In order to ensure the safety and stability of construction projects during the Shanghai Cooperation Organization Summit, the Shanghai Building Materials Industry Management Office issued a document, Hu Jian Jian Guan (2006) No.068, putting forward the requirements for relevant work during the Summit. In order to implement the directive spirit of the municipal government on the security and stability work during the Shanghai Cooperation Organization Summit (June 13-16), the relevant work requirements of the construction project are hereby notified as follows:
1. Strict suspension of work and vacation system. The key construction sites around the summit venues and resident hotels must be completely shut down for holidays. Other construction sites with conditions should also stop construction. During the shutdown period, the construction unit should do a good job in staff management, arrange the life of the staff staying at the construction site, and carry out safety production knowledge education and training for the staff in conjunction with the "Safety Production Month" activities if conditions permit.
2. Strict management of mobile personnel. During the summit, new constructors are strictly prohibited at key construction sites; if new constructors are really needed at other construction sites, their identity certificates shall be registered and reported to the safety supervision station for record in advance.
3. Do a good job in safety production of construction projects. All units should organize special inspections of production safety in advance, focusing on the safety of construction sites and the status of fire prevention facilities. For the identified potential safety hazards, special personnel should be designated to carry out rectification, curb the occurrence of major accidents, and ensure the safety of construction workers.
Fourth, do a good job in health and epidemic prevention. Each unit shall do a good job in the management of food and drinking water and on-site environmental sanitation according to the regulations, so as to ensure the health of construction workers.
Fifth, do a good job in resolving contradictions. All units should sort out all kinds of contradictions in the construction process in advance, insist on early detection and early treatment, and strive to "resolve contradictions at the grass-roots level, internally and in the bud", so as to consciously maintain social stability. If the group contradictions caused by brutal construction and wage arrears are not dealt with in time and intensified, the responsible units and personnel shall be dealt with seriously according to law.
6. Do a good job in emergency response. The construction administrative departments of all districts and counties and the main responsible personnel of all construction sites shall lead the team on duty and ensure the smooth communication. Teams, equipment and materials should be equipped to deal with unexpected accidents and deal with all kinds of emergencies in a timely manner.
7. Strict reporting system for emergencies. If an emergency occurs on the construction site, the main responsible personnel of the construction site shall report to the safety supervision station of the project while organizing the disposal. Each safety supervision station shall report to the municipal safety and quality supervision station immediately after receiving the report.
8. Strict supervision and inspection system. The administrative departments of the construction banks of the districts and counties shall supervise and inspect the implementation of the safety and stability measures of the construction sites under their jurisdiction, and submit them to the Municipal Safety and Quality Supervision Station on the afternoon of June 13. Our office, together with the Municipal Safety and Quality Supervision Station, will conduct random spot checks on the implementation of construction sites in all districts and counties.
