The construction scale of the whole project of the 490000 kilowatt photovoltaic sand control EPC project
of Shaya Qinshan Power Investment New Energy Co., Ltd. is 490000 kilowatts of new photovoltaic installed capacity and 50000 kilowatts/100000 kilowatt-hour energy storage system . Photovoltaic sand control lock boundary plot is No.15, with a sand control area of 15000 mu. 625wp monocrystalline silicon PV modules are used, 320 kw string inverters are used, and a new 220 kV booster station is planned to be built in Shaya County. The total photovoltaic installed capacity of
the project is 490 MW, which is divided into three bid sections for bidding, and the first bid section is re-tendered on January 8. The work scope of the
first bid section is: the newly-built photovoltaic installed capacity is 300MW . In addition, it includes 220kV booster station, 9184 mu of sand control, supporting 50000/100000 kilowatts of energy storage , about 20 km of access roads and various formalities. The division of areas shall be subject to the final scope confirmation sheet ( the design of the whole project shall be coordinated by the first bid section, and the second to third bid sections shall not undertake the design work).
Bidders are required to provide similar performance in the past three years, including photovoltaic power generation or power construction, 70 MW and above. Consortium bidding is accepted
in this tender, but no more than 2 members of the consortium are required.

Previously, on December 24, 2025, Daqin Electric Power (Kunming) Group Co., Ltd., a subsidiary company of "Shaya County Qin Electric Power Investment New Energy Co., Ltd. 490000 kilowatt photovoltaic sand control" EPC project (2025) issued the announcement of the abolition of the bidding results.
The announcement shows that the winning bidder of the first bid section of the project, Sigma Electric Co., Ltd. (The leader of the consortium), and Guiyang Survey and Design Research Institute Co., Ltd. of China Electric Power Construction Group (the second member of the consortium) , failed to perform the contract and abolished the winning bid.
