On September 9, the Energy Bureau of Honghe Prefecture, Yunnan Province, issued a notice for seven photovoltaic power generation projects to start the construction owner optimization work (twice), involving a scale of 460 MW . The total investment is estimated to be 1.765 billion yuan .
The notice clearly States that through this optimization work, the construction owners selected from the seven projects are responsible for the development of seven photovoltaic power generation projects listed in the second and third batches of new energy projects in Yunnan Province in 2025, respectively. Ensure that the new energy projects under construction and development are smoothly connected to the grid and put into operation, as well as the follow-up work such as project connection, operation, maintenance and management. The
project planning and construction period is required to be implemented according to the construction period stipulated in Yun Fa Gai Neng [2023] No.264 and Yun Neng Xin Neng [2025] No.287. That is to say , the project shall be started within 2 months after filing, put into operation within 8 months after commencement, and connected to the grid with full capacity within 12 months after commencement. If the project has not been started beyond the latest start-up time, or has not been connected to the grid at full capacity for one year, the project will face withdrawal and recovery of development rights. The submission time of response documents for
participating preferred enterprises is from 8:00 to 9:00 on September 14, 2026. The deadline for submission is 9:00 on September 14, 2026. The optimal evaluation meeting will be held at 9:00 on September 14, 2026 at Honghe Construction Engineering Tendering Co., Ltd. (Conference Room, 2nd Floor, No.8, Hongjianjiayuan Business Network, No.1 Huguo Road, Mengzi City, Honghe Prefecture).
It is worth noting that this batch of photovoltaic power generation projects belong to the construction list of the second and third batches of new energy projects in Yunnan Province in 2025, and the owner's optimization work has been completed in January and April 2026. The Energy Bureau of Honghe Prefecture disclosed the recovery of the development rights of eight photovoltaic power generation projects, including the seven projects mentioned above. The reason for the recovery of the development right is that Huaneng Hainan Power Generation Co., Ltd., a subsidiary of Huaneng Group , and the consortium voluntarily abandoned the project investment and development.
