On June 17, Shandong Development and Reform Commission, Shandong Energy Bureau and Shandong Regulatory Office of the State Energy Administration officially issued the Rules for the Implementation of the Development and Construction Management of Distributed Photovoltaic Power Generation in Shandong Province.

The Rules make it clear that general industry and commerce, large-scale industry and commerce distributed photovoltaic can choose all self-use mode, or self-use surplus electricity access mode. If the self-generated and self-used surplus electricity is used for grid connection, the proportion of annual self-generated and self-used electricity in the power generation shall not be less than 50%, and all the on-grid electricity shall participate in the spot electricity market. The county (city, district) energy authorities, together with the grid enterprises at the same level, monitor and evaluate the proportion of annual self-generated and self-consumed electricity of distributed photovoltaic in general industry and commerce and large-scale industry and commerce (12 months from the next month of grid-connected operation). For projects with annual self-generated and self-consumed electricity less than 50%, the project will increase peak shaving efforts when participating in grid peak shaving in the next year. For industrial and commercial distributed photovoltaic projects that have been filed before April 21,

2025, the proportion of annual self-generated electricity consumption may not be required, and the projects filed after that shall be implemented in accordance with these Rules. In terms

of on-grid mode, the investors of distributed photovoltaic power generation projects can change the on-grid mode once according to the load of power users and their own operating conditions, and change the on-grid mode for the record at the same time. In terms of

filing time, if the registered distributed photovoltaic power generation project has not been completed within one year after obtaining the grid-connected opinions of the grid enterprises, the competent energy department shall organize the on-site verification of the grid enterprises and inform the investors that they should take the initiative to cancel the filing and recover the grid-connected capacity; Those who have already started construction may apply for an extension of the grid-connected opinions once, and in principle, the extension shall not exceed 6 months.

General industrial and commercial distributed photovoltaic refers to the use of Party and government organs, schools, hospitals, municipal, cultural, sports facilities, transportation stations and other public institutions, as well as industrial and commercial factories and other buildings and their ancillary sites. The voltage level of the connection point with the public grid does not exceed 10 kilovolts (20 kilovolts), and the total installed capacity does not exceed 6 megawatts in principle.

Large-scale industrial and commercial distributed photovoltaic refers to the use of buildings and their ancillary sites for construction, access to the user-side grid or special line power supply with users (not directly connected to the public grid and the user and the investor of the power generation project are the same legal entity). Distributed photovoltaic with a voltage level of 35 kilovolts at the connection point with the public grid and a total installed capacity of no more than 20 megawatts in principle, or with a voltage level of 110 kilovolts (66 kilovolts) at the connection point with the public grid and a total installed capacity of no more than 50 megawatts in principle. The buildings and their ancillary places in

the above clauses shall be located within the red line of the same land. Article

4 The grid connection modes of distributed photovoltaic power generation include full grid connection, full self-use and self-use surplus electricity grid connection.

Natural household and non-natural household distributed photovoltaic can choose the mode of full access to the grid, full self-use or self-use surplus electricity.

General industrial and commercial, large-scale industrial and commercial distributed photovoltaic can choose all self-use mode, or self-use surplus electricity access mode. If the self-generated and self-used surplus electricity is used for grid connection, the proportion of annual self-generated and self-used electricity in the power generation shall not be less than 50%, and all the on-grid electricity shall participate in the spot electricity market. 5 The competent energy departments at all levels shall be responsible for the industry management of the development, construction and operation of distributed photovoltaic power generation within their jurisdiction, and shall promote the supervision and management of the safety production of distributed photovoltaic power generation in accordance with the provisions of national laws and regulations. The Shandong Regulatory Office of the National Energy Administration is responsible for the supervision of the implementation of national policies, fair grid connection, power consumption, market transactions and settlement of distributed photovoltaic power generation in the province. Grid enterprises undertake the implementation or identification of grid-connected conditions of distributed photovoltaic power generation, grid access and upgrading, dispatching capacity optimization, power acquisition, power quality management and other work, and cooperate with energy authorities at all levels to carry out the evaluation of carrying capacity and improvement measures of grid-connected distributed photovoltaic power generation. Chapter

