" for urban renewal is an important carrier of modernization and an important space for people's happy life. In order to implement the decision-making and deployment of the Party Central Committee and the State Council on promoting urban renewal with high quality, this plan is formulated in accordance with the Outline of the Fifteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China.
First, the overall requirement

By 2035, the system and mechanism of urban renewal will be more perfect, the optimization of urban structure, the transformation of kinetic energy, the improvement of quality, the green transformation, the continuation of cultural context and the efficiency of governance will achieve remarkable results, and the modern people's city with innovation, livability, beauty, resilience, civilization and wisdom will be basically built.
Carefully cultivate innovative ecology. Promote the transformation and upgrading of old block factories, inefficient industrial parks and inefficient buildings, optimize and upgrade traditional industries, foster and strengthen new industries and future industries, develop new quality productivity according to local conditions, and enhance the innovation vitality of urban industries. Develop intelligent construction and cultivate modern construction industry chain. Promote the upgrading of consumer infrastructure, develop the first economy, silver-haired economy, ice and snow economy, low-altitude economy, competition economy, experience economy and so on. Cultivate an international consumer center city.
(3) Enhance the level
of urban opening-up and cooperation, support qualified cities to undertake major foreign affairs and diplomatic activities, and attract influential international organizations to settle down. We will build a number of international gateway hub cities and regional open node cities. Give full play to the role of World Cities Day and the Global Sustainable Development City Award (Shanghai Award), and strengthen international exchanges and cooperation in urban renewal under the framework of multilateral cooperation such as UN-Habitat. We will promote high-quality co-construction of "the Belt and Road", support construction enterprises to participate in international cooperation in accordance with the principle of marketization, and enhance the international influence of China's construction brands.
3. Creating high-quality urban living space
(1) Promoting the construction
of "good houses" and implementing housing quality improvement projects, taking into account both incremental construction and stock renewal, and upgrading housing standards, design, materials, construction, operation and maintenance levels in the whole chain. Build and transform a safe, comfortable, green and intelligent "good house". Residents are encouraged to carry out renovation and partial upgrading of existing housing, promote assembly decoration and aging, barrier-free renovation, and apply new building materials with excellent performance. Digital home construction is carried out in new and renovated residential projects to enrich the application scenarios of digital home.
(6) Improve the urban comprehensive transportation system
, optimize the setting of urban expressway interchanges and entrances and exits, transform bottleneck sections and nodes, improve the sub-branch road network, and implement the road microcirculation reconstruction project. Strictly standardize the planning and construction of urban rail transit, and promote the integrated transformation of rail transit stations and their surrounding areas. Optimize the planning and design of urban freight network and improve the hierarchical distribution facilities system. We will implement the action of making up for the shortcomings of parking in old urban areas, encourage the construction of intensive parking facilities, promote the construction and transformation of parking facilities, and build charging facilities according to regulations. We will continue to carry out comprehensive parking management in densely populated areas.
4. Promoting green and low-carbon transformation
of urban development (1) Restoring urban ecosystem
and building a continuous and complete urban ecological infrastructure system. We will speed up the repair of damaged mountains, coal mining subsidence areas and large mines. Strengthen the risk control and remediation of soil pollution in construction land, and promote the connection between environmental remediation and development and construction of contaminated land in an orderly manner. We will continue to deepen the regulation of water pollution in industrial parks, strengthen the investigation and regulation of sewage outlets into rivers, and build a hierarchical and classified supervision system for sewage outlets. Consolidate the effectiveness of urban black and odorous water treatment. Protect and restore urban wetlands, promote the transformation of channelized rivers according to local conditions, and build happy and beautiful rivers and lakes. Promote urban noise and other pollution control as a whole.Combining with local reality, we should adjust measures to local conditions and do our best to improve the urban green space system, promote the opening and sharing of park green space, and strengthen the protection of ancient and famous trees.
(3) Practicing a green and low-carbon lifestyle
, promoting urban water conservation and building a sponge city. Deepening the construction of climate-adapted cities. We will speed up the construction of urban sewage collection and treatment facilities to make up for shortcomings and promote the establishment of a long-term mechanism for the overall construction, operation and maintenance of power plants and power grids. We will continue to improve the system of waste classification, collection and treatment facilities, and improve the system of recycling and utilization of municipal solid waste resources. Promote the integration of municipal solid waste collection and transportation network and renewable resources recovery network. We will promote the construction of construction waste utilization and disposal facilities and carry out special remediation of construction waste in stock. Advocate green and low-carbon travel, optimize the layout of public transport network and stations, build facilities such as bus parking lots, build and transform sidewalks and non-motorized lanes, and build a green and slow urban traffic system.
