League administrative offices, municipal people's governments, autonomous region committees, offices, departments, bureaus, major enterprises and institutions:

In order to earnestly implement the spirit of the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China, the State Council's Decision on Strengthening Energy Conservation Work (Guo Fa [2006] No.28) and the National Energy Conservation Work Conference, implement the scientific concept of development, accelerate the transformation of the mode of economic growth, substantially reduce energy consumption, improve energy utilization, and ensure the realization of the "Eleventh Five-Year Plan" energy conservation objectives in our region, the following opinions are put forward.

I. Fully Understanding the Importance and Urgency
of Strengthening Energy Conservation
With the rapid development of industrialization and urbanization, the further expansion of economic scale and the continuous increase of energy demand in China, energy has become a prominent bottleneck restricting economic and social development at present and for a long time to come. Our region is an important national energy base and shoulders the major responsibility of national energy security. In the industrial structure of our region, the proportion of raw materials and energy industry is relatively large, the level of energy consumption is relatively high, and the level of comprehensive utilization is relatively low. If this situation is not changed as soon as possible, it will not only affect whether the good momentum of steady and rapid economic development in our region can be maintained, but also have a negative impact on the economic development of our region throughout the "Eleventh Five-Year Plan" period. Energy conservation is not only an important part of structural adjustment, industrial upgrading and sustainable development, but also an inevitable requirement for implementing the scientific concept of development and building a conservation-oriented society. All regions and departments should fully understand the importance and urgency of strengthening energy conservation from a strategic and overall perspective, take energy conservation and consumption reduction as an important measure to transform the mode of economic growth, and take effective measures to ensure the smooth realization of energy conservation goals during the Eleventh Five-Year Plan period.

II. Guiding Ideology, Basic Principles and Main Objectives

(1) Guiding ideology

Guided by the scientific outlook on development, with the improvement of energy conservation and utilization efficiency as the core, the transformation of economic growth mode, the adjustment of economic structure and the acceleration of technological progress as the basis, the rule of law as the guarantee, the improvement of terminal energy efficiency as the focus, the improvement of laws and regulations, the improvement of policies, the deepening of reform, the innovation of mechanisms and the strengthening of management. Form a conscious energy-saving mechanism for enterprises and society to promote sustainable economic and social development through effective use of energy.

(II) Basic principles

We will continue to take energy conservation as an important part of the transformation of the mode of economic growth, adhere to the simultaneous development of energy conservation and energy conservation, adhere to the combination of energy conservation with structural adjustment, technological progress and management strengthening, adhere to the combination of market mechanism and macro-adjustment, and adhere to the combination of management according to law and policy incentives.

(III) Main objectives

At the end of the Eleventh Five-Year Plan period, the energy consumption per unit GDP of the whole region dropped from 2.48 tons of standard coal to 1.86 tons of standard coal, 25% lower than that at the end of the Tenth Five-Year Plan period, with an average annual energy-saving rate of 5.59%. By 2010, the unit energy consumption of major products (workload) and the energy efficiency of major energy-consuming equipment shall meet the requirements of the national indicators, and the energy consumption indicators of large and medium-sized enterprises shall reach the domestic advanced level of the same industry; a relatively complete energy-saving regulation and standard system, policy support system, supervision and management system and technical service system shall be initially established.

Three, intensify structural adjustment and technological progress
.
(1) Vigorously promote the adjustment of industrial structure and energy structure. By promoting structural energy conservation, the adjustment of industrial structure can be realized. We will accelerate the development of the tertiary industry and high-tech industries with low energy consumption and great contribution, increase the proportion of the service industry in the national economy, and gradually develop the industrial structure in the direction of low energy consumption, high technology and high level, so as to achieve a coordinated, optimized and realistic structure. We will accelerate the adjustment of energy structure, actively develop and utilize renewable energy such as wind, solar and biomass energy, increase the proportion of renewable energy in primary energy, and change the situation of over-reliance on traditional energy.

