Measures of Inner Mongolia Autonomous Region on Quality Supervision and Management of Ready-mixed Concrete

Chapter I General Provisions

Article 1 In order to ensure the quality of construction projects, strengthen the supervision and management of the quality of ready-mixed concrete and improve the quality of ready-mixed concrete, these Measures are formulated in accordance with the Regulations on Quality Management of Construction Projects, the Regulations on Quality Management of Construction Projects in Inner Mongolia Autonomous Region and the Regulations on Quality Supervision and Management of Construction Projects in Inner Mongolia Autonomous Region.

Article 2 All units engaged in the production and use of ready-mixed concrete in Inner Mongolia Autonomous Region shall abide by these Measures.

Article 3 Ready-mixed concrete production enterprises, construction units, supervisory units and construction units shall be responsible for the quality of ready-mixed concrete for construction projects according to law.

Article 4 The construction administrative department of Inner Mongolia Autonomous Region shall be responsible for the supervision and management of the quality of ready-mixed concrete within the administrative region of the autonomous region.
The Autonomous Region Construction Department entrusts the Autonomous Region Construction Project Quality Supervision Station to be specifically responsible for the quality supervision and inspection of ready-mixed concrete in the whole autonomous region.
The construction administrative departments at or above the county level shall be responsible for the supervision and management of the quality of ready-mixed concrete in their respective jurisdictions in accordance with their respective responsibilities, and the specific work may be entrusted to the engineering quality supervision agencies for implementation.

The fifth autonomous regions encourage the adoption of advanced science and technology and management methods to improve the quality of ready mixed concrete.

The second chapter is the quality responsibility of ready-mixed concrete production enterprises.

Article 6 Ready-mixed concrete production enterprises shall obtain qualification certificates of corresponding grades according to law, and produce and supply ready-mixed concrete within the scope permitted by their qualification grades.

Article 7 Ready-mixed concrete production enterprises shall be responsible for the quality of concrete in the process of raw materials, mixing, transportation and pumping.

Article 8 Ready-mixed concrete production enterprises shall specify the quality standards and acceptance methods of products with users in the Purchase and Sale Contract of Ready-mixed Concrete, including sampling methods and frequencies, production and maintenance of test pieces, and inspection of technical indicators of products.

Article 9 The quality of raw materials used for the production of ready-mixed concrete must conform to the requirements of current technical standards, norms and regulations. Ready-mixed concrete production enterprises must check and accept the quality certification materials of raw materials entering the site in batches, and reject raw materials with incomplete quality certification materials. After entering the site, raw materials must be sampled and inspected in batches, and the principle of "inspection before use" shall be adhered to. Unqualified raw materials shall not be used.

Article 10 The mix proportion design of concrete produced and supplied by ready-mixed concrete production enterprises must conform to the provisions of the Standard for Inspection and Evaluation of Concrete Strength (GBJ107), the Standard for Quality Control of Concrete (GB50164) and other relevant standards and norms.

Article 11 When mixing concrete, the relevant requirements of Ready-mixed Concrete (GB14902) and the notice of concrete mix proportion must be strictly implemented. The concrete mix proportion notice shall include the production date, project name, concrete strength, slump, concrete mix proportion number, raw material name, variety, specification, mix proportion and the actual amount of raw materials used per cubic meter of concrete.

Article 12 The main equipment for the production and inspection of ready-mixed concrete must conform to the provisions of the Technical Conditions for Concrete Mixers (GB9142) and the Technical Conditions for Concrete Mixing Stations (Buildings) (GB10172).

Article 13 Measuring instruments used for the production and inspection of ready-mixed concrete must be regularly verified (or calibrated) by the statutory metrological department in accordance with regulations, and shall be re-verified after medium repair, overhaul or relocation.

Article 14 The sampling, specimen making, curing and testing of ready-mixed concrete must conform to the current national standards Standard for Test Methods of Performance of Ordinary Concrete Mixtures (GB/T50080), Standard for Test Methods of Mechanical Properties of Ordinary Concrete (GB/T50081), Code for Acceptance of Constructional Quality of Concrete Structures (GB50204).

Article 15 The quality of ready-mixed concrete leaving the factory must be strictly inspected and controlled in accordance with relevant standards. Only when the quality indicators are confirmed to meet the requirements, can Delivery Order of Ready-mixed Concrete and the Quality Certificate of Ready-mixed Concrete be issued.

The sixteenth ready mixed concrete production enterprises should establish a file management system. The original records such as the purchase and sale contract of ready-mixed concrete, the certificate of raw materials and the re-inspection report, the notice of concrete mix proportion, the appraisal record of concrete opening, and the strength test report of concrete test blocks shall be numbered uniformly according to the year, and the numbers shall be continuous, and shall not be withdrawn or altered at will.
Ready-mixed concrete production enterprises shall establish separate accounts for unqualified products.

Article 17 Ready-mixed concrete production enterprises shall prepare instructions for the use of ready-mixed concrete products to guide construction units to use them correctly.

Article 18 Ready-mixed concrete production enterprises shall establish and improve the education and training system and strengthen the education and training of employees. The relevant production and test personnel shall be educated, trained and assessed in accordance with the regulations, and shall not work until they have obtained the corresponding certificates.