(3) Strengthen the construction and transformation
of urban infrastructure and implement the construction and transformation of urban underground pipeline network and comprehensive pipeline corridor. We will carry out physical examination of urban underground pipeline networks, accelerate the renovation of old pipeline networks such as gas, water supply, drainage, sewage and heat, and promote the construction of underground comprehensive pipeline corridors according to local conditions. We will promote the aging and renovation of urban gas pipelines, optimize the layout of gas facilities, and strengthen upstream supply. Promote the renovation of water supply facilities and improve the ability of urban water supply security. We will improve the urban drainage and waterlogging prevention system and improve the joint drainage and regulation mechanism for floods. Deeply implement the "warm project" of urban heating, promote the renovation of old heating network and facilities, and promote the transformation of heating metering in an orderly manner. Coordinate national defense mobilization and urban underground pipeline network construction and transformation.
(2) Strengthen the overall protection
of historic and cultural cities, blocks, cultural relics and surrounding features. We will carry out protection and upgrading projects for historic and cultural cities and blocks. We will carry out renovation of immovable cultural relics, historical buildings and traditional dwellings. Establish a protection and implementation mechanism with residents as the main body to improve the quality of human settlements. We must resolutely prevent large-scale demolition and construction, demolition of real and fake buildings.
Perfecting the Management System of the City's Style and Features" 。 Strengthen the management and control of key areas and important areas of urban renewal, protect the unique historical context, human geography and natural landscape of the city, root in the excellent traditional Chinese culture, and shape the distinctive features. To carry out urban design and serve as an important basis for the management of urban features, put forward the control requirements of building height, volume, style and color, coordinate the overall layout of buildings, coordinate landscape features and improve the quality of space from the overall plane and three-dimensional space.
Strengthen the management of architectural design. Implement the architectural policy of "applicability, economy, green and beauty", promote the inheritance and innovation of architectural design, and better reflect the Chinese aesthetics and the fashion of the times. Strengthen the positive guiding role of excellent architectural design works and improve the quality of architectural design. Super high-rise buildings are strictly restricted. Improve the design level of existing building renovation. Improve the quality of residential building design.
7. Improving the ability
of urban governance (1) Improving the system
of urban governance, establishing and improving the overall coordination mechanism of urban management, giving full play to the role of "one committee, one office and one platform", strengthening the command, dispatch, organization, coordination, supervision and evaluation of urban governance, and improving the overall coordination mechanism of urban governance. Relying on digital and intelligent means to improve the efficiency of urban operation and governance. Explore a new mode of coordinated operation of neighborhood committees, industry committees and property service enterprises under the leadership of community party organizations. We will improve the system and mechanism for residents, enterprises, mass organizations and social organizations to participate in urban governance, give full play to the role of voluntary service, and broaden the channels for new employment groups to participate.
(2) Promoting the focus of urban governance and the sinking
of supporting resources, giving full play to the role of Party building in leading the coordination mechanism of grass-roots governance, and strengthening the overall planning and coordination of cross-sectoral work. We should adhere to and develop the "Maple Bridge Experience" in the new era, carry out in-depth urban management into the community, and use such working mechanisms as "whistling and reporting" and "handling complaints immediately" to solve the urgent problems of the masses in a timely manner. Strengthen the supervision of the property service market, promote "property service into the family", and encourage qualified property service enterprises to extend to the fields of pension, nursery, housekeeping, culture, health and disability assistance. Promote the construction of rider friendly communities in residential areas. Strengthen the construction of embedded communities.
(2) Building a sustainable investment and financing system
for urban construction and operation and improving financial support policies. We will support eligible projects through investment in the central budget. The central government supports the implementation of urban renewal action. Local government special bonds are allowed to support the construction of eligible urban renewal projects and to support the use of project capital. Local governments should increase financial input and promote the integration and overall use of relevant funds on the premise of ensuring the completion of national tasks. Implement tax and fee reduction and exemption policies related to urban renewal.
Optimize financial support measures. Give full play to the role of various financial institutions, guide financial institutions to provide financial services for urban renewal projects within their business scope in accordance with the principles of marketization and legalization, and do not add new implicit debts of local governments. For projects with controllable risks, sustainable business and eligible conditions, market-oriented models such as comprehensive development, syndicated loans and project investment are allowed to support them. To explore effective measures for financial support for the independent renewal of old housing in cities and towns and the original demolition and construction.
Actively attract the participation of social capital. Promote eligible urban renewal projects to issue real estate investment trust funds (REITs) and asset securitization products in the field of infrastructure. Support eligible urban renewal enterprises to issue corporate bonds, medium-term bills, etc. According to the principle of who benefits and who invests, we should give full play to the role of market mechanism and build a reasonable sharing mechanism of government, market and residents'funds. We will standardize and implement a new mechanism for cooperation between the government and social capital, and encourage private enterprises to actively participate in the construction and operation of urban infrastructure. Steadily and prudently push forward the price reform of public utilities.