(Two) actively promote industrial restructuring. Great efforts should be made to adjust the internal structure of industry and increase the proportion of high-tech industries in industry. We will speed up the elimination of processes, technologies and equipment with high energy consumption, high pollution and low efficiency. We should actively adjust the industrial structure, cultivate and develop high-tech industries, equipment manufacturing industries and other non-resource-based industries, take extending the industrial chain, expanding deep processing and increasing the proportion of high value-added and low energy-consuming products as breakthroughs, and fundamentally optimize the energy industrial structure of our region. We will vigorously develop and adopt energy-saving technologies and advanced and applicable technologies to transform and upgrade traditional industries. Organize and implement the ten key energy conservation projects determined by the state.

Four, focus on energy conservation and "46111" projects
in key areas.
In the key areas of industry, construction, transportation, civil use and renewable energy, we should focus on four national circular economy pilot projects, six autonomous region-level circular economy demonstration zones, 100 key energy-saving technologies, 100 energy-saving demonstration sites and 100 key energy-saving projects.

(I) Industrial field

Industry is the key area of energy consumption in our region. In 2005, industrial energy consumption accounted for 80% of the total energy consumption in the region. Energy conservation in key energy-consuming industries in the industrial sector, especially in 35 key energy-consuming enterprises determined by the state (annual energy consumption of more than 180,000 tons of standard coal) and 50 key energy-consuming enterprises determined by the autonomous region (annual energy consumption of more than 100,000 tons of standard coal), is the top priority in achieving energy conservation goals. The six energy-consuming industries and enterprises, namely, electric power, iron and steel, nonferrous metals, chemical industry, building materials and coal, shall be subject to quota management of energy consumption per unit product in accordance with the law; 85 key energy-consuming enterprises determined by the state and the autonomous region shall be assessed and supervised in accordance with the energy-saving indicators issued.

Power industry: accelerate the elimination of existing conventional thermal power generating units with a single unit of 50,000 kilowatts or less, strictly prohibit the construction of new conventional thermal power generating units with a single unit of 50,000 kilowatts or less, and focus on promoting the construction of supercritical and double supercritical thermal power generating units with a single unit of 600,000 kilowatts or more. By 2010, the unit comprehensive coal consumption will reach the advanced level in China. We will focus on promoting the construction of 500,000-kilovolt power transmission and transformation projects, reducing the loss of power grids and the loss of power transformation equipment, and reducing the network loss rate from the current 7% to less than 6%. In areas with relatively concentrated heat load, we will build a number of 135,000-kilowatt efficient and environmentally friendly cogeneration projects. We will build pumped storage power stations to promote the balanced supply of peak and valley power.

Iron and steel industry: eliminate 5 million tons of backward iron and steel production capacity with high energy consumption and low efficiency, such as small ironmaking and small steelmaking. We will promote large-scale blast furnaces and converters, and vigorously promote dry coke quenching technology, blast furnace top differential pressure power generation technology, pure blast furnace gas boiler technology, regenerative rolling furnace technology, continuous casting and rolling technology and automation control technology. By 2010, the comprehensive energy consumption per unit product of the iron and steel industry will reach the advanced level in China, and Baotou Iron and Steel (Group) Co., Ltd. will strive to reach the level of balanced energy production or negative energy production.

Nonferrous metal industry: Large-scale pre-baked cell technology is used for electrolytic aluminum, oxygen-enriched flash and oxygen-enriched bath smelting technology is used for copper smelting, oxygen-enriched bottom blowing technology is used for lead smelting, and hydrometallurgy technology is used for zinc smelting. We will further intensify efforts to eliminate backward technology and equipment. By 2010, the comprehensive energy consumption per unit product of electrolytic aluminum will reach the domestic advanced level, and the comprehensive energy consumption per unit product of other metals will reach the domestic average level.