II Investment and Development

Article 6 The competent energy departments of cities and counties (cities and districts), in conjunction with power grid enterprises, put forward the annual construction scale of distributed photovoltaic power generation in the region, taking into account the situation of power supply and demand, the conditions of system absorption, the carrying capacity of power grid access and the utilization rate of new energy, etc. And according to the actual situation of dynamic adjustment, rational distribution of distributed photovoltaic power generation. Article

7 All kinds of power users, investment enterprises, specialized contract energy service companies and natural persons who meet the requirements of the law are encouraged to develop, construct and operate distributed photovoltaic power generation projects in accordance with the law. All kinds of investors should fully consider the carrying capacity and absorptive capacity of the power grid, standardize the development and construction behavior, and ensure the healthy and orderly development of distributed photovoltaic power generation. Power grid enterprises should do a good job in upgrading and investment plans for supporting power grids. Article

8 All cities and counties (cities and districts) shall optimize the business environment, standardize the market order, shall not set up relevant conditions that violate fair market competition, and shall coordinate, supervise and correct the problems reflected by relevant parties in a timely manner in conjunction with power grid enterprises. We should respect the wishes of building property owners, not control the development resources of distributed photovoltaic power generation such as roofs by franchising, not restrict all kinds of qualified investors to participate in the development and construction of distributed photovoltaic power generation on an equal footing, and not take compulsory supporting industries or investment, illegal collection of project deposits as the threshold of project development and construction. Where the construction of peasant households'houses is used, the consent of peasant households shall be obtained, the legitimate rights and interests of peasant households shall be effectively safeguarded, and the use of peasant households' houses shall not be forced to lease against the wishes of peasant households. Chapter

III Filing Management

Article 9 Distributed photovoltaic power generation projects shall be subject to territorial filing management, which shall be filed by local administrative examination and approval departments or competent energy departments with functions. The filing organ shall, in light of the actual situation, formulate and publicize the standard template and service guide for the filing of distributed photovoltaic power generation projects, specify the information content and processing procedures required for the filing of projects, and provide guidance and services for investors in accordance with the law and regulations.

The filing organ and its staff shall file the project according to law, and shall not increase the requirements for filing documents without authorization, nor shall they exceed the processing time limit. Except as expressly provided by laws and regulations, no enterprise shall be required to register in a certain place, no obstacles shall be set up for cross-regional operation or relocation of enterprises, and no access barriers shall be set up or disguised in the form of filing, certificat ion or requirement for the establishment of branches. Article

10 Distributed photovoltaic power generation projects shall determine the subject of filing according to the principle of "who invests and who files". Natural household distributed photovoltaic power generation projects are filed by natural persons, which can be filed by centralized agents of power grid enterprises or by natural persons themselves. Power grid enterprises should publicize the specific requirements of centralized agency filing in power supply business places, specify the time limit for centralized submission of filing information to the filing authorities, and provide centralized agency filing services at least twice a month. Non-natural household, general industrial and commercial, large-scale industrial and commercial distributed photovoltaic power generation projects shall be put on record by the investors. Article

11 The filing information of distributed photovoltaic power generation projects shall include the name of the project, the main body of investment, the construction site, the type of the project, the scale of construction, the mode of access to the Internet, etc., and the capacity of the DC side and the AC side shall be clearly defined, and the proportion of access to the Internet shall also be clearly defined if the mode of self-use surplus electricity is adopted. If the filing information is incomplete, the filing organ shall inform the filing subject of the contents that need to be corrected at one time. The investor shall be responsible for the authenticity, legality and integrity of the information submitted for filing.

The filing authority shall timely share the filing information of distributed photovoltaic power generation projects with the competent energy authorities at the same level and power grid enterprises. Article

12 Non-natural household distributed photovoltaics are allowed to be merged for filing and connected to the power grid separately. The merger filing shall meet the following conditions: the same investment entity, the same filing authority, and the construction site, scale and content of a single project are clear.In other cases, distributed photovoltaic power generation projects shall not be merged for filing. Article

13 The investors of distributed photovoltaic power generation projects shall carry out construction in accordance with the information on record, and shall not change the important matters of the information on record on their own. After the project filing, if the project legal person changes, the project construction site, scale and content change significantly, or the project construction is abandoned, the project investor shall promptly inform the filing authority and modify the relevant information. When the load of

industrial and commercial distributed photovoltaic power users changes greatly, they can apply for adjusting the project to a centralized photovoltaic power station by participating in the declaration of centralized photovoltaic market-oriented projects, and go through the filing procedures in time. Article

