According to the ruling, the total countervailing duty rate of the three countries is between 80.67% and 143.3% . Among them, India was imposed 125.87% countervailing duties. Indonesia's photovoltaic countervailing duty rate is 85.9%-143.3% . Laos was imposed a countervailing duty of 80.67% .

According to the official website of the International Trade Administration of the Ministry of Commerce of the United States, from 2022 to 2024, the imports of photovoltaic products from India, Indonesia and Laos all increased exponentially.

It is noteworthy that the final ruling of the anti-subsidy (CVD) investigation of the three countries is currently scheduled to be released on July 6, 2026. In July
2025, some U.S. solar module manufacturers (hereinafter referred to as "petitioners") asked the U.S. Ministry of Commerce to impose tariffs on imports from Indonesia, India and Laos, accusing companies in these countries of dumping cheap goods in the market in order to weaken the competitiveness of new U.S. factories.

According to the latest US media reports in early February, the release of the preliminary anti-dumping ruling may be delayed until April 2 , 2026. The main reason is that the American Federation of Solar Energy Manufacturing and Trade believes that the survey is highly complex, has a large investment in resources, and there are still many questionnaires to be processed, and the Ministry of Commerce of the United States may need to start a new round of questionnaires before the preliminary ruling.
