1. Establish the institutional framework of the comprehensive evaluation system of enterprise credit status. The comprehensive evaluation of enterprise credit status mainly includes public credit evaluation and market-oriented credit evaluation. Public credit evaluation is organized by government departments in accordance with the principle of public welfare, reflecting the compliance of enterprises with laws and regulations and relevant management regulations, mainly serving government management. Market-oriented credit evaluation is carried out by third-party institutions such as credit agencies, credit rating agencies, trade associations and chambers of commerce in accordance with the law and regulations, reflecting the default risk of enterprises participating in market activities, mainly serving market activities such as financing, credit granting and business transactions. Give full play to the basic role of public credit evaluation results in the comprehensive evaluation of enterprise credit status, promote the integration of public credit evaluation and market-oriented credit evaluation, and gradually form a unified comprehensive evaluation system of enterprise credit status.

Second, improve the public credit evaluation system. Public credit evaluation mainly includes comprehensive evaluation of public credit and industry credit evaluation. The National Development and Reform Commission establishes and improves the comprehensive evaluation system of public credit, carries out the comprehensive evaluation of public credit, and reflects the overall situation of public credit of enterprises. On the basis of comprehensive evaluation of public credit, the competent industry departments (including industry management departments and competent business units, the same below) establish and improve the industry credit evaluation system in this field to reflect the public credit status of enterprises in a certain field. Based on the comprehensive evaluation of public credit, we should promote the coordination of credit evaluation in different industries, and build a public credit evaluation system with unified evaluation rules, standardized evaluation process, mutual knowledge of evaluation results and wide application scenarios.

3. Unify the rules of public credit evaluation. In principle, the data of public credit evaluation indicators should come from public credit information, and other information that can reflect the credit status of enterprises generated or obtained by relevant departments in the course of performing their duties can be included in the scope of index data. In principle, the evaluation results are divided into four levels from high to low: "A", "B", "C" and "D". If the score system is adopted for the evaluation results, the score section corresponding to the four levels shall be defined. The maximum interval between two evaluations for the same subject is not more than one year, and conditional departments can increase the frequency of evaluation according to the actual situation. The relevant rules of public credit evaluation should be made public to the public. In the name of public credit evaluation, all departments in various regions shall not set access thresholds, implement local protection or interfere with the independent transactions of business entities in violation of regulations, shall not impair the public services that business entities should obtain according to law, and shall not hinder the construction of a unified national market.

4. Unify the management of industry credit evaluation. The competent department of the industry that carries out the credit evaluation of the industry shall formulate unified evaluation rules for the whole country of the industry, including evaluation indicators, evaluation methods, evaluation process, grade classification, application of results, etc. The competent departments of the industry shall, on the basis of the results of the credit evaluation of the industry, carry out differentiated supervision over the objects of supervision, and refer to the results of the credit evaluation of the industry in the work of evaluating the first priority, providing preferential services such as green channels, and rewarding and subsidizing financial funds. If the competent industry authorities fail to formulate unified credit evaluation rules, local governments shall not carry out industry credit evaluation on their own in principle, and if it is really necessary to carry out the evaluation, the relevant evaluation rules shall be submitted to the competent industry authorities for approval.

5. Unify the channels for publicizing the results of public credit evaluation. Relevant departments may take the initiative to disclose the results of public credit evaluation to the public or according to the application. The national credit information sharing platform collects the results of public credit evaluation and shares them with the relevant departments as required with the consent of the data source units. The results of public credit evaluation are publicized through the "Credit China" website and the website of the competent industry authorities, and enterprises can inquire about their own evaluation results or authorize other subjects to inquire.

Six, improve the industry credit evaluation coordination mechanism. The competent industry authorities shall incorporate the comprehensive evaluation results of public credit into the industry credit evaluation index system, and the specific weights shall be determined according to the actual situation. If the comprehensive evaluation of public credit is "D", the industry credit evaluation shall not be rated as "A". Relevant departments and units shall, in accordance with their duties, share relevant data with the national credit information sharing platform in a physical way in accordance with the catalogue of comprehensive evaluation data of public credit. The National Development and Reform Commission timely pushed the results of the comprehensive evaluation of public credit to all relevant local departments.

7. Standardize the development of market-oriented credit evaluation. Credit investigation agencies and credit rating agencies collect public credit information, financial credit information and commercial credit information of enterprises according to law, evaluate the credit status of enterprises in market activities, and provide them to users with legitimate needs for a fee. The evaluation mainly serves economic and financial activities such as financing. Credit investigation institutions may collect public information from the government, judgment and ruling information published by the people's court according to law, or collect enterprise credit information according to law and regulations through information subjects, counterparties of enterprises and trade associations. Trade associations and chambers of commerce can carry out credit evaluation of enterprises in the industry under the guidance of the competent industry authorities, mainly serving the self-discipline management of the industry, not for profit, and not discriminating between member enterprises and non-member enterprises. Support qualified third-party organizations to participate in public data authorization operations and improve data processing capabilities. Third-party institutions should handle enterprise credit information in accordance with the law, take effective measures to improve the transparency and accuracy of credit evaluation, and continuously improve the level of market-oriented credit evaluation.