14 The competent energy departments of cities and counties (cities and districts) shall strengthen the supervision of distributed photovoltaic projects after the event, and may organize verification according to the normal construction cycle of different types of distributed photovoltaic power generation, so as to ensure that the construction site, project type, construction scale and access mode are consistent with the record information. For a distributed photovoltaic power generation project that has been put on record, if it has not been completed and connected to the grid within one year after obtaining the grid connection opinions of the grid enterprise, the competent energy department shall organize the grid enterprise to conduct on-site verification and inform the investor that it shall take the initiative to cancel the record and withdraw the grid-connected capacity; if the construction has been started, it may apply for an extension of the grid connection opinions, in principle, the extension shall not exceed 6 months. Chapter

IV Construction Management

Article 15 Investors of distributed photovoltaic power generation projects shall do a good job in site selection, submit grid-connected applications to grid enterprises in time, and obtain grid-connected opinions from grid enterprises before starting construction. The construction site must be legal and compliant, with complete procedures and clear property rights. Article

16 Where an investor of a distributed photovoltaic power generation project uses a non-self-owned site to construct distributed photovoltaic power generation, he shall sign a use or lease agreement with the owner of the construction site, and may sign a contract energy management service agreement with the power users located in the construction site according to the mode of operation. For non-natural household distributed photovoltaic, the investor of distributed photovoltaic power generation project shall refer to the standard contract model, sign contracts and agreements with natural persons with equal responsibilities, rights and interests, and clearly inform the other party of the rights and obligations to be fulfilled, and shall not infringe upon the legitimate rights and interests of natural persons by means of deception or inducement, and shall not transfer unreasonable responsibilities and obligations. Article

17 Distributed photovoltaic power generation projects shall conform to the territorial and spatial planning, be constructed in strict accordance with the relevant national standards, and reasonably arrange photovoltaic modules, inverters, brackets and other equipment used in photovoltaic

18 Investors are encouraged to explore diversified application scenarios of distributed photovoltaic power generation in the fields of construction, transportation and industry. For the use of new buildings and their ancillary sites, it is encouraged to consider the installation needs in the planning and design of buildings, construction and other stages, and go through the planning permission and other procedures; for the use of existing buildings and their ancillary sites, the procedures of land use pre-examination, planning site selection, planning permission and energy conservation assessment can be exempted under the condition of meeting the construction requirements in accordance with the principle of simplicity and efficiency. Article

19 The main body engaged in the design, construction, installation and commissioning of distributed photovoltaic power generation projects shall meet the corresponding qualification requirements, and the operators shall have the corresponding qualifications. The construction of distributed photovoltaic power generation projects should strictly implement the relevant management regulations and standards of equipment, construction projects and safety production, ensure the quality and safety of project construction, and do a good job of acceptance. Chapter

V Grid Access

Article 20 Grid enterprises shall provide grid access services to investors of distributed photovoltaic power generation projects fairly and without discrimination, and formulate differentiated grid access work systems for different types of distributed photovoltaic power generation projects, rationally optimize or simplify the work flow, and provide grid access services. Publish information such as open capacity, technical standards and specifications in a timely manner, provide "one-stop" service, implement the responsibility of access service, and improve the level of access service. Power grid enterprises should publish and update the typical design scheme of distributed photovoltaic power generation access system in time. Article

21 The competent energy departments of cities and counties (cities and districts), in conjunction with relevant units such as power grid enterprises and their dispatching agencies, shall carry out the assessment of the carrying capacity of distributed photovoltaic power generation access to the grid and the measures to enhance it, establish a quarterly release and early warning mechanism for the open capacity of the distribution network, and make it public to the public in an appropriate manner. Guide the scientific and rational distribution of distributed photovoltaic power generation. Power grid enterprises should carry out timely analysis of distributed photovoltaic grid-connected capacity, open the capacity quarterly, and report to local energy authorities and filing authorities. The Shandong Regulatory Office of the State Energy Administration supervises the above work carried out by power grid enterprises.