The third chapter is the quality responsibility of the relevant units using ready-mixed concrete.

Article 19 The user of ready-mixed concrete shall be responsible for the technical requirements of the contract and the pouring quality and maintenance quality of the concrete project.
The user shall be responsible for the transportation and pumping quality when transporting and pumping by itself.

Article 20 Construction units using ready-mixed concrete shall inspect the quality of ready-mixed concrete entering the site in accordance with laws, regulations, relevant technical standards, design documents, construction project contracts and ready-mixed concrete supply contracts, and shall not use it without inspection or unqualified inspection.

Article 21 Construction units or engineering supervision units shall supervise and inspect the quality of ready-mixed concrete entering the site in accordance with relevant technical standards, design documents, construction project contracts and ready-mixed concrete supply contracts, such as laws, regulations and supervision norms, and make samples of test blocks related to structural safety during on-site unloading.

Chapter IV Supervision and Administration

The twenty-second autonomous regions implement the quality supervision and management system of ready mixed concrete.
The quality supervision of construction projects at all levels shall regularly supervise and inspect the product quality and quality behavior of ready-mixed concrete enterprises.
Before the end of June each year, the League cities shall report the inspection results to the Autonomous Region Construction Department and the Autonomous Region Construction Project Quality Supervision General Station entrusted by the Autonomous Region. The autonomous region conducts a quality inspection of ready-mixed concrete once a year and publishes the results of the inspection.

The twenty-third construction quality supervision institutions shall have the right to take the following measures when performing their duties of supervision and inspection:
1. Require the inspected ready-mixed concrete production enterprises to provide documents and materials related to the production quality of ready-mixed concrete;
2. Enter the production site and laboratory of the inspected ready-mixed concrete enterprise to inspect the production and test equipment, raw materials, production process and the qualifications of the production and test personnel;
3. Organize the comparison test to verify the testing capability of the laboratory of the ready-mixed concrete enterprise;
4. If any violation of laws, regulations and mandatory technical standards and problems affecting the quality of ready-mixed concrete are found, it shall be ordered to make corrections.

Article 24 For the purpose of collecting evidence in the course of supervision and inspection, the construction project quality supervision institution may adopt the method of sampling and collecting evidence for the relevant samples and testing data; under the circumstances that the evidence may be lost or difficult to obtain later, with the approval of the relevant responsible person, the construction project quality supervision institution may register and preserve the relevant samples and testing data in advance, and make a decision on disposal in time. During this period, the party concerned or the relevant personnel shall not destroy or transfer the relevant samples and testing data.

Article 25 The competent construction administrative departments at or above the county level shall deal with the problems found in the supervision and inspection in accordance with the prescribed limits of authority, and report them to the Construction Department of the Autonomous Region and the General Station of Quality Supervision of Construction Projects of the Autonomous Region entrusted by it in a timely manner.

Article 26 The Construction Department of the Autonomous Region shall set up a file of bad behavior of ready-mixed concrete production enterprises at the General Station of Quality Supervision of Construction Projects of the Autonomous Region. Construction quality supervision institutions at all levels shall timely record and report the following bad behaviors of ready-mixed concrete production enterprises found in supervision and inspection:
1. Refusing to accept the supervision and inspection or failing to rectify the problems pointed out in the supervision and inspection, resulting in serious consequences;
2. Engaging in production and operation activities beyond the scope of qualification;
3. Subcontracting the production and operation of ready-mixed concrete;
4. Altering, reselling, leasing, lending or illegally transferring qualification certificates in other forms;
5. Failure to carry out quality inspection of ready-mixed concrete in accordance with the mandatory national standards for engineering construction, resulting in quality and safety accidents or the expansion of accident losses;
6. Fabricating test data and issuing false reports or factory quality certificates.
The General Station of Quality Supervision of Construction Projects in the Autonomous Region shall timely report the bad behavior of ready-mixed concrete production enterprises to the Construction Department of the Autonomous Region.

Article 27 The confirmation of the quality of ready-mixed concrete shall be based on the results of the test blocks made by the three parties of production, supply, construction and supervision, which are sent to the statutory inspection unit for inspection, and shall be used as the basis for the evaluation of the concrete strength of the unit project.

Article 28 When a dispute over the quality of ready-mixed concrete occurs in a construction project, if it is a non-major quality and safety accident (occasional abnormal setting time, early harmless cracks, etc.), it shall be handled by the producer and the constructor through consultation after being evaluated by the design and supervision units of the project and reported to the project quality supervision organization.
If harmful cracks exceed the safety assessment limit, the concrete strength is seriously unqualified, and the setting time is seriously abnormal, the construction unit shall notify the engineering quality supervision organization within 24 hours, and the ready-mixed concrete production, engineering design, construction and supervision parties shall jointly study the treatment plan, so as to ensure the safety of the concrete. The responsible unit shall submit a written handling report and the handling opinions confirmed by the supervision unit to the project quality supervision organization.

Chapter V Supplementary Provisions

Article 29 The Construction Department of Inner Mongolia Autonomous Region shall be responsible for the interpretation of these Measures.

Article 30 These Measures shall come into force as of the date of promulgation.
