Recently, the Department of Economy and Information Technology of Hubei Province and the Department of Ecology and Environment of Hubei Province issued a notice on the normalization of peak staggering production in the cement industry.
The notice requires that all cement clinker production lines in the province should organize production and carry out peak-staggering production according to the registered production capacity, and the peak-staggering kiln shutdown time in the first and fourth quarters should not be less than 60% of the kiln shutdown time. In order to encourage the green and low-carbon development of the industry, differential management and control are implemented in peak staggering production.
1. Cement clinker production lines with energy efficiency reaching the benchmark level, ultra-low emission transformation of the whole process and environmental performance grading reaching A-level enterprises, 100% of which use calcium carbide slag and other wastes instead of limestone or phosphogypsum to produce acid. The annual peak shifting and kiln shutdown time shall not be less than 45 days.
2. Cement clinker production lines that have been rated as "energy efficiency leader" enterprises by the Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision and Administration, enterprises with B level of environmental protection performance or cement clinker production lines with the task of co-disposal of municipal solid waste, municipal sludge, contaminated soil or toxic and harmful wastes. The annual peak shifting and kiln shutdown time shall not be less than 65 days. Cement clinker production lines that
are unable to complete the task of off-peak production due to the heavy task of coordinated disposal of municipal solid waste, municipal sludge or toxic and harmful wastes throughout the year due to the fulfillment of social responsibilities can be replaced by different cement clinker production lines within the same enterprise group and the same municipal district according to the equivalent conversion of production capacity.
3. Cement clinker production lines of cement production enterprises rated as green factories by the Ministry of Industry and Information Technology shall be implemented according to the annual peak staggering and kiln shutdown time of not less than 80 days.
4. The production lines of enterprises whose environmental performance is C or below and whose energy efficiency does not reach the benchmark level, or whose energy efficiency does not reach the benchmark level, shall be implemented according to the annual peak staggering and kiln shutdown time of not less than 100 days.
5. The cement clinker production lines of other cement production enterprises shall be implemented according to the annual peak staggering and kiln shutdown time of not less than 90 days. See the following table for the summary of peak-shifting plans of cement enterprises in some provinces
