In the letter of commitment, Pingluo Huineng New Energy Co., Ltd. explicitly promises to " voluntarily abandon the construction of 200 MW photovoltaic composite project of Pingluo Zhongdian Energy Co., Ltd.", which is in line with the statutory and agreed circumstances of clearing up and abolishing. According to
public information, Pingluo Zhongdian Energy Co., Ltd. was established in 2013, and the actual controlling body is China Nuclear Power Co., Ltd .
On May 9, the Development and Reform Commission of Yulin City, Shaanxi Province, issued the Announcement on the Proposed Abolition of Stock photovoltaic projects 270 MW, wind power projects 44. From the reasons for the abolition, including the failure to complete the approval or filing within the prescribed time, the expiration of the approval documents, the failure to start construction within the validity period after the approval, and the failure to implement the project construction conditions. It can not be completed and put into operation according to the relevant time limit requirements.
