From November 29 to December 16, 2005, two working groups were organized by Shanghai Concrete Industry Association and assisted by Shanghai Construction Engineering Inspection Industry Association and Shanghai Concrete Evaluation Office. The evaluation and inspection of "Quality Integrity Cup" of Shanghai concrete industry in 2005 was carried out for 43 prefabricated and ready-mixed concrete production enterprises in this city. According to the relevant contents of the evaluation form, the summary is as follows:
1． Honesty construction that the average scoring rate of this review is 92%.
The basic conditions can be met, and the participating enterprises have no major safety and quality accidents.
Through the continuous promotion of the association in the past two years, the dynamic management of quality has been valued by the participating units. All production enterprises have strengthened the collection and analysis of quality evaluation information of test blocks on the spot of engineering projects, greatly improved the treatment of unqualified products, and significantly improved the quality and service awareness. However, the processed records need to be further standardized and improved.
The participating units basically have the conditions for online declaration of quality/output reports, and the number of enterprises using special software for LAN management has also increased significantly, and some units have further developed in the direction of improving functionality. For example, Jiahua Group requires software to have more dynamic and static analysis functions.
The transaction rate of ready-mixed concrete and raw materials in the market behavior has been greatly improved; the contract review awareness has been strengthened, and the records are relatively complete. However, the phenomenon of no signing date and evaluation lag still occurs occasionally, so enterprises need to pay attention to the validity of the contract itself and strengthen self-protection awareness.
The operability of the service return visit is becoming stronger and stronger, which can basically meet the requirements for the implementation of standards formulated by the enterprise itself. However, there is a certain gap in the implementation of standards among enterprises. Therefore, the association should give some guidance in this regard, so as to make this work more specific and effective, and better reflect the importance enterprises attach to product quality and after-sales service awareness.
Generally speaking, the score gap of this part of the review content is small. Therefore, this part of the review content needs to be further refined and improved in order to expand the level.
2． Quality measures
The average laboratory management score was 86%, higher than previous average. The content of the evaluation is more specific, and the scoring criteria are more detailed and operable.
Laboratory management has been improved this year, with the highest score of 57 points (full score of 60 points) for Pudong Station of Component Company, and 12 companies with more than 54 points, accounting for 28% of the participating units. However, the gap between the participating units was relatively large, and five laboratories scored less than 42 points and were rejected. In addition, the common non-standard operations in the review in the past few years still occur, such as: incomplete procedure documents; lack of operation instructions and not specific enough; non-standard and arbitrary test records; various defects still exist in the temperature records of the cement/concrete molding room. In a word, there is still much room for laboratory management to be improved, especially there are still differences in management and operation mode between Chinese mixing stations and international advanced mixing stations, and the association needs to make further exploration and investigation in this regard.
The management of raw materials improved the most, with an average score of 96%. There were 24 units with full marks, accounting for nearly 56% of the participating units, and no raw materials without record certificates were found. Therefore, the association should explore ways to further improve the evaluation rules, so that the management of raw materials can be truly implemented.
In terms of equipment measurement management, although the results of spot checks basically meet the requirements due to the widespread use of computers for production management and control in the mixing station in recent years, The regular review and adjustment of measurement accuracy need to be further strengthened and standardized, and the strict control of measurement accuracy of production equipment should not be relaxed or neglected because of the relatively high output.
3． The average scoring rate of environmental protection evaluation is 72.5%, which is still the lowest scoring item.
Through the unremitting efforts of the association in the past four years, great progress has been made in the environmental protection of the mixing station. There are ten mixing stations that have passed the 24001-1996 or are under application, and some of them have been included in the 2006 plan. In addition, still appeared two trinity to cross mark unit--build division "Jin Jiang city" and "grand amount to". This shows that the environmental management system of Shanghai concrete mixing station has reached a new level. However, on the whole, there are great differences in the environmental management system of Shanghai concrete mixing station, the contrast between the two poles is obvious, and there is still a long way to go. In addition, Shanghai concrete mixing stations have also made remarkable progress in the treatment of "three wastes", surplus materials and wastewater, and the number of mixing stations using sand and gravel separators has increased significantly, reaching 25. The concept of waste reuse has also been strengthened. However, there are still relatively few mixing stations that recycle waste materials and use waste water as mixing water after treatment. The association should continue to strengthen the work in this regard, so that the mixing station should gradually establish the concept of effective use of natural resources, sustainable development and a conservation-oriented society.
For the old mixing plant, there is still a big gap from the requirements of the closed sand and gravel yard, and most mixing plants cannot meet this requirement. Greening rate is still a weak link, whether the hard target of 15% greening rate is reasonable remains to be discussed, but the new mixing station should still work in this direction.
4． The average scoring rate of the equipment management item is 92%, which is equal to that of the integrity construction item.
GPS has been included in the normal scoring requirements this year, and the number of units using GPS or other management measures to manage mixer trucks has increased significantly compared with last year, reaching 29. It accounts for about 70% of the total number of participating units. However, the quality of mixer drivers needs to be further improved. The association should cooperate with the mixing stations to strengthen the vocational education of drivers, improve their legal concept and legal awareness, and prevent the occurrence of illegal acts.
In addition, the details of equipment "routine protection, secondary protection", equipment maintenance records, plans, safety protection, safe use of electricity, fire fighting facilities and safety signs need to be strengthened, standardized and refined, and implemented.
Conclusion
The concrete production enterprises that participated in the 2005 Shanghai Concrete Industry "Quality Integrity Cup" have the highest level of quality integrity over the years. During the whole evaluation process, we can clearly see that the overall technical and management level of the concrete industry in Shanghai has been significantly improved, the quality integrity and after-sales service awareness of the production enterprises have also been significantly improved, and the overall operating costs of the industry are rising. However, the business environment and self-discipline awareness of the industry need to be improved in an all-round way. In 2005, the receivables of concrete production enterprises set a record high in history. The industry association hopes that Shanghai will have a more standardized and honest concrete market in 2006. Industry associations also hope that through the deepening of the "Quality Integrity Cup" activities, more quality integrity enterprises will emerge, and a number of high-quality brand-name enterprises will emerge, so that the concrete industry and production enterprises will take the road of sound development.
