Recently, according to a property rights trading platform, the idle plant project of Tiechashan Cement Plant in Benxi is being promoted.

According to reports, Benxi Tiechashan Cement Plant is located in Hongshi Street, Nandianzi Town, Benxi Manchu Autonomous County, Liaoning Province. In 2009, according to the requirements of the national industrial policy, the enterprise eliminated the backward mechanized vertical kiln production line, relying on the original site, using the advantages of regional resources to actively transform, using advanced technology and advanced production equipment to build a new dry process cement clinker production line with a daily output of 4000 tons. Due to insufficient construction funds, some equipment and facilities of the production line are not perfect, and the relevant procedures are complete.

As a key building materials enterprise in Benxi County, Tiechashan Cement Plant enjoys multiple policy support from the revitalization of Northeast China, the development of county economy and the transformation and upgrading of building materials industry. In recent years, local governments have actively promoted policies such as capacity replacement and promotion of green building materials to help enterprises complete the formalities and preparations for the resumption of the new dry process cement clinker production line with a daily output of 4000 tons.

According to public information, Benxi Tiechashan Cement Plant was established in 2009 with a registered capital of 20 million yuan, and its business scope includes cement manufacturing. The industrial and commercial registration of the enterprise is in existence (in operation), but the annual report of 2024 shows that the business status is closed.

It is understood that in 2009, Benxi Manchu Autonomous County integrated five cement production enterprises, and the Tiechashan Cement Plant in Benxi concentrated on the construction of a new dry cement clinker production line with a comprehensive utilization of limestone waste residue and carbide slag and a daily output of 4000 tons. The project, with a total investment of 160 million yuan, started in December 2009 and completed more than 95% of the project progress by October 2013. Later, due to changes in relevant national policies, the approval procedures failed to pass, and the production line stagnated for a long time until the approval problem was solved around 2020 and the project was restarted.
