Recently, the Department of Ecology and Environment of Jilin Provincial Office of Industry and Information Technology jointly issued the Notice on Staggered Peak Production of Cement Clinker Production Line in 2026, requiring 151 days of kiln shutdown during the heating season and 105 days of kiln shutdown in principle during the non-heating season. The kiln was shut down for 256 days and opened for 109 days in total. The details are as follows:
(I) Peak-staggered production during heating period: all cement clinker production lines in the province, from January 1 to March 31, 2026; During the winter heating period from November 1 to December 31, enterprises with environmental performance grade A or above can appropriately shorten the peak staggering production time organized by the Provincial Building Materials Industry Association.
(II) Peak-shifting production in non-heating period: In order to further promote the industry to prevent involution and maintain steady growth, Jilin Provincial Building Materials Industry Association may organize cement clinker enterprises to carry out peak-shifting production in non-heating period according to market changes, air quality, regional differences and other factors. In principle, peak-shifting shall be carried out for 15 days per month from April to October. The Provincial Building Materials Industry Association shall organize and formulate a peak-staggered production plan for the non-heating period, and submit the next month's plan to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment before the 15th day of each month.
The circular requires that the competent departments of industry, telecommunications and ecological environment in cities (prefectures) should conscientiously do a good job in peak staggering production in the region, strengthen publicity and guidance, intensify inspection, urge enterprises to implement it, and put the steady growth of the industry in a more prominent position. Enterprises that refuse to implement relevant regulations, fail to keep their promises and violate the requirements of peak staggering production shall be given interviews, notifications and media lighting. The enterprises that still do not implement the requirements of peak staggering after the interview and notification will not be recommended in the qualification assessment process of various supporting policies of the industry and information system and the ecological environment system; the Provincial Department of Industry and Information Technology shall indicate in the national annual cement clinker production line list that the production capacity of its production line is restricted as a capacity replacement index transaction; The ecological environment department will inspect the total amount of air pollutants discharged by the cement industry and the situation of meeting the emission standards, and punish the enterprises that exceed the standard and exceed the total amount of emissions according to law.
