In order to meet the development needs of energy-saving and new energy automobile industry, According to the Measures for Parallel Management of Average Fuel Consumption of Passenger Vehicle Enterprises and New Energy Vehicle Points (Decree No.44 of the Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Commerce, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine), Decision on Revising the Measures for Parallel Management of Average Fuel Consumption of Passenger Vehicle Enterprises and New Energy Vehicle Points (Decree No.53 of the General Administration of Market Supervision and Administration of the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce and the General Administration of Customs), Decision on Revising the Measures for Parallel Management of Average Fuel Consumption of Passenger Vehicle Enterprises and New Energy Vehicle Points (Decree No.64 of the General Administration of Market Supervision and Administration of the Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Commerce, General Administration of Customs) and other provisions. The matters related to the average fuel consumption of passenger vehicle enterprises and the management of new energy vehicle points from 2026 to 2027 are hereby notified as follows:

I. The proportion of new energy vehicle points in 2026 and 2027 is required to be 48% and 58% respectively.

2. For domestic passenger car manufacturers with annual production of less than 2000 vehicles and independent production, R & D and operation, and imported passenger car suppliers authorized by overseas passenger car manufacturers with imports of less than 2000 vehicles, the average fuel consumption of the enterprises shall be reduced by more than 4% compared with the previous year. The standard value shall be relaxed by 60% on the basis of the average fuel consumption requirements of enterprises stipulated in the Evaluation Methods and Indicators of Fuel Consumption of Passenger Vehicles (GB 27999); if the reduction is more than 2% but less than 4%, the standard value shall be relaxed by 30%.

3. When a passenger vehicle enterprise calculates the integral value of a new energy vehicle, the production or import volume of a low fuel consumption passenger vehicle shall be calculated at 0.1 times its quantity.

4. The integral of new energy passenger vehicles from 2026 to 2027 shall be determined in accordance with the Calculation Method of Integral of New Energy Passenger Vehicles (see Annex).

5. In the integral accounting of average fuel consumption of enterprises from 2026 to 2027, a certain amount of fuel consumption reduction and exemption will continue to be given to vehicles with standard configuration of out-of-cycle technology and out-of-cycle energy-saving effect. Before the issuance of the new regulations on the integral accounting of out-of-cycle technologies/devices, it shall be implemented in accordance with the Notice on the Average Fuel Consumption of Passenger Vehicle Enterprises and the Integral Management of New Energy Vehicles in 2024-2025.
