4. The ultra-low emission of cement enterprises required

by the main indicators refers to the organized and unorganized emission of atmospheric pollutants and the implementation of ultra-low emission in the transportation process of all production links (crushing, grinding, batching, clinker calcination, drying, co-disposal, etc., as well as the storage and transportation of raw materials, fuels and products). Improve monitoring and control facilities, and systematically improve the level of environmental management. Cement enterprises should comprehensively promote the transformation of ultra-low emission in accordance with the specific indicators in Annex 3 and Annex 4.

4. Key tasks

(1) Strict project access and capacity replacement. In terms of structural optimization, we should promote the centralized development of the cement industry, optimize the industrial structure, form scale benefits, reduce energy consumption per unit product, and resolutely eliminate backward production capacity and process equipment. In terms of project access, the proposed and under construction projects are strictly implemented in accordance with the construction of ultra-low emission and energy efficiency benchmarking levels. In terms of capacity replacement, the relevant provisions on cement clinker capacity reduction and replacement shall be strictly enforced, and blind addition of new cement capacity shall be strictly prohibited. Enterprises or facilities listed in the phase-out plan no longer require the implementation of ultra-low emission transformation. To

strengthen source control, cement kilns are equipped with low-nitrogen burners, and low-nitrogen combustion technologies such as staged combustion and refined control of oxygen content in other calciners are adopted; effective measures are taken to control ammonia escape. Strengthen process management and control, promote the cancellation of flue gas bypass, temporarily retain it due to the need for safe production, keep it closed and sealed in non-emergency situations, strengthen supervision by installing automatic monitoring equipment and flowmeters, encourage the installation of inductive valves in bypass, and connect the signals of valve opening status and opening to the central control system; Cement kiln co-processing solid waste enterprises should introduce bypass flue gas into the kiln tail for combined discharge. To standardize the end treatment, standardized and efficient dust removal and desulfurization facilities should be adopted, and mature, efficient and stable denitrification technologies such as SCR should be encouraged.

2. In terms of material storage, effective control measures such as sealing and sealing should be adopted, and fully enclosed mechanized material yards, silos and circular warehouses should be encouraged. Dust producing points should rationally allocate waste gas collection facilities according to the principle of "collecting as much as possible", and optimize the collection of air volume. In terms of material transfer, the process flow shall be optimized, the transfer links shall be reduced, the material drop shall be reduced, and the transportation distance shall be shortened; the feeding devices of the crusher and the mill shall be provided with closed or closed dust-proof measures, and the discharge port and the ash outlet of the dust remover shall be provided with air locking devices.

3. In terms of off-site transportation, railways or waterways are preferred for medium and long distance transportation, and pipe galleries or new energy vehicles are preferred for medium and short distance transportation. In terms of in-plant transportation, priority should be given to the use of belt, track and roller transportation systems to transfer materials, so as to reduce the amount of secondary transportation and automobile transportation of in-plant materials; and encourage the use of new energy non-road mobile machinery.

(3) Improving the environmental management level of enterprises. Strengthen the construction of supervision platform, improve monitoring and control equipment, standardize operation and maintenance, realize the whole process, all-round digital, information and intelligent management, and enhance the monitoring and supervision ability of enterprises on pollution control facilities and clean transportation. In terms of monitoring and control, an integrated environmental management and control platform for the whole plant will be built, a distributed control system (DCS) will be installed, high-definition video monitoring will be installed in key processes, air quality monitoring micro-stations will be set up at key points, access control and video monitoring will be installed at the entrance and exit of transport vehicles, and online monitoring of ammonia pollution factors at the end of cement kilns will be added (see Annex 5 and Annex 6 for details). Automatic monitoring, DCS monitoring and other data should be kept for at least one year, and video monitoring data should be kept for at least three months. In terms of operation and maintenance, enterprises should standardize the operation of dust removal, desulfurization and denitrification facilities, reasonably control the amount of ammonia sprayed, and effectively control the escape of ammonia.

(4) Coordinated promotion of pollution reduction and carbon reduction. Promote the substitution of raw materials. On the premise of ensuring the quality of cement products, increase the proportion of calcium and magnesium-containing waste residue resources to replace limestone; increase the proportion of slag and fly ash industrial wastes, and reduce the clinker coefficient. We will promote fuel substitution and use cement kilns to co-dispose of solid waste instead of coal. For enterprises that use independent heat sources for drying, we will encourage the use of clean energy such as natural gas and electricity. Promote technological transformation, strictly implement the energy consumption quota requirements of cement unit products, and enterprises reach the energy efficiency benchmark level within the prescribed time limit, so as to ensure that the proportion of cement production capacity at the benchmark level in the city will exceed 30% by 2025. For enterprises whose energy efficiency is lower than industry benchmark level, the transformation and upgrading should be completed by 2023. We will accelerate the promotion of energy-saving technical equipment such as low-resistance cyclone preheaters, high-efficiency firing, high-efficiency grate coolers and high-efficiency energy-saving grinding.

(5) Implementing differentiated management and control. Implement differentiated management and control for cement enterprises, set up benchmarks, and guide the transformation and upgrading of the industry. Cement enterprises that have completed the transformation of ultra-low emissions shall be given preferential treatment in terms of performance classification of heavily polluted weather; cement enterprises that have not completed the transformation of ultra-low emissions on time shall not be rated as A-level, B-level or leading enterprises.

5. Policies and measures

(1) Strengthen organizational leadership. The Municipal Bureau of Ecology and Environment, the Development and Reform Commission and the Bureau of Industry and Information Technology jointly organize and implement the ultra-low emission transformation of the cement industry. The relevant departments cooperate closely and form a joint force to strengthen the guidance of local work and coordinate and solve the difficulties and problems in the process of promotion in a timely manner. (2) Strengthen the main responsibility of enterprises. (3) Increase policy support. We will implement the Environmental Protection Tax Law and preferential policies for enterprise income tax credits for purchasing special equipment for environmental protection. The cement ultra-low emission transformation project will be the focus of the central and provincial funds for air pollution prevention and control. Give full play to the leading and exemplary role of benchmarking enterprises, reduce or exempt peak staggering production and production restriction for cement enterprises that have completed ultra-low emission transformation, and give preference to annual carbon quota issuance. We will actively develop green finance, encourage financial institutions to support the financing of key projects that have achieved remarkable results in energy conservation and carbon reduction, and guide eligible energy-saving and low-carbon enterprises to go public for financing and refinancing.

(4) Strengthen law enforcement and supervision. Relevant counties (cities and districts) shall carry out routine supervision and law enforcement inspection, inspect the operation of pollution control facilities, procurement and consumption records of raw and auxiliary materials, and replacement and circulation records of consumables for treatment facilities in cement enterprises, promote enterprises to strengthen the construction and operation and maintenance management of pollution control facilities, and ensure stable compliance with national or local air pollutant emission standards. For those who have completed the transformation of ultra-low emissions, we should strengthen the supervision after the event, establish a dynamic supervision and management account, organize and carry out "double random" inspection, adjust the dynamic supervision and management account in time and investigate and deal with it according to law, cancel the relevant preferential policies according to the circumstances, and make it public to the society.

(5) Strengthen publicity and guidance. Do a good job of policy interpretation and publicity, create a good atmosphere of public opinion conducive to the development of ultra-low emission transformation in the cement industry, and enhance the sense of responsibility and honor of enterprises to carry out ultra-low emission transformation. The relevant departments of cities and counties should actively follow up the relevant public opinion trends, respond to social concerns in a timely manner, and publicize and report the excellent practices of local and enterprises.
