Recently, Jilin Provincial Energy Bureau issued the Notice on Comprehensively Strengthening the Management of New Energy Storage Projects in Jilin Province (hereinafter referred to as "Notice") to further standardize the management of new energy storage projects and improve the quality and efficiency of projects. Strictly prevent the phenomenon of disrupting the development of the industry, such as horse race enclosure, preparation without construction, and disorderly expansion, so as to ensure the high-quality and sustainable development of the new energy storage industry.
The Notice requires that warehousing projects should not change the construction site, investment subject, construction scale and technical route at will. In principle, the main body of project filing should be consistent with the main body of project completion acceptance. If it needs to be changed under special circumstances, the municipal (state) competent department shall submit an application to the Provincial Energy Bureau, and the experts shall issue evaluation opinions, which can be changed only after obtaining the consent of the Provincial Energy Bureau.
In addition, the Notice also requires all projects to start construction within 12 months and put into operation within 18 months (excluding supporting energy storage projects and compressed air energy storage projects in the park). The Provincial Energy Bureau will regularly schedule the progress of the project in accordance with the project schedule, and will remove the projects whose construction progress is seriously lagging behind from the project database.
It is understood that in the annex "List of New Energy Storage Adjustment Outbound Projects in 2024", there are 20 projects in total, with a total scale of about 2.6G W/5.4G Wh. The relevant units involved include the State Energy Group, China Electric Power Construction, China Energy Construction and so on. The technical route covers flywheel, lithium iron phosphate, all-vanadium flow, water-based organic flow battery, etc.
