First, resolutely implement the full cost price sales compliance requirements, and comprehensively carry out price self-examination and self-correction. According to the
proposal, enterprises will strictly abide by laws and regulations such as the Price Law, the Anti-Unfair Competition Law and the Anti-monopoly Law, and resolutely put an end to the illegal acts of dumping products at prices below cost and squeezing out competitors. According to the General Principles of Cost Accounting Model for Photovoltaic Industry (T/CPIA) and the Accounting Standards for Enterprises, enterprises will carefully calculate the cash cost, production cost and full cost of polysilicon links, check the matching situation between the actual selling price and the full cost price product by product and order by order, and compare the actual selling price with the full cost price. Carry out self-examination and self-correction in an all-round way . The enterprises
participating in the initiative jointly promise that the sales price of all photovoltaic products (including bidding quotation) shall not be lower than corresponding cost of standard accounting; Sales below the full cost price must be stopped and corrected immediately, and consciously accept the supervision and inspection of market supervision departments at all levels. Enterprises should strengthen mutual supervision, and timely report and report to trade associations and the State Administration of Market Supervision and Administration when illegal acts of sales below the cost are found.
Second, we should strictly enforce energy consumption standards and promote energy conservation, carbon reduction and capacity clearance. The
proposal clearly States that all enterprises abide by the relevant laws and regulations such as the Energy Conservation Law and the Cleaner Production Promotion Law, fully implement the energy consumption quota requirements of the mandatory national standard of the Energy Consumption Quota per Unit Product of Silicon Polycrystalline and Germanium, and carry out the work of energy conservation and carbon reduction. According to the detailed rules of energy consumption standards, enterprises will take the initiative to reduce the production capacity with excessive energy consumption and backward technology, fully implement industry self-discipline, avoid low-level duplicate construction and blind expansion of production, and promote the optimization and upgrading of industry capacity structure.

Since February 2023, the price of polysilicon has fallen sharply, from nearly 250000 yuan per ton to about 30000 yuan per ton, a decline of more than 80% .
