On October 10, the Guangxi Department of Ecology and Environment issued a public announcement on the approval and acceptance of environmental impact assessment for two construction projects. It includes a batch of 500MW photovoltaic power generation projects of Jingneng Qinzhou Great Wall Million Kilowatt New Energy Demonstration Base Project (Phase II 850MW), and the applicant is Qinzhou Jingneng Clean Energy Co., Ltd.
According to the announcement, a batch of 500 MW photovoltaic power generation projects of Beijing Qinzhou Great Wall Million Kilowatt New Energy Demonstration Base Project (Phase II 850 MW) are the first declared new projects, covering an area of 10880 mu, with a construction period of 30 months. The total installed capacity of the project is planned to be 500MW (600MWp on the DC side), using 710Wp N-type monocrystalline silicon double-sided half-piece solar modules, totaling 845,071 modules. It is reported that the project has started construction in October 2024. On July 21,
2025, the Qinzhou Municipal Bureau of Ecology and Environment issued the Decision on Ordering the Correction of Illegal Acts, which considered that the project had not gone through the examination and approval procedures for the environmental impact assessment of the construction project and had constructed without authorization, requiring the construction unit to correct the illegal acts immediately, and requiring the project not to start construction before going through the procedures for improving the environmental impact assessment. As of July 11, the construction of the project site has been suspended, and the project can only be constructed after the EIA procedures have been completed. According to
the data, Qinzhou Jingneng Clean Energy Co., Ltd. was established in 2021, and its business scope covers solar power generation technology services, wind power generation technology services, etc. The controlling shareholder of the company is Jingneng Clean Energy, which is a holding subsidiary of Beijing Energy Group.
