According to foreign media reports, three photovoltaic companies, Atlas, SEG Solar and Heliene (USA), have recently submitted applications to the Ministry of Commerce of the United States. Korean PV manufacturers, especially Hanwha Qcells, are accused of exporting processed battery products to the United States after only a small amount of non-substantive simple processing of PV raw materials imported from China. In
this regard, the above three enterprises require an anti-circumvention investigation on the relevant enterprises importing photovoltaic raw materials from Korea-a nationwide investigation within Korea, including all enterprises engaged in the production and export of crystalline silicon photovoltaic cells in Korea.
Among them, the application of the above-mentioned enterprises focuses on the production of crystalline silicon photovoltaic raw materials in Korea by Hanhua Qcells . He pointed out that the company had no supply channels for upstream raw materials such as polysilicon raw materials, silicon ingots and silicon wafers in Korea, and instead purchased them from Chinese suppliers.
In addition, the application also named two companies in Korea, HD Hyundai Energy and Xinsheng E & G. The U.S. Ministry of Commerce has 30 days to initiate an investigation into the application.
It is worth noting that Hanwha Qcells has been working in the name of American photovoltaic manufacturers, forming the American Solar Manufacturing and Trade Alliance with First Solar and other American photovoltaic companies, and constantly asking relevant U.S. departments to conduct double-counter investigations against multiple countries. Now, the board is also hit back on itself. According to
the U.S. International Trade Commission, South Korea became the main import source of photovoltaic cells in the United States from February to April 2026. In early June this year

, Qcells announced that its battery production capacity in Cartersville, Georgia, USA was officially put into operation, and announced that the factory could realize the integrated production of "silicon ingot-silicon wafer-battery-module " products. Before
that, Qcells used batteries imported from South Korea in its U.S. module factory. In August 2025, Hanwha's exports of photovoltaic cells to the United States were detained for several months on suspicion of using silicon products from China .