If the capacity of distributed photovoltaic filing application exceeds the carrying capacity of the power grid, the power grid enterprises and other relevant parties should timely analyze the reasons and take targeted measures to effectively enhance the carrying capacity of the power grid. Article

22 Distributed photovoltaic power generation projects applying to grid enterprises for access to the grid shall meet the relevant planning and policy provisions and provide relevant materials. Natural person household photovoltaic provides relevant materials such as project record certificate, valid identity certificate, power generation address ownership certificate, project self-investment description, and receiving bank account information consistent with the name of the investor. Non-natural household distributed photovoltaic shall be provided by the investor with relevant materials such as project record certificate, business license and valid identity certificate of legal person, ownership certificate of power generation address, and information of receiving bank account consistent with the name of the investor. General industrial and commercial, large-scale industrial and commercial distributed photovoltaic shall be provided by the investor with relevant materials such as project record certificate, business license, valid identity certificate of legal person, ownership certificate of power generation address, bank account information consistent with the name of the investor, and commitment letter of annual self-generated electricity consumption ratio. For projects constructed on non-self-owned sites, a lease agreement for the power generation site shall be provided. The

investor shall be responsible for the authenticity, legality and integrity of the materials and information provided, and the local energy authorities and power grid enterprises shall deal with the false materials and information provided in accordance with the relevant provisions. Article

23 After receiving the letter of intent for grid-connected distributed photovoltaic power generation projects and related application materials, the grid enterprise shall give a written reply within two working days. If the letter of intent for grid connection and the contents of relevant application materials are complete and normative and meet the requirements, a notice of acceptance shall be issued; if they do not meet the requirements, a written certificate of rejection shall be issued and the reasons shall be informed; if it is necessary to supplement the relevant materials, a one-time written notification shall be made. If no reply is made within the time limit, the power grid enterprise shall be deemed to have accepted the project from the date of receipt of the letter of intent for grid-connected projects. After accepting the intention of distributed photovoltaic grid-connected, the

grid enterprise shall verify whether the project starts construction ahead of schedule in the on-site investigation stage, and suspend the project if the project starts construction ahead of schedule, and report the relevant information to the local energy authorities. Article

24 The grid-connected opinions issued by grid enterprises shall be based on the evaluation results of the carrying capacity and improvement measures of distributed photovoltaic power generation access to the grid. When the open capacity is insufficient, the grid enterprises shall inform the project investors and register in accordance with the order of application for access to the grid, and go through the relevant formalities in time when the conditions are met.

Power grid enterprises should report the registration of grid-connected applications for distributed photovoltaic power generation projects to the competent energy departments at the same level in a timely manner, and in areas where there is insufficient open capacity for a long time, power grid enterprises and their dispatching agencies should analyze the reasons in a timely manner, take into account factors such as economy and feasibility, and study and formulate solutions. The relevant information shall be summarized by the municipal energy authorities and reported to the provincial energy Bureau. The Provincial Energy Administration, together with the Shandong Regulatory Office of the State Energy Administration, has strengthened guidance and supervision over the relevant work of power grid enterprises. Article

25 The investors of distributed photovoltaic power generation projects shall, on the premise of meeting the safe operation of the power grid, take into account the construction conditions, access points of the power grid and other factors as a whole, and reasonably select the design scheme of the access system in light of the actual situation. Low-voltage distributed photovoltaic shall not be connected to the grid across the public distribution transformer area of the grid.

Natural household distributed photovoltaic power generation projects are provided by grid enterprises free of charge with access system related schemes, while other types of distributed photovoltaic power generation projects should carry out access system design work to encourage non-natural household distributed photovoltaic power generation to access the grid in a centralized way. Power grid enterprises shall, in accordance with relevant industry standards and access system design requirements, provide timely and one-time basic information such as power grid status, power grid planning and access conditions required for access system design. If it cannot be provided in time, the power grid enterprise shall inform the project investor in writing and explain the reasons. All parties shall provide and use relevant information in a standardized manner in accordance with the requirements of the state on information security and confidentiality. Article

