Provisions on Strengthening the Work of Building Energy Conservation

According to the requirements of the state on further transforming the mode of economic growth, accelerating the construction of a conservation-oriented society, saving resources in the fields of production, construction, circulation and consumption, improving the efficiency of resource utilization, reducing losses and wastes, and creating as much economic benefits as possible with as little resource consumption as possible, in order to achieve the goal of building energy saving of 3 million tons of standard coal in the whole region during the Eleventh Five-Year Plan period. To promote resource conservation in the construction industry of the whole region and improve the scientific and technological level of the construction industry, the following provisions are made to strengthen the work of building energy conservation.

1. Fully implement the 50% energy-saving standard for new buildings. Government agencies should take the lead in implementing building energy efficiency standards. Development zones and newly-built urban areas shall not refuse to implement building energy-saving standards for any reason. When examining and approving civil construction projects, the relevant departments shall strictly examine the energy conservation chapter (chapter) in the feasibility study report or project application report, and the projects that have not been examined or have not passed the examination shall not be constructed. Design units shall carry out construction drawing design in strict accordance with energy-saving standards, construction drawing review units shall conduct strict special review of energy-saving design, and relevant units shall strictly supervise the whole process of energy-saving projects in the construction process. It is necessary to strictly control the acceptance of completed projects and ensure the quality of energy-saving projects. It is necessary to implement the target assessment responsibility system for building energy conservation and promote local construction departments to actively do a good job in building energy conservation.

2. Gradually carry out energy-saving renovation of existing buildings. For existing buildings that did not take energy-saving measures before 2005, starting from 2007, all regions should start with government office buildings and public buildings, and gradually implement energy-saving renovation of existing buildings by means of pilot first and then push forward. The renovation of office buildings of people's governments at all levels may be included in local construction plans, and the required funds may be included in local financial budgets, which shall be promoted to the society after achieving results and accumulating experience. Market mechanism should be used to expand the market of energy-saving renovation of existing buildings, and enterprises investing in energy-saving renovation of existing buildings can be compensated from the income of energy-saving and consumption-reducing. It is necessary to study the technical forms and methods adapted to the renovation of existing buildings, and formulate standards, norms and regulations to meet the needs of popularization and application.

3. Actively promote the reform of heating system. According to the actual situation of each region, the municipal construction administrative departments and local heating enterprises should actively carry out the reform of heating system and the pilot project of charging according to heat metering, so as to provide reliable and scientific data for the full implementation of charging according to heat metering. Heating enterprises should proceed from the overall situation of energy conservation, pay attention to the energy conservation of heating network system, pay attention to the transformation of heating network and heating station, install heat metering devices and water (heat) force balance, climate compensation frequency conversion and other control devices in line with national standards, and do a good job in system energy conservation of heating network and heating station. In accordance with the requirements of the state, the autonomous region will implement heat metering and charging in the whole region in a timely manner, phase out small, decentralized and high energy consumption coal-fired boiler rooms, and continuously integrate and optimize heating resources. We should actively explore new heating methods and vigorously promote the use of renewable energy.

Actively promote charging according to heat metering, before the introduction of heat metering charging standards, energy-saving buildings that meet the energy-saving standards and are recognized by the energy-saving office should be appropriately reduced on the basis of the general building charging standards approved by the local people's government.

4. Strengthen supervision over the market and the quality of energy-saving construction projects. All kinds of new technologies, new materials, new equipment and new products used in energy-saving projects must have the conditions for engineering use. On the basis of producing qualified products, manufacturers of new materials, new equipment and new products must provide design basis, construction technology, quality control and acceptance data that can be used in projects and conform to national and autonomous regional standards before they can be popularized and used. Construction units and all parties involved in the construction carry out engineering and technical management in accordance with the relevant standards and regulations of the state and autonomous regions, and carry out completion acceptance and filing according to law. Construction units should adapt to the development of the situation to carry out technological innovation and management innovation, adopt joint with technology manufacturers or purchase patents, graft research and development, and grasp the main technologies and energy-saving methods of the current energy-saving market as soon as possible. It is necessary to carry out learning and training activities of energy-saving technology among employees, learn to use various new energy-saving materials, master new energy-saving technology, and change the situation that construction enterprises do not understand external thermal insulation technology and do not know how to operate construction. The competent construction administrative department shall conduct necessary assessment on the mastery and application of new building energy-saving technologies by construction enterprises.