Chemical industry: eliminate small coke ovens, small calcium carbide and small caustic soda. Promote ion-exchange membrane caustic soda production technology, soda ash production waste heat utilization technology, closed calcium carbide furnace technology and sulfuric acid production waste heat power generation technology, and make full use of coal bed methane resources as civil fuel and chemical raw materials. We will focus on the construction of production lines for million-ton coke ovens and coking products, as well as downstream extension projects such as PVC, methanol and dimethyl ether. By 2010, the unit energy consumption of major chemical products will be reduced by 15%, reaching the domestic average level. We will intensify efforts to replace petrochemical industry with coal chemical industry, so that the unit energy consumption of coal-based fuels (coal-to-oil, dimethyl ether, etc.) And coal-to-olefin products will reach the world's advanced level.

Building materials industry: eliminate backward cement production capacity of 2 million tons. Promote pure low-temperature waste heat power generation technology and build cement waste heat power generation devices. Promote comprehensive low energy consumption clinker burning technology and equipment, and make full use of industrial and domestic wastes as raw materials and fuels. By 2010, the proportion of new dry process cement will reach 80%, the proportion of high-performance cement will reach 50%, and large-scale cement grinding stations will be built. The utilization rate of bulk cement has increased from 13% to 40%. We will actively promote oxygen-enriched or oxy-fuel combustion in glass furnaces and full insulation technology in furnaces, and increase the proportion of high value-added varieties such as ultra-thick and ultra-thin electronic glass. Develop energy-saving and waste-utilizing building materials, polyurethane, polystyrene, mineral wool, glass wool and other new wall materials that meet building energy-saving standards and relevant national standards, and build energy-saving building materials industrialization bases. By 2010, the proportion of new wall materials in wall materials will reach 50%, of which 10 million tons of fly ash will be used in new wall materials.

Coal industry: continue to close down and eliminate small coal mines with backward technology, low efficiency, small scale, serious waste of energy and environmental pollution, increase the integration of resources of medium-sized coal mines, build large modern coal mines, and achieve high yield and efficiency. Establish coal gangue power plants in mining areas where conditions permit. By 2010, the recovery rate of mine resources will reach more than 60%, the recovery rate of mining area will reach more than 75%, the recovery rate of working face will reach more than 90%, and the washing rate will reach more than 60%. We will improve the comprehensive coal processing system and substantially increase the proportion of graded coal blending and the comprehensive utilization efficiency of coal.

(II) Construction field

We will vigorously promote energy conservation in new residential and public buildings, strictly implement building design standards, adopt energy-saving building structures, materials and equipment, improve the thermal insulation performance of buildings, and actively promote the application of new wall materials. During the Eleventh Five-Year Plan period, Hohhot, Baotou and the central cities in the eastern region took the lead in implementing 65% of the local energy-saving standards, and other central cities implemented 50% of the national standards. The average electricity consumption of office buildings and large public buildings decreased by 15%. The use of clay solid bricks and on-site concrete mixing are prohibited in the central cities of all leagues in the region. We will intensify the application and promotion of renewable energy such as solar energy and geothermal energy, and actively promote the reform of urban heating system. By 2010, the energy saving of buildings in the whole region will reach 5 million tons of standard coal.

(3) Transportation field

We will accelerate the compulsory elimination of old vehicles with high energy consumption and heavy pollution, severely crack down on assembled motor vehicles, encourage the use of energy-saving, environmentally friendly and clean fuel vehicles with low energy consumption, good performance and low emissions, and increase the promotion and application of new fuels such as ethanol gasoline, methanol and dimethyl ether for buses. Speed up highway construction, form a convenient, efficient and energy-saving integrated transportation system, and improve the energy efficiency of transportation. By 2010, the utilization rate of new fuels in Hohhot, Baotou, Tongliao, Chifeng and Ordos will reach more than 20%, and the proportion of new fuels used by buses and passenger taxis in the central cities of the region will reach more than 50%. Focus on promoting new fuel-saving technologies and reducing energy consumption of operating motor vehicles.

