Zhou Yuxian said in his speech that at present, China's cement industry is facing many challenges, such as overcapacity, insufficient demand and declining efficiency. The industry has entered a very critical stage of transformation and development. The total profit of the domestic cement industry in 2024 is less than 30 billion yuan, which is a huge gap compared with the data disclosed in the annual reports of foreign counterparts.
Faced with the severe situation of the development of the industry, all members of the new Council will, in accordance with the excellent working style of the previous councils of the association, hold high the banner of the idea that the interests of the industry are higher than those of the enterprise, and that the interests of the enterprise are bred in the interests of the industry, continue to play a leading, coordinating and serving role, and unite the enterprises of the industry to take the initiative and innovate. Continue to strive for the high-quality development of China's cement industry.
First, voice upward and strive to be a good bridge between government and enterprises. On the one hand, on the basis of strengthening the research on major issues of industry development, we should improve the communication mechanism with policy-making departments, participate in the formulation of industrial policies in depth, reasonably reflect the demands of the industry, actively promote the expectations of the industry and the needs of enterprises to be written into the policy landing, and continue to create a policy approach of government-enterprise linkage and benign interaction. On the other hand, we should unite and lead the industry, strengthen the consensus on the irreversible downward trend of demand, adhere to the combination of short-term production reduction and long-term capacity reduction, firmly promote the implementation of industrial policies such as peak staggering production, capacity replacement and carbon compliance, and maintain the seriousness of industrial policies. Through effective management and control on the supply side, we can help achieve a new balance between volume reduction and profit increase in the industry.
Second, take root downward and strive to be a good waiter for the development of the industry. On the one hand, we should go deep into the demands of enterprises, focus on the actual needs of enterprises, integrate resources, build platforms, and provide customized and precise services in policy docking, technology exchange, personnel training and market expansion. At the same time, efforts should be made to build a scientific, democratic and open mechanism of mutual assistance and trust in the industry, promote resource sharing among enterprises, complement each other's advantages, and form a win-win industry ecology; On the other hand, around the goal of investment return, enterprise profit, government tax and employee income, we should constantly gather consensus on development, strengthen industry self-discipline, standardize the order of benign market competition and cooperation, maintain a healthy and sustainable industry development ecology, and promote industry profits by means of demonstration of large enterprises and innovative rewards and punishments. To guide enterprises to achieve the unity of economic benefits and social values. Special attention should be paid to uniting and leading the industry, strengthening cooperation in going out, putting an end to bringing domestic products to the international market, and guiding enterprises to go to sea in groups and equity cooperation to speed up the process of high-quality internationalization.
Third, work hard inward and strive to be a good leader in the development of the industry. Focus on innovation-led and high-quality development goals, guide enterprises to abandon extensive development thinking relying on scale expansion, deeply grasp the development trend of green low-carbon and digital intelligence, promote new technologies, new processes and new equipment in the industry, accelerate high-end, intelligent and green transformation, improve product added value, improve industry production efficiency and reduce industry environmental load. By fostering new productive forces, new impetus will be injected into the sustainable development of the industry. Strengthen the self-construction of the association, continuously improve the ability of industry research, market insight, policy consultation, resource coordination and decision support, and improve the authority and leadership of the association by providing high-quality and reliable industry services for member enterprises.
