On March 28, the "Cement Economy 50 People Forum" hosted by China Cement Network was successfully held in Hangzhou. The theme of the forum was: Understanding the Changing Situation, Solving the Difficult Situation and Seeking Development.
At the meeting, Lv Zhijian, president of Xinjiang Building Materials Industry Association, pointed out that in the face of the current grim situation in the industry, the first is to firmly stagger peak production, and the second is to clarify how to implement staggered peak production. In terms of
firm peak-staggering production, Lv Zhijian said that the government should guide and promote it, the association should build a platform, large enterprises should carry the flag, and all enterprises should participate in it. Xinjiang was the first to practice and explore peak staggering production, and has been making unremitting efforts for eight years, gradually and accurately advancing. Up to now, the whole industry has benefited from off-peak production. In the case of serious overcapacity, the whole industry has developed steadily and healthily, without any loss-making enterprises, which ensures that the government has tax revenue, enterprises have profits, employees have stable income and employment is guaranteed. It has made important contributions to the overall goal of social stability and long-term stability in Xinjiang.
For the industry how to get out of the predicament and seek development, Lv Zhijian suggested: based on the current stable survival, firm confidence in the future. Deal with two relationships: the relationship between the present and the long-term, and the relationship between the symptoms and the root causes. Achieve two-pronged approach and two-wheel drive. The
1、 will unswervingly implement the most effective peak-staggering policy at present, and effectively implement the peak-staggering production government from the three levels of enterprises, trade associations and relevant government departments. Especially in the areas where many provinces and cities intersect, it is difficult to coordinate only by enterprises and provincial and municipal associations, so it is necessary for the competent departments of many provinces and municipalities to reach a consensus and jointly promote it.

Lu Zhijian pointed out that Xinjiang cement enterprises, especially several leading enterprises, have taken the initiative to increase investment in technological transformation, energy saving and emission reduction equipment renewal, environmental protection and other aspects in recent years because they have benefited from peak staggering production and made profits year after year. It has laid a solid foundation for the state to introduce the policy of eliminating backward production capacity.
