River sand and gravel mining and transportation management sheet (hereinafter referred to as "mining and transportation sheet") is a certificate to prove the legal source of sand and gravel, which records the whole process of sand and gravel transportation, barge, loading and unloading, and storage, and is the "identity card" of river sand and gravel. Recently, the Department of Water Resources and the Department of Transportation jointly issued the Notice on Implementing the Management List System of River Sand and Stone Mining and Transportation, comprehensively implementing the management list system of electronic river sand and stone mining and transportation, and accelerating the process of intelligent management of river sand mining, which is in the forefront of the country.
One is to put pressure on oneself and choose the form of electronic mining and transportation management sheet. Since 2019, the Ministry of Water Resources and the Ministry of Transport have jointly promoted the management form of sand mining and transportation in the Yangtze River, and encouraged provinces to develop electronic forms of sand mining and transportation. In order to promote the realization of online supervision, our province put pressure on itself and took the lead in developing the successful electronic mining bill for river sand mining at the end of 2021. After more than one year's trial, the bill was issued and promoted throughout the province. The work process was leading in the country and was fully recognized by the Yangtze River Commission and the Ministry of Water Resources.
The second is scientific research and development to expand the application of "one map" of river and lake length system. Starting from the rational and efficient function and data sharing and integration, the Water Conservancy Department, relying on the established "Sichuan River and Lake Long System Map", has developed the application platform of "Sichuan River Sand and Stone Mining and Transportation Bill Management", which incorporates all the elements of "people, ships and sand" into the information supervision, and allocates the corresponding use rights for the personnel of supervision departments at all levels and sand-related enterprises. On the platform, sand mining planning, data collection of each mining area and each point, dynamic traceability and early warning and forecasting are realized. Since 2021, 266 monitoring points for sand and gravel mining and transportation have been installed in the province, 217 mineable areas have been monitored, and 483000 bills have been issued.
Third, we should coordinate and strengthen the supervision and management of river sand mining through multiple channels. The Department of Water Resources, in conjunction with the Department of Transportation, has actively built an inter-industry information sharing and transmission channel through the "Sichuan River Sand and Sand Mining and Transportation List Management Platform", and continuously realized the information interconnection, supervision, complementarity and mutual assistance of sand mining planning permission, sand-related vessels and sand and sand transportation. At the same time, we should give full play to the cooperation mechanism of river sand mining management among water conservancy, transportation and public security departments, jointly inspect and enforce the law, and effectively maintain the order of river sand mining management.
