As the market enters the off-season, the demand for cement continues to weaken. In order to alleviate the inventory pressure, improve the relationship between supply and demand in the market, and cope with the peak of electricity consumption in summer, many provinces across the country have issued a new round of cement peak staggering production plan.

Jiangxi Cement Association issued the Notice on the Development of Peak-Staggered Production in July-August 2023 and the Implementation of the Work Requirements for the First Half of the Year. From July to August, the unified peak-shifting production plan for 48 clinker production lines in the province is temporarily carried out for no less than 13 days, and all peak-shifting plans must be fully implemented before August 31. At the same time, in the first half of the year, the peak staggering plan was stopped less and the units that had not yet completed the supplementary work continued to implement the supplementary work, so as to ensure that the annual cumulative peak staggering production plan of each unit was fully stopped.
Shandong Cement Association issued the Notice on Shandong Cement Clinker Enterprises to Carry out Peak Staggering Production in July, which requires that during the period from 0:00 on July 1 to 24:00 on July 31, 2023, each clinker production line of each cement clinker enterprise should be stopped for 15 days. The enterprise shall determine the specific plan and report it to the association for record before implementation; the clinker production line that did not stop for enough time in May must make up for the time missed during the peak staggering production.
Chongqing Municipal Economic and Information Commission issued the "Notice on Issuing the Work Program of Power Staggered Peak Production in Cement and Other Industries in Summer". According to the industry characteristics, during the period from 00:00 on July 1, 2023 to 24:00 on August 31, 2023, Cement clinker enterprises are required to stagger the average peak load of 46 clinker production lines of 31 enterprises for no less than 30 days (Chongqing Conch Cement Co., Ltd. Dongfang hopes that Chongqing Cement Co., Ltd. will operate independently without grid connection), and the cement mill will stagger the peak production.
Fujian Provincial Office of Industry and Information Technology requires enterprises to carry out peak staggering production during the Spring Festival, hot summer days, rainy season and major events, and the annual peak staggering production time of each production line is not less than 65 days. According to market feedback, in the case of sustained weak demand, the peak staggering efforts of cement enterprises in Fujian Province will be strengthened this year, which is expected to be around 120 days.
Sichuan Cement Association requires all 109 cement clinker production lines of 89 all-purpose cement enterprises in the province to implement peak staggering production. The annual peak-shifting production benchmark days of each cement clinker production line is 130 days + X days (X is the number of kiln shutdown days temporarily adjusted quarterly according to factors such as environmental protection, energy consumption, carbon reduction and environmentally sensitive period). In the third quarter, the kiln was shut down for 40 days. The Department of Industry and Information Technology and the Department of Ecology and Environment
of Yunnan Province jointly issued a document saying that all cement clinker production lines in the province should plan to carry out peak staggering production in an orderly manner during the Spring Festival, hot summer days, rainy season and major events. In areas where structural contradictions are relatively prominent, key peak staggering production management will be adopted. The annual plan is about 100-150 days, including 100 days in Zhaotong, Xishuangbanna and Diqing, 130 days in Nujiang and 150 days in other areas. The third quarter is planned to be completed in 60 days.
At the same time, the market feedback, Guizhou in the third quarter plans to stagger the peak and shut down the kiln for 60 days;
Hebei in July, enterprises in central and southern Hebei increased peak production for 10 days;
Shaanxi started peak staggering production in summer from May to July and stopped production for 30 days;
Guangdong stopped production for about 15 days every month from May to August..
In addition, a summit on high-quality development of leaders of large enterprises in the cement industry was held recently in Beijing Jinyu Group. Leaders of China Building Materials, Conch Group, China Resources Cement, Red Lion Group and Taiwan Mud all expressed the need to strengthen industry self-discipline and resolutely implement the policy of normal peak staggering production. Promote the formation of a high-level dynamic balance of demand-driven supply and supply-created demand.
The industry said that the recent shutdown of cement enterprises in many places was mainly affected by demand factors. In fact, due to the poor situation of real estate construction, the completion of infrastructure projects in the early stage and fewer new projects, the release of cement demand has narrowed, and the price of cement has always been at a low level. It is expected that by September, with the arrival of the downstream start-up season, cement will usher in a trend of booming supply and demand.
