Strictly manage sand-related vessels, enhance the supervision of sand and gravel transportation and sales, continuously promote the normalization of anti-black and anti-evil in sand-related areas, maintain the stable and positive situation of sand mining management in the Yangtze River, ensure flood control, navigation and ecological security, and promote the high-quality development of the Yangtze River Economic Zone.
The Key Points pointed out that the list of responsible persons should be clearly defined and announced, the construction of sand mining management team should be strengthened, the supervision and accountability should be strengthened, and the responsibility of sand mining management should be fully implemented. Strengthen the inspection and supervision of sand mining in the Yangtze River, continue to carry out the "Blue Shield" series of special law enforcement actions, strengthen the construction and application of "technical prevention", strengthen the joint prevention and control of departments and regions, and continue to crack down on illegal sand mining in the river. Strictly carry out the management of sand-related vessels, strengthen the centralized berthing management of sand-mining vessels, strengthen the supervision of shipbuilding enterprises, and dynamically clear the "three nothingness" and invisible sand-mining vessels. Strictly implement the management system of sand and gravel mining and transportation, continuously rectify illegal barge, intensify the regulation of sand and gravel market, and enhance the supervision of sand and gravel transportation and sales links.