26 After the completion of the design of the access system, the investor of the distributed photovoltaic power generation project shall submit a report on the design scheme of the access system to the power grid enterprise. The power grid enterprise shall give a written reply within 2 working days after receiving the report on the design scheme of the access system. If the completeness and standardization of the content of the access system design scheme report meet the relevant requirements, the power grid enterprise shall issue a notice of acceptance; if it does not meet the relevant requirements, the power grid enterprise shall issue a written certificate of Inadmissibility and inform the reasons; if it needs to supplement the relevant materials, the power grid enterprise shall inform in writing at one time. If it fails to reply within the time limit, it shall be deemed to have been accepted from the date when the power grid enterprise receives the report on the design scheme of the access system. After accepting the report on the design scheme of the access system, the

power grid enterprise shall, in accordance with the national and industrial technical standards and norms, organize timely research on the design scheme of the access system in conjunction with the project investor, and issue a written reply to the project investor. If the voltage level of the access system is 110 kV (66 kV), a written reply shall be issued within 20 working days; if the voltage level of the access system is 35 kV or below, a reply shall be issued within 10 working days.Article

27 Distributed photovoltaic power generation projects connected to the public power grid, access system engineering and public power grid transformation caused by access shall be invested and constructed by power grid enterprises. Distributed photovoltaic power generation projects connected to the user side and supporting projects on the user side are invested and constructed by the main body of project investment. The public power grid transformation caused by the project access to the power grid is partly invested and constructed by the power grid enterprises. New distributed photovoltaic power generation projects should be "observable, measurable, adjustable and controllable" to enhance the carrying capacity and regulation capacity of distributed photovoltaic power generation access to the grid. Power grid enterprises shall measure the total power generation and on-grid electricity of distributed photovoltaic power generation projects separately, and provide and install meters free of charge. When the investor of

distributed photovoltaic power generation project is connected to the grid by centralized confluence, the grid enterprise is responsible for providing the connection point between the distributed photovoltaic power generation project and the public grid, and the relevant confluence facilities and supporting facilities for grid connection are invested, constructed, operated and maintained by the investor of the power generation project in principle. Article

28 Investors of distributed photovoltaic power generation projects with full access to the grid and self-use surplus electricity shall sign purchase and sale contracts with grid enterprises before grid-connected operation, and all kinds of distributed photovoltaic power generation projects shall also sign a "grid-connected dispatching agreement" with grid enterprises and their dispatching agencies before grid-connected operation. The Contract shall refer to the Model Text of New Energy Station Grid-connected Dispatching Agreement and the Model Text of Power Purchase and Sale Contract, and the relevant clauses can be simplified after both parties reach a consensus through consultation. According to the relevant regulations, distributed photovoltaic power generation is exempted from the power business license. Article

29 Distributed photovoltaic power generation projects shall scientifically and reasonably determine the capacity ratio under the guidance of power grid enterprises. Grid-related equipment must meet the requirements of relevant national and industrial standards and specifications for grid-related safety and technology, and pass the testing and certification of state-recognized testing and certification institutions. After passing the testing and certification, power grid enterprises shall not require repeated testing. Article

30 After the completion of a distributed photovoltaic power generation project, the installed capacity of inverters and photovoltaic modules shall, in principle, be consistent with the capacity of the AC side and DC side of the record, and shall not exceed the capacity of the record. Power grid enterprises shall review the inspection reports of major equipment such as inverters in accordance with relevant regulations, review the consistency between the purchase invoices of photovoltaic projects or equipment (including photovoltaic modules, inverters, etc.) And the filing subjects, as well as the consistency between the grid-connected capacity and the filing capacity, and carry out grid-connected inspection in accordance with relevant standards. Chapter

VI Operation and Management

Article 31 The main body of investment in distributed photovoltaic power generation projects is the main body responsible for the safe production of the project. It must implement the national and industrial regulations on safe production management, strengthen the safe production management in the whole process of project construction and operation according to law, and carry out power quality assessment and management. The relevant parties responsible for the supervision of the safety production of distributed photovoltaic power generation should establish a coordination mechanism and strengthen supervision according to the division of responsibilities in accordance with the law. Article

32 Power grid enterprises and their dispatching agencies shall strengthen the research on the planning, design and operation methods of active distribution network (active distribution network), clarify the technical requirements of "observable, measurable, adjustable and controllable", establish corresponding dispatching operation mechanism, rationally arrange and actively optimize the operation mode of power grid. The investor of distributed photovoltaic power generation project shall improve the level of informatization, digitalization and intelligence. The operation status of the project can be monitored in real time, the data of power generation, voltage and current can be measured accurately, and the active/reactive power output of the power station can be adjusted according to the load demand of the power grid to ensure that it can be controlled remotely or automatically by the power grid.

