in order to implement the Notice of the Ministry of Industry and Information Technology and the Ministry of Ecological Environment on Further Improving the Normalized Peak-Staggered Production of Cement (MIIT Lianyuan [2020] No.201), The Special Action Plan for Energy Conservation and Carbon Reduction in the Cement Industry (FGHZ [2024] No.733) issued by the National Development and Reform Commission and other five departments has firmly promoted the energy conservation and carbon reduction and synergy of the cement industry in our region. The relevant matters are hereby notified as follows.

First, the overall requirement is

to thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, implement the decision-making and deployment of the Party committees and governments of the autonomous region, and implement the concept of ecological priority and green development. Based on the optimization and upgrading of cement industrial structure and low-carbon development, we strictly implement the requirements of national capacity regulation and peak staggering production. Insist on organizing production in accordance with the law and regulations, ensure that the actual production capacity of enterprises is consistent with the record production capacity, the daily output shall not exceed 110% of the daily record production capacity, and resolutely put an end to the illegal production of overcapacity and overload. Firmly resist the vicious competition of "involution", strengthen the integrity and self-discipline of the whole industry, precisely regulate the rhythm of capacity release in the industry, maintain the dynamic balance between supply and demand in the market, effectively reduce air pollution during the heating period, strive to be the advocate of off-peak production and the pioneer of energy saving and emission reduction, jointly build and maintain a healthy and orderly industry ecology, and comprehensively boost the green, low-carbon and high-quality development of the cement industry.

2. Time arrangement

of peak staggering (1) Range of peak staggering. All the cement in the whole district (2) peak staggering time.". From 0:00 on November 1 , 2026 to 24:00 on March 31, 2027, peak staggering production will be implemented for 5 months. Staggered peak shutdown is a cycle from 0 o'clock on the starting date to 24 o'clock on the ending date (including kiln drying time). According to the requirement of "promoting the normalization of national cement peak staggering production area and time", peak staggering in heating season is a rigid requirement, and all cement clinker production lines should strictly implement it and should not be flexible. According to the air quality, market supply and demand, regional differences and other factors, the Cement Association of

Inner Mongolia Autonomous Region comprehensively studies and judges the steady growth of industry and the utilization rate of production capacity, determines the specific days and time of kiln shutdown as a whole, and organizes the implementation by means of industry self-discipline. The specific plan will be issued separately by the Association.

3. Peak-staggering rules

(1) Carbide slag clinker production line. Carbide slag cement clinker production enterprises (hereinafter referred to as "carbide slag enterprises") should stop kilns by increasing carbide slag storage, maintenance, technical transformation or upstream and downstream linkage, and make up for the deficiencies by "peak replacement". If carbide slag enterprises really need to participate in peak staggering production through "peak staggering replacement", they should take the initiative to communicate and coordinate with local non-carbide slag cement clinker production enterprises (hereinafter referred to as "non-carbide slag enterprises") and sign replacement agreements before 0:00 on October 20. In accordance with the Approval of the Economic and Information Commission of Inner Mongolia Autonomous Region on the Implementation Plan for Resolving the Excess Capacity of Cement and Promoting the Healthy and Sustainable Development of the Industry (Nei Jing Xin yuan Gong Zi [2016] 197), In principle, the kiln shutdown time to support peak-shifting replacement between carbide slag enterprises and

Carbide slag enterprises shall give appropriate compensation to non-carbide slag enterprises for the increased kiln shutdown time during non-peak period, and the compensation standard shall be determined by both parties through consultation. The industrial and telecommunications departments of the

League cities should arrange the deployment in advance, reverse the time nodes, and guide and urge the carbide slag enterprises to actively communicate and negotiate with the non-carbide slag enterprises by organizing special promotion meetings between the carbide slag enterprises and the non-carbide slag enterprises, so as to ensure that the replacement agreement is signed on time. For carbide slag enterprises that have not signed the replacement agreement within the time limit, the industry and information department of the League City, together with the ecological environment department, must send special personnel to supervise the site to ensure that the kiln will be shut down from 0 o'clock on November 1 and can only be operated after the replacement agreement is signed.

When non-carbide slag enterprises provide kiln shutdown replacement time, they must provide the same amount of air pollutant emission indicators at the same time, and reduce the emission allowance at the same time according to the replacement days; carbide slag enterprises must use this indicator on the premise that their own emission indicators are insufficient and the production does not exceed 110% of the daily production capacity. Capacity replacement agreements and public documents shall be used as the basis for the verification of the total amount of pollutant discharge permits.

(2) Undertake the task of co-disposal of hazardous wastes. On the basis of ensuring the maximum temporary storage of the storage depot, the clinker production line undertaking the co-disposal of hazardous wastes shall reduce the production load to the minimum according to the inventory of hazardous wastes and the amount to be disposed of in the heating season, on the premise of meeting the task of co-disposal. After the end of the staggered peak period, the production load should continue to be reduced to offset the energy consumption and pollutant emissions generated by the minimum production load operation in the staggered peak period of the heating season.

The enterprise shall submit an application to determine the minimum production load and operation time limit, as well as the production load and operation time limit in non-heating season and non-peak period according to the disposal amount of hazardous waste in peak period, and formulate a specific plan for peak period staggering and production limitation. After the preliminary examination by the local League Municipal Bureau of Ecology and Environment, it will be submitted to the Department of Ecology and Environment before October 20, and will be examined and confirmed by the Department of Industry and Information Technology.

(Three) production lines that undertake residential heating tasks. In the heating season, priority should be given to the protection of residential heating, and the peak staggering time should be supplemented at one time during the non-heating season and non-peak staggering production period. From the end of the heating period, the kiln will be shut down immediately to make up for the peak staggering time of 5 months. Relevant supporting materials such as approval and filing of heating projects, completion acceptance documents, service contracts and service qualifications shall be examined by the departments of industry and information technology and ecological environment of the League City, and submitted to the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region for filing before the corresponding differentiated peak staggering can be implemented.

(4) Rules for handling special matters. If the peak-shifting replacement time provided by non-carbide slag enterprises overlaps with the peak-shifting kiln shutdown time in summer and autumn, it shall be postponed and shall not be offset. Kiln shutdown time during non-peak period shall not be included in the peak-shifting production time in heating season. The unplanned shutdown time due to special reasons such as heavy pollution weather, overhaul and shutdown of kilns shall not offset the off-peak production time in the heating season.