(4) Commercial and civil fields

Promote the use of energy-efficient office equipment, household appliances and lighting products in public facilities, hotels, commercial buildings and residential buildings, strictly implement the product energy efficiency labeling system, and promote the application of energy storage air conditioning systems, solar water heaters and solar photovoltaic complementary systems in commercial, public buildings and residential buildings. We will expand central heating and urban cogeneration of heat and power. Promote government energy-saving procurement, earnestly implement the spirit of the Notice of the Ministry of Finance and the National Development and Reform Commission on the Issuance of the Opinions on the Implementation of Government Procurement of Energy-saving Products (Treasury [2004] 185) and the Notice on the Adjustment of the List of Government Procurement of Energy-saving Products (Treasury [2006] 57), and constantly improve the procurement mechanism. Improve the transparency and efficiency of energy-saving product procurement. Priority shall be given to the purchase of energy-saving products, and the purchase of products and equipment explicitly eliminated by the state shall be prohibited. By 2010, commercial and civil energy consumption in the region will be reduced by 20%.

(5) Development and utilization of renewable energy

Accelerate the popularization and application of biomass energy utilization, off-grid wind power and wind-solar complementary power generation technologies in pastoral areas. During the "Eleventh Five-Year Plan" period, the installed capacity of wind power in the whole region will reach 5 million kilowatts, and five million kilowatt wind power generation bases will be built; large-scale wind power manufacturing technology will be promoted, and two wind power manufacturing bases will be built; and an important national green energy export base will be built. Every year, 20000 small wind-solar complementary equipment are arranged. Organize and build a number of new energy demonstration projects such as biomass energy technology, domestic waste and straw power generation, and solar energy utilization.

5. Establish a strict management system

(1) further improve energy conservation regulations and standards. Revise the Measures for the Implementation of the Energy Conservation Law in Inner Mongolia Autonomous Region, and study and formulate the Measures for the Implementation of the Renewable Energy Law in Inner Mongolia Autonomous Region. Establish a strict management system, clarify the main body of law enforcement, improve the responsibilities of various actors, strengthen policy incentives, and increase the intensity of punishment. To study and formulate unit energy consumption quotas and quota indicators for major energy-consuming products, as well as supporting management measures, so as to provide a basis for energy-saving law enforcement supervision and energy-saving technology access.

(Two) establish energy conservation target responsibility and evaluation and assessment system. The people's government of the autonomous region will divide the GDP energy consumption reduction targets determined in the "Eleventh Five-Year Plan" of the whole region into the League cities, and the League cities will divide the energy-saving targets into the banner counties (cities, districts) and key industries and enterprises. In accordance with the principle of territorial management, each region has signed a certificate of responsibility for energy-saving objectives with key energy-consuming enterprises, implemented a strict responsibility system and vigorously implemented it. Since 2007, GDP energy consumption indicators have been included in the annual cadre performance appraisal system, as an assessment content of the implementation of the scientific concept of development during the term of office of leading groups and cadres of governments at all levels, as well as an important part of the performance appraisal of the heads of key state-owned enterprises.

(3) Establishing a bulletin system for GDP energy consumption. The autonomous region has established a GDP energy consumption index bulletin system. At the end of July each year, the Economic Commission, the Development and Reform Commission and the Statistical Bureau of the Autonomous Region will publish to the public the indicators of GDP energy consumption, GDP electricity consumption and industrial added value energy consumption of the League cities in the previous year. The League cities should also establish a bulletin system of GDP energy consumption in their respective regions. All departments should take the completion of energy saving and consumption reduction targets as an important part of macroeconomic situation analysis and monitoring.

(4) Establishing an energy conservation assessment system for fixed assets investment projects. Domestic and foreign-funded fixed assets investment projects (including planning, new, renovation and expansion projects) with annual comprehensive energy consumption of more than 3000 tons of standard coal shall be assessed for energy conservation and special demonstration. Projects that fail to carry out energy conservation assessment or fail to meet the requirements of rational energy use standards and energy conservation design specifications shall not be examined and approved.

