The document points out that in recent years, with the rapid development of roof distributed photovoltaic in our county, there are also some problems, such as insufficient carrying capacity of power grid, non-standard project management, inadequate construction, operation and maintenance.
At the same time, it is clear that all schools, hospitals, government-invested standard factory buildings, office buildings and other state-owned and collective ownership assets roof photovoltaic power generation projects in the county shall be constructed as a whole, and shall not be implemented without approval. No enterprise or individual may illegally transfer or resell the green power indicators and carbon sink indicators generated by photovoltaic power generation on the grounds of installing roof distributed photovoltaic power generation projects. II. Standardize the application process
(I) Application by the owner. The project applicant shall handle the record certificate of the roof photovoltaic power generation project in the county government service center and fill in the Application Form for Installation of the Roof Distributed Photovoltaic Power Generation Project in Tongshan County (see annex for details). At the same time, copies of personal identity cards, standard design drawings, color photos of the current situation of buildings, certificates of property rights of houses, appraisal opinions on safe load-bearing of houses and access opinions of local power supply stations are attached and submitted to the local township people's governments; Only after the local township people's government has passed the safety and planning examination can it be implemented, and commercial housing shall not be installed in principle.
(2) Completion acceptance. Rooftop distributed photovoltaic power generation projects shall not start construction until they have obtained the access opinions of grid enterprises and the approval of township examination. If they have not obtained the access opinions and the approval of self-construction, the grid enterprises shall not accept the application for grid connection. After the installation of the roof distributed photovoltaic power generation project is completed, the local township people's government shall take the lead in organizing relevant departments to carry out the completion acceptance and sign the opinions; those who pass the acceptance shall go to the county power supply company to handle the grid access procedures with the Application Form for Installation of Roof Distributed Photovoltaic Power Generation Project in Tongshan County in accordance with the relevant provisions of the power supply company.
