The Office of Industry and Information Technology and the Office of Ecological Environment of the Autonomous Region have instructed the local Bureau of Industry and Information Technology and the Bureau of Ecological Environment to immediately stop the company's violations and report them. At the same time, it was instructed to stop the kiln during the non-peak production period in 2024 to make up for the number of days of illegal kiln opening. The
document also States that from 2023 to 2024, the Office of Industry and Information Technology and the Office of Ecology and Environment of the Autonomous Region will no longer accept the application for adjustment of the peak time of Kashgar Red Flag Cement Co., Ltd. The Office of Industry and Information Technology of the Autonomous Region will indicate in the list of cement clinker production lines in 2024 that Kashgar Red Flag Cement Co., Ltd. will not carry out peak staggering production, and restrict its production lines as capacity replacement indicators. Kashgar Hongqi Cement Co., Ltd. shall not declare the air pollution prevention and control fund project of the environmental protection department within three years. The penalty notified by
the Kashgar Municipal Bureau of Commerce and Industrial Informatization has increased the number of days for stopping kilns to make up for the number of days for opening kilns in violation of regulations during the period of non-peak production in 2024.
It is understood that the Kashgar Municipal Bureau of Commerce and Industrial Informatization issued the Circular on Kashgar Red Flag Cement Violating the Peak Staggered Production of Cement Enterprises on November 23. In
the circular, the punishment for Kashi Hongqi Cement is as follows: from 2023 to 2024, the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region will no longer accept the application of Hongqi Cement Company for adjustment of peak staggering time. The Office of Industry and Information Technology of the Autonomous Region will indicate in the list of cement clinker production lines in 2024 that Hongqi Cement Company will not carry out peak staggering production, and restrict its production lines as capacity replacement indicators. The Department of Ecology and Environment of the Autonomous Region will not support the declaration of air pollution prevention and control fund projects for Hongqi Cement Company within three years.
