近日，山东省人民政府发布了关于加强“两高”项目管理的通知，本通知所指“两高”行业主要包括国家统计局国民经济和社会发展统计公报中明确的石油、煤炭及其他燃料加工业,化学原料和化学制品制造业,非金属矿物制品业,黑色金属冶炼和压延加工业，有色金属冶炼和压延加工业，电力、热力生产和供应业等“六大高耗能行业”。“两高”项目，是指“六大高耗能行业”中的钢铁、铁合金、电解铝、水泥、石灰、建筑陶瓷、平板玻璃、煤电、炼化、焦化、甲醇、氮肥、醋酸、氯碱、电石、沥青防水材料等16个高耗能高排放环节投资项目。
该通知要求：坚决实行减量替代，新建“两高”项目，严格实施产能、煤耗、能耗、碳排放污染物排放减量替代制度。减量替代来源应当可监测、可统计可复核，否则不得作为替代来源。
1、产能减量替代方面：水泥粉磨站项目减量替代比例不低于1:2；水泥熟料项目不低于1:1.5。
2、能源消费减量替代方面：水泥、炼化、电解铝、煤电项目减量替代比例不低于1:1.5。
2、碳排放减量替代方面：水泥、炼化、电解铝、煤电项目减量替代比例不低于1:1.5。