Eight, accelerate the integration and application of public credit evaluation and market credit evaluation. Business entities shall make overall use of all kinds of credit evaluation results in accordance with the principle of voluntariness, and shall be responsible for the application of the evaluation results. Business entities are encouraged to provide preferential or convenient measures for enterprises with good credit status in market activities such as bidding and commercial exchanges. Support credit agencies and credit rating agencies to incorporate the results of public credit evaluation into the market-oriented credit evaluation index system. Relevant departments are encouraged to provide preferential or convenient measures for enterprises with "A" credit rating in the industry. Trade associations and chambers of commerce are encouraged to carry out self-discipline management of member enterprises in the light of the results of public credit evaluation. Platform enterprises are encouraged to improve the credit management system by referring to the results of public credit evaluation, to provide flow support to trustworthy enterprises, to establish a joint restraint system for dishonesty among platforms, and to improve the credit level of enterprises within the platform.

9. Better play the role of credit evaluation in supporting the financing of small and medium-sized enterprises. Financial institutions are encouraged to rely on the national integrated financing credit service platform network, make rational use of public credit evaluation results, and improve credit, risk evaluation and interest pricing models. Encourage enterprises with higher credit rating to reduce the requirement of pledge guarantee, gradually expand the coverage of credit loans and increase the proportion of credit loans. Support qualified credit agencies to participate in the operation of financing credit service platform, objectively, accurately and comprehensively reflect the credit status of small and medium-sized enterprises. Give full play to the role of the credit market service platform of the People's Bank of China, and improve the credit evaluation level of small and medium-sized enterprises.

10. Improve the evaluation, update and adjustment mechanism after credit repair. After the expiration of the minimum publicity period, enterprises can apply for credit repair through the "Credit China" website for information on dishonesty, including administrative penalties, lists of serious dishonesty subjects, abnormal lists, etc. After receiving the application for credit repair, the "Credit China" website will promptly push it to the relevant industry authorities for processing in accordance with the principle of "who identifies, who repairs". If the repair conditions are met, the relevant departments shall update the information in time and carry out public credit evaluation according to the updated information. "Credit China" website and third-party institutions to establish a credit repair results sharing mechanism, third-party institutions should synchronously update the credit information of enterprises, and based on the updated information to evaluate the credit of enterprises. The specific repair work shall be carried out in accordance with the Implementation Plan for Further Perfecting the Credit Repair System issued by the General Office of the State Council (No.22, 2025).

11. Open channels for handling objections and appeals. If an enterprise has any objection to the results of public credit evaluation, it may appeal to the department that has made the evaluation. The relevant departments shall handle the application for objection appeal in a timely manner, and correct the relevant contents in a timely manner if it is verified that it meets the conditions for appeal. If an enterprise considers that there are errors or omissions in the information collected by a third-party organization, or has objections to the evaluation results, it may raise objections to the organization that made the evaluation or apply for re-evaluation. Third party organizations shall not charge additional fees to enterprises on the grounds of correcting or updating information.

12. Implementing the responsibility of credit evaluation management. The National Development and Reform Commission strengthens overall coordination and takes the lead in establishing and improving the comprehensive evaluation system of enterprise credit status. The competent departments of the industry shall strengthen the guidance and management of the local credit evaluation of the industry, conduct a comprehensive investigation and clean-up of the local credit evaluation of enterprises without authorization in accordance with the unified credit evaluation rules of the industry, and complete the clean-up work by the end of 2026. The People's Bank of China strengthens the supervision and management of credit agencies and credit rating agencies, and the competent industry departments strengthen the guidance of trade associations and chambers of commerce to continuously improve the objectivity and accuracy of market-oriented credit evaluation. Relevant units and personnel shall be held accountable for failing to carry out credit evaluation according to standards and procedures, illegally divulging, stealing, selling or tampering with enterprise information, tampering with evaluation results without authorization, and collecting fees in violation of regulations. local departments should implement the scheme, strengthen data sharing support, optimize the credit evaluation process, standardize the application of credit evaluation, and improve the accuracy and authority of credit evaluation. We will promote the establishment and improvement of relevant laws, regulations and systems for enterprise credit evaluation, and do a good job in establishing, reforming, abolishing and interpreting them.
