根据中国水泥网最新发布2017中国水泥熟料产能百强榜，梳理发现，去年国内关停水泥生产线共计29条，合计年产能1605.8万吨。
2017年，虽然水泥行业价格大涨，行业利润有望突破1000亿，但是从根本上讲，影响行业发展的产能过剩问题并没有得到根本解决。根据中国水泥网最新发布2017中国水泥熟料产能百强榜，梳理发现，去年国内关停水泥生产线共计27条，合计年产能1295.8万吨。
今年淘汰的生产线多数集中在日产1000-2500吨左右，中国建材以年产871.1万吨位列榜首，山水水泥以年产254.2万吨仅随其后,还包括金隅集团和尧栢水泥年产能各93万吨和77.5万吨。
据中国水泥网统计，目前国内熟料产能共计18.3亿吨，而实际用量只有13.7亿吨，过剩率达25.14%，所以淘汰的1295.8万吨熟料产能并不能从根本上解决目前的产能过剩问题，未来的去产能需要继续推进。

近日，记者赴辽宁、云南等多地调研了解到，目前水泥行业产能过剩矛盾较为突出。近年来各地纷纷出台政策淘汰落后产能，但实施效果并不明显，甚至出现产能越淘汰越多、部分地区大量上马新的水泥生产线、市场恶性竞争、资源浪费严重等乱象。基层企业、干部及行业协会、专家建议，切实加强政府监管，整顿市场秩序，实现资源优化配置，优化产业结构。

四川省经济和信息化委员会联合四川省发展和改革委员会发布了《关于对我省淘汰类水泥生产熟料生产线（企业）进行甄别的通知》（下简称：《通知》），《通知》要求，四川省各地对淘汰类水泥生产熟料生产线（企业）进行甄别。甄别结果须在6月底前向社会公布淘汰类水泥熟料生产线（企业）名单。