(3) Greater efforts should be made to support the revitalization of the stock of land
and standardize the compound use of space. Enhance the adaptability of detailed land and space planning, formulate a positive list of mixed land development and space utilization, clarify the planning control requirements, establish and improve the land and space use control and planning permission system, implement multi-sectoral parallel approval and joint supervision, and promote the rational conversion of land use and building functions in accordance with the law. Those who use the stock of land and real estate resources to develop industries and trades supported by the state can enjoy the transitional policy of not changing the main body of land use and planning conditions within a certain period of time. In principle, the transitional period should not exceed five years. Those who go through the procedures of paid land use at the end of the transitional period can take the form of leasing or agreement transfer.
Encourage multi-subject cooperation and transformation. Reasonably reduce the tax burden in land integration, replacement and joint development. Standardize land supply modes such as long-term lease, first lease and then transfer, and flexible annual supply, and support the transfer with schemes. Steadily promote the renewal of the right to use industrial and commercial land according to law. Improve the rules of land price collection.
Optimize real estate registration services. We will improve the registration rules for real estate that are compatible with mixed use, functional compatibility and three-dimensional development. According to the layered supply of land use right and underground space, registration shall be carried out in accordance with the law and regulations. Flexible use of advance registration, household registration and other registration types to provide services. If it is necessary to retain buildings and structures for reasons such as historical culture and the protection of characteristic features, it shall be supported to simplify the application materials for real estate registration on the premise of ensuring safety.
(4) Establish a safety management system
for the whole life cycle of housing, establish a physical examination system for housing safety, carry out regular physical examinations for buildings over a certain period of time, and timely detect and dispose of potential safety hazards. Establish a fund system for housing safety management, co-ordinate existing funds related to housing safety management, support the expansion of funding sources, and provide financial guarantee for housing life cycle safety management. Establish a housing quality and safety insurance system to improve the ability of housing security in a market-oriented way.
(5) Establishing a multi-subject collaborative participation mechanism
to coordinate all kinds of stock resources and support state-owned enterprises and private enterprises to participate in urban renewal. Give full play to the role of streets and communities, and establish a participation mechanism for residents, property owners, enterprises and other subjects. Establish a database of urban renewal experts and think tanks to guide professional and technical forces to provide the whole process of advisory services. Cultivate specialized operation institutions for urban renewal. Improve the mechanism of social risk assessment and contradiction resolution in urban renewal.
(6) Improve the system of
laws, regulations and standards, and study and revise laws such as the Urban Real Estate Management Law and the Construction Law. To study and formulate relevant laws and regulations on urban renewal, urban housing security, urban housing safety management, urban and rural historical and cultural protection and inheritance, urban underground pipeline management, examination and acceptance of fire protection design of construction projects, and to revise regulations on the management of housing provident fund, property management, and the protection of historic and cultural cities, towns and villages. Support the promulgation of local laws and regulations related to urban renewal in places with legislative power. To study and improve the standard system of urban renewal, improve the standards of urban design, urban physical examination, special planning of urban renewal, historical and cultural protection, urban infrastructure, city appearance and environmental hygiene, etc. Encourage the formulation and revision of technical standards that meet local needs.
(7) Strengthen the supporting role
of scientific and technological personnel to tackle key technologies and equipment for sustainable urban renewal. Strengthen the scientific research force of urban renewal. Build a platform base for scientific and technological innovation in key areas of urban renewal. Support qualified universities and vocational schools to set up disciplines related to urban renewal. We will support universities, research institutes and key enterprises to jointly train masters, doctors and outstanding engineers in urban renewal engineering. We will carry out the construction of characteristic colleges in the field of urban renewal and implement the training plan for high-skilled talents in vocational education in the field of urban renewal. Implement the training plan for building talents. Urban renewal should be taken as an important part of cadre education and training, urban renewal training should be strengthened, leading cadres training should be organized regularly, and professional and technical personnel training should be strengthened.
9. Organize and implement
, adhere to and strengthen the centralized and unified leadership of the Party Central Committee, and build a working pattern of overall planning by the central government, overall responsibility by provinces and implementation by cities. The people's governments of provinces (autonomous regions and municipalities directly under the Central Government) should clearly define the objectives, tasks and measures of urban renewal in their respective regions. The people's governments of cities should earnestly fulfill their responsibilities, refine and implement the key tasks set out in this plan, and ensure smooth implementation. We should intensify publicity efforts, widely publicize the innovative policies and work results of urban renewal led by the Party in the new era, and actively create a good atmosphere. The Ministry of Housing and Urban-Rural Construction shall, in conjunction with relevant departments, strengthen overall guidance and coordination support, and carry out dynamic monitoring, mid-term evaluation and summary evaluation of the implementation of the plan. Major matters shall be reported to the Party Central Committee and the State Council in a timely manner in accordance with the procedures.