For the new distributed photovoltaic power generation project, it shall have the function of uploading the operation information to the power dispatching organization and the load management center in real time. The inverter shall provide a communication interface to interact with the grid information and receive dispatching control instructions. The project investor shall cooperate with the grid enterprise to carry out the access work. For distributed photovoltaic power generation projects with qualified stock, grid enterprises and investors of distributed photovoltaic power generation projects should increase investment in construction and transformation according to the demarcation point of property rights, so as to ensure the efficient and reliable utilization of distributed photovoltaic power generation and the safe and stable operation of power system. Article

33 Distributed photovoltaic power generation can independently or through micro-grid, distributed photovoltaic power generation projects and users to carry out special line power supply." Both parties to power generation and power consumption shall bear the transmission and distribution fees, system operation fees, government funds and additional fees in accordance with the relevant provisions, and shall bear the corresponding responsibilities and obligations fairly. Article

34 After a distributed photovoltaic power generation project is put into operation, the investor of the distributed photovoltaic power generation project may act as the responsible unit for operation and maintenance management by itself or by entrusting a third party such as a specialized operation and maintenance company. The main investors of distributed photovoltaic power generation projects, relevant equipment manufacturers and suppliers, and the responsible units for operation and maintenance management shall strictly implement the relevant management regulations on dispatching operation, network security and data security, and the grid-connected distributed photovoltaic power generation shall accept the remote control of the corresponding platform in accordance with the regulation and management relationship, and shall not set up or reserve any external control without authorization. Cooperate with power grid enterprises and their dispatching agencies to do a good job in grid-connected dispatching operation management, and shall not stop operation or adjust grid-related parameters without authorization. Article

35 Investors of distributed photovoltaic power generation projects may, according to the load of power users and their own operating conditions, change the mode of access to the grid once in accordance with the provisions of Article 4, change the record at the same time, and adjust the project connection to the grid in accordance with the provisions of Articles 25 and 26. Before the project is connected to the grid and put into operation, the project investor and the power grid enterprise and its dispatching agency shall re-sign the grid-connected dispatching agreement and the power purchase and sale contract. Article

36 If a distributed photovoltaic power generation project has not generated electricity for six consecutive months and the on-site power generation equipment has been dismantled, the power grid enterprise shall inform the project investor or publicize it to the public, and then cancel the account. 37 Distributed photovoltaic power generation projects shall complete the filing and filing of cards within one month after the completion of grid-connected projects. Relying on the national information management platform for renewable energy power generation projects, the competent energy departments of cities and counties (cities and counties) organize the establishment of archives and cards for distributed photovoltaic power generation projects. The distributed photovoltaic power generation projects with registered cards are issued with green certificates according to the total amount of electricity generated, in which the on-grid electricity is issued with tradable green certificates. After holding the green certificates, the project investors can participate in the green certificate transactions independently according to the relevant management regulations of the green certificates. Article

38 Distributed photovoltaic power generation projects are encouraged to carry out upgrading work and apply advanced, efficient and safe technologies and equipment. Investors shall complete the filing and revision work before the implementation of relevant project upgrading. The dismantling, equipment recycling and reuse of distributed photovoltaic power generation projects shall comply with the requirements of relevant laws, regulations and policies on national resource recycling, ecological environment and safety in production, and shall not cause environmental pollution, damage and safety accidents. Investors of distributed power generation projects shall be encouraged to create convenient conditions for equipment recycling and reuse. Chapter

VII Supplementary Provisions

Article 39 The competent energy departments of cities and counties (cities and districts) may, in accordance with these Rules, formulate specific measures to adapt to the actual situation of the region, and carry out the record management of off-grid distributed photovoltaic power generation with reference to these Rules. Article

40 Distributed photovoltaic power generation projects that have been filed before January 23, 2025 and put into operation before May 1, 2025 shall still be implemented in accordance with the original policy. According to the document spirit of the Action Plan for High Level Consumption of New Energy in Shandong Province in 2025, for industrial and commercial distributed photovoltaic projects that have been filed before April 21, 2025, the proportion of annual self-generated electricity consumption may not be required, and the projects filed after that shall be implemented in accordance with these Rules. Article

41 These Rules shall enter into force as of the date of promulgation and shall be valid for five years. Where the relevant provisions formulated before the implementation of these Rules are inconsistent with these Rules, these Rules shall prevail. Where the state has other provisions during the implementation period, such provisions shall prevail.