(5) Strengthen energy-saving management of key energy-consuming enterprises. To carry out energy audit for 35 key energy-consuming enterprises listed in the state and 50 key energy-consuming enterprises determined by the autonomous region, formulate energy-saving plans, formulate energy-saving targets, implement reward and punishment measures, and publish the energy utilization status of enterprises, relevant departments will adopt spot checks, circulars, bulletins and other means to track, guide and supervise the energy conservation of enterprises.

Six, strengthen energy conservation policy guidance
.
We will conscientiously implement the fiscal and taxation policies of the state to encourage energy conservation, and give preferential tax treatment to the production and use of products in the State Catalogue of Energy-saving Products. We will strictly implement policies and measures for the export of high energy consumption, high pollution and resource products. Governments at all levels should increase public financial investment in energy-saving and consumption-reducing management and energy-saving technological transformation. The people's government of the autonomous region allocates special funds for energy conservation from the financial budget every year, mainly to support key energy-saving technological transformation projects and major demonstration projects. Energy-saving projects that meet the prescribed conditions will be reported to the relevant state departments for the support of special funds from the state. To study and formulate the policy of rewards and penalties, and to commend and reward the units that have achieved remarkable results in energy conservation and consumption reduction and the individuals who have made outstanding contributions to energy conservation every year.

Seven, strengthen the capacity building
of energy conservation supervision and management.
(1) Strengthen the construction of energy conservation law enforcement and supervision system. According to the requirements of the state to strengthen the construction of energy conservation supervision and management system, the construction of energy conservation monitoring capacity and technical service system at all levels should be strengthened. Strengthen the daily supervision of energy conservation work in the whole region, study and promulgate the Measures for Energy Conservation Supervision and Management in Inner Mongolia Autonomous Region, carry out energy conservation law enforcement and supervision (monitoring) according to law, and strengthen the supervision function of energy conservation law enforcement. Strengthen the construction of energy conservation management and supervision team, and organize the training of energy conservation management personnel in various systems.

(Two) strengthen energy statistics. Statistical departments at all levels should earnestly strengthen energy statistics, strengthen institutions, improve statistical systems, and timely and accurately reflect the level of energy consumption and the achievement of energy-saving goals. It is necessary to strengthen the audit of GDP energy consumption index data to ensure the authenticity and reliability of the data. Establish a statistical report system for comprehensive energy consumption per unit product in key industries, and regularly publish the level of comprehensive energy consumption per unit product in key industries.

(3) Strengthen publicity and education on energy conservation. All regions, departments and units should carry out extensive, in-depth and lasting publicity and education on energy conservation, and constantly raise the awareness of resource distress and conservation in the whole society. Give full play to the role of the news media, increase the publicity of energy conservation, and set up energy conservation models. Expose the waste of energy.

Eight, strengthen organizational leadership
.
In accordance with the requirements of the state for energy conservation work, the people's government of the autonomous region has set up a leading group for energy conservation work in the whole region, and has designated the Economic Commission of the autonomous region as the main body of energy conservation law enforcement, responsible for the organization and coordination of energy conservation work in the whole region. The departments of construction, transportation, commerce, agriculture and animal husbandry, education, health, and administration of organs and institutions in the autonomous region are respectively responsible for the energy conservation work of each system. The development and reform, finance, science and technology, statistics, environmental protection, quality inspection and other departments of the autonomous region shall coordinate with each other in accordance with their responsibilities. The League cities should also establish and improve the leadership and coordination mechanism for energy conservation. Enterprises should set up energy-saving leadership and management organizations with the main responsible persons of enterprises as the main body, set up energy-saving management posts, clarify responsibilities and cooperate with each other to provide perfect organizational guarantee for vigorously promoting energy-saving work in the whole society.
