Recently, the Department of Ecology and Environment of Hubei Economic and Credit Department jointly issued the "Notice on the Normalization of Peak Staggering Production in Cement Industry in 2024".
The notice requires that all cement clinker production lines should organize production in strict accordance with the approved capacity and carry out peak staggering production, and the minimum number of days of peak staggering production should not be less than 40 days. To implement differentiated management and control for peak staggering production of cement clinker production line in the whole province. Cement clinker production lines of cement production enterprises with
environmental protection performance classification reaching Grade A may not participate in peak-shifting production, but the cement production load shall be reduced, and the annual peak-shifting production days shall not be less than 40 days.
The performance rating reaches B level, or is rated as "energy efficiency leader" by the Ministry of Industry and Information Technology, the National Development and Reform Commission and the General Administration of Market Supervision and Administration. Or cement clinker production lines of cement production enterprises with the task of co-processing municipal solid waste, municipal sludge, contaminated soil or toxic and harmful wastes may not participate in peak staggering production, but the cement production load should be reduced. The number of off-peak production days in the whole year shall not be less than 52 days. Cement clinker production lines that are unable to complete the task of peak staggering
due to the heavy task of coordinated disposal of municipal solid waste, municipal sludge or toxic and harmful wastes throughout the year can be replaced by different cement clinker production lines within the jurisdiction of the same enterprise group and the same county (city, district) according to the equivalent conversion of production capacity. For the
coordinated treatment of municipal solid waste, the approval of environmental impact assessment, the complete treatment device, the municipal solid waste disposal contract and the implementation of the contract shall be provided. For the co-disposal of hazardous wastes, the approval of environmental impact assessment, the complete treatment device, the business license of hazardous wastes and the disposal of hazardous wastes shall be provided; for the co-disposal of municipal sludge, the complete treatment device approved by environmental impact assessment, the municipal sludge disposal contract and the implementation of the contract shall be provided. Cement clinker production lines of cement production enterprises rated as green factories
by the Ministry of Industry and Information Technology shall be implemented according to the annual peak staggering production days not less than 65 days. The cement clinker production lines of
other cement production enterprises shall be implemented according to the annual peak staggering production days not less than 70 days. Each cement clinker production line of
each cement production enterprise can only enjoy one of the above preferential policies, and can not be enjoyed repeatedly.
According to the supply and demand situation of cement market in the whole province, after scientific evaluation, the production days of peak staggering can be adjusted in time in 2024.
