After investigation, there are basically problems of illegal production beyond the record (approval) capacity. There are not only annual production data in 2024, but also production data from January to May 2025 for most enterprises. Overproduction is not only widespread and large, but also doubled. For the compliance production lines whose actual capacity is greater than registered capacity, it is proposed that the difference in capacity can be made up in accordance with these Measures and the relevant procedures such as filing, environmental assessment and energy assessment can be improved. But the reality is that the actual production of enterprises is still exceeding the record capacity.
It is understood that the competent authorities have strengthened the management of production line lists through internal requirements. Before the end of March each year, the competent departments of industry and information technology at the provincial level are required to sort out the situation of cement clinker production lines in the region, according to the name of the enterprise production line, the record capacity, the output of the previous year, the total energy consumption and other information. Last year's output, total energy consumption and other data should also be reflected in the list. So far, there seems to be no 100% implementation, and the total energy consumption only appears in the list of individual places. For the most part, the 2024 list is still missing.
Can not stagger the peak shutdown time closely, and whether the production capacity exceeds the record capacity but turn a blind eye to it, we must wait for the report of illegal overproduction before "action"?