Five, increase the development and utilization of energy-saving technologies and new energy sources. We should vigorously promote various new building energy-saving technologies, accelerate the development and utilization of renewable energy such as solar energy and shallow ground energy, and comprehensively promote the large-scale application of renewable energy in buildings. All regions should strengthen the application of solar energy and building integration, and organize the implementation of renewable energy demonstration projects in the state and autonomous regions. Speed up the promotion of renewable energy buildings, and adopt a step-by-step approach to ensure that during the "Eleventh Five-Year Plan" period, the proportion of solar energy and shallow ground energy application area in the new building area in our region reaches 30%. The construction department of the autonomous region should work out relevant standards and norms for renewable energy.

6. Actively advocate and promote the development of building energy conservation to green buildings. Construction administrative departments at all levels should encourage development and construction units to build excellent energy-saving projects or green building projects suitable for local regional characteristics, encourage architects to actively apply new design concepts, and create green building designs that save energy and resources in the whole life cycle of buildings and coordinate with local social history and environment. In the future, the quality evaluation of projects should increase the relevant requirements of green building and building energy conservation, and set up green building and excellent energy-saving project awards in the whole region, so as to promote technological innovation and technological progress in the field of construction. We should actively carry out academic research on building energy conservation and green building, and create an active academic atmosphere.

7. Actively carry out building energy-saving services. Construction administrative departments at all levels should make the best use of the situation, actively support the production of new green, energy-saving and environmental protection building materials (products), constantly expand the scope of application of new building materials, and promote the industrialization of new building energy-saving materials. Technical services such as technical review, technical consultation, technical training, technical testing, research and demonstration of energy-saving building and green building standards and norms, identification of energy-saving building standards and energy consumption identification in the application of new technologies shall be undertaken by qualified scientific research institutes, relevant associations and societies, and market-oriented services shall be implemented. Energy contract management should be gradually implemented, energy efficiency labeling system should be implemented, and building energy-saving service companies should be developed. We should strengthen the management of building energy-saving service institutions, formulate relevant management measures, standardize their behavior and ensure the quality of service.

Eight, encourage the construction of energy-saving buildings and green buildings. From the date of implementation of these Provisions, all kinds of civil construction projects that are not constructed in accordance with energy-saving standards, or construction projects that fail to meet energy-saving standards, shall not be exempted from supporting fees for urban facilities. For excellent energy-saving projects, science and technology demonstration projects and demonstration projects of renewable energy application in construction, the construction administrative department shall, according to the actual situation, reduce or exempt the supporting fees for urban facilities according to the standard of 20 yuan/m2 to 50 yuan/m2. For energy-saving affordable housing and low-rent housing projects that have reached the standard, they can continue to enjoy the preferential policies of the state and autonomous regions. Construction units and development enterprises engaged in construction science and technology demonstration projects, especially the application of renewable energy in construction science and technology demonstration projects, may enjoy preferential policies stipulated by the State in accordance with the provisions of the State and the reputation of enterprises.

9. Strengthen the supervision and management of building energy conservation. Construction administrative departments at all levels should supervise the whole process of design, construction and acceptance to ensure the quality of energy-saving construction projects. It is necessary to implement a special inspection and acceptance system for energy-saving projects and accumulate complete construction technical data. Law enforcement should be strengthened, and relevant responsible units should be given necessary punishment or punishment for projects that do not meet the standards and quality requirements in accordance with the provisions of national laws and regulations. We should strengthen the organizational construction of building energy-saving management institutions, form a high-quality management team in practice, constantly accumulate management experience, improve management level, and promote the healthy development of building energy-saving work in the whole region.
