In order to implement the rigid restraint system of water resources, strengthen the leading role of water efficiency standards, and improve the level of intensive and safe utilization of water resources, The relevant matters concerning the organization of the selection of key water-using enterprises and water efficiency leaders in the park in 2026 are hereby notified as follows:
I. The selected objects
rely on the relevant standards of water-saving enterprises and water-saving industrial parks. The selected objects mainly include iron and steel, coking, petroleum refining, ethylene, chlor-alkali, nitrogen fertilizer, modern coal chemical industry, textile dyeing and finishing, chemical fiber filament weaving, papermaking, beer, fermentation, alumina, electrolytic aluminum, polysilicon, shipbuilding, iron ore mining, wood processing and its products, building materials, lead smelting, zinc smelting, ferroalloy, printed circuit board, polyester, wool textile, silk, etc. Industrial enterprises in 28 industries, such as vinylon and spandex, as well as industrial parks at or above the county level with legal boundaries and scope and unified management institutions.
2. Basic requirements
(1) The water efficiency leader applying for key water-using enterprises shall meet the following requirements
: 1. Comply with relevant national, industrial and local water-saving policies and standards;
2. Have legal procedures for water use, and have no over-planned water use in the past three years;
3. In the past three years, no major administrative penalties have been imposed by the relevant administrative departments, no monopolistic acts have been committed as stipulated in the Anti-monopoly Law of the People's Republic of China, no major or higher-level environmental emergencies, environmental pollution accidents or ecological damage incidents have occurred, and no major or higher-level production safety incidents have occurred. No safety accidents caused by unqualified products, no network security, data security and other accidents, no serious problems found in the relevant supervision work of the State Council and relevant departments, not included in the list of energy-saving supervision and rectification, the list of serious dishonest subjects, etc.;
4. Independent legal entities with annual water consumption of not less than 100000 cubic meters;
5. In 2025, the water efficiency index of the main products shall meet the requirements of water-saving enterprise standards and shall be at the leading level;
6. Water equipment or appliances that are explicitly prohibited by the state or listed in the catalogue of prohibition and elimination shall not be used;
7. Implement the water-saving "three simultaneous" and "four in place" system according to law when building, rebuilding and expanding construction projects;
8. Establish a water-saving management system, complete water-saving measures in all production links, establish a complete water-saving measurement and statistical management system, and equip water measuring instruments to meet the requirements of the national standard General Principles for the Equip ment and Management of Water Measuring Instruments in Water-using Units (GB/T 24789), and verify or calibrate them according to law;
9. Carry out water balance test or water audit according to the specified cycle.
(II) The water efficiency leader applying for key water use parks shall meet the following requirements
: 1. Comply with relevant national, industrial and local water-saving policies and standards;
2. Have legal procedures for water use, and have no over-planned water use in the past three years;
3. In the past three years, the enterprises in the park have not been subject to more than major administrative penalties imposed by the relevant administrative departments, have not engaged in monopolistic acts as stipulated in the Anti-monopoly Law of the People's Republic of China, have not had major or higher-level environmental emergencies, environmental pollution accidents or ecological damage incidents, and have not caused deaths. No safety accidents caused by unqualified products, no network security, data security, quality and other accidents have occurred, no serious problems have been found in the relevant supervision work of the State Council and relevant departments, and they have not been included in the list of energy-saving supervision and rectification, the list of serious dishonest subjects, etc;
4. Meet the requirements of the national standard "Guidelines for the Evaluation of Water-saving Industrial Parks" (GB/T 43477), and the water efficiency index is at the leading level;
5. Implement the water-saving "three simultaneous" and "four in place" system in accordance with the law when building, rebuilding and expanding construction projects;
6. Establish a water-saving management system, and key enterprises above the scale have supporting water-saving measures.
3. Selection procedures
(1) Application. Provincial competent industrial and information departments organize enterprises and parks that meet the requirements in the region to fill in the application report of water efficiency leader by June 30, 2026 through the "Industrial Energy Conservation and Green Development Management Platform" (https://green.miit.gov.cn) in accordance with the principle of voluntary participation (see annexes 1 and 2). And upload relevant supporting materials. Enterprises and parks in the list of water efficiency leaders in 2024 can directly submit the application materials to the provincial industrial and information authorities for examination. Relevant trade associations are encouraged to recommend enterprises that meet the requirements of the industry to provincial industrial and information authorities.
(2) Preliminary examination. The competent departments of industry and information technology at the provincial level shall conduct a preliminary examination of the applications of enterprises and parks in the region, select provincial water-saving benchmarking enterprises and parks, solicit the opinions of the competent departments of water administration, development and reform, and market supervision at the same level, and then make a public announcement. The application report, recommendation form (Annex 3) and other materials will be submitted to the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology through the "Industrial Energy Conservation and Green Development Management Platform" by July 31, 2026.
(3) Review. The Ministry of Industry and Information Technology, together with the Ministry of Water Resources, the National Development and Reform Commission and the General Administration of Market Supervision, will organize a review through data review and expert review to select and determine the list of key water-using enterprises and water efficiency leaders in the park in 2026 and publicize it. If necessary, a third party organization or expert shall be organized to conduct on-site verification.
(4) Publication. The Ministry of Industry and Information Technology, the Ministry of Water Resources, the National Development and Reform Commission and the General Administration of Market Supervision jointly announced the list of key water-using enterprises and water efficiency leaders in the park in 2026, which is valid for two years (this year and the next year).
4. Safeguard measures
encourage local governments to support water-saving technological transformation projects in combination with existing capital policies. We will implement special policies for industrial and financial cooperation to promote green industrial development, give full play to the role of the national platform for industrial and financial cooperation, and guide financial institutions to provide green financial support such as guarantees and credit for relevant enterprises and parks. Give full play to the role of relevant industry associations, water-saving service enterprises and water-saving equipment enterprises to provide water-saving diagnosis, water-saving technology transformation and other services for enterprises. Strengthen the dynamic management of water efficiency leaders, revoke those who do not meet the requirements of water efficiency leaders, and shall not declare again within three years. Provincial authorities have intensified the publicity of water efficiency leaders, widely publicized advanced experience, and promoted the overall improvement of the level of intensive and safe utilization of water resources in the whole industry.
