On October 15, the Bureau of Ecology and Environment of Qinzhou City, Guangxi, issued the "Notice on the Acceptance of the Environmental Impact Report Form of Guangxi Qinzhou Kangxiling 200 MW (Phase II 20 MW) Fishing-photovoltaic Complementary Power Station Project ".
The announcement shows that the 200 MW (Phase II 20 MW) fishing-photovoltaic complementary power station project in Kangxiling, Qinzhou, Guangxi is located in Shijia Village, Hengshan Village, Kangxiling Town, Qinnan District, Qinzhou City. The total investment is 2.2 million yuan , the actual installed capacity is 22.113 MWp, and the construction unit is Qinzhou Xinj in Photovoltaic Power Co., Ltd. (Hereinafter referred to as "Xinjin Photovoltaic").
The EIA documents show that the project has started construction. On December 23,
2021, the project was approved by Qinzhou Bureau of Ecology and Environment. On December 30, 2021, the project was put into operation. In August 2022, the project passed the acceptance of environmental protection.
But on September 30, 2024, Qinzhou Oceanic Administration ordered the owner to return the illegally occupied sea area and restore the original state of the sea area on the grounds that the overhead pipeline of Guangxi Qinzhou Kangxiling 200 MW (Phase II 20 MW) Fishing-photovoltaic Complementary Power Station Project was suspected of illegally occupying 0.0074h m2 sea area . The illegal gains shall be confiscated and a fine of ¥ 3729.6 shall be imposed.
Xinjin Photovoltaic has removed the construction access road in the early stage, and now supplements the sea use procedure to evaluate the marine environmental impact of the project. This is a supplementary procedure for the marine environmental impact assessment of the project.
