On September 30, Xinlong Kaisheng Yecheng County 600000 kW Photovoltaic Sand Control Project EPC General Contracting Project (Bid Section I) tender announcement was issued. The tenderer is Zhongan Power Investment (Henan) Energy Co., Ltd.
The tender announcement shows that the project is located in Yecheng County, Kashgar Prefecture, Xinjiang , with a rated installed capacity of 600 MW and an energy storage capacity of 60 MW/120 MWh. Supporting construction of photovoltaic bracket , bracket foundation and component installation, maintenance road, box transformer foundation and photovoltaic power station supporting, etc. The construction period of
the project is planned to be 360 calendar days, and it is planned to be connected to the grid with full capacity on December 31, 2026.
The project is divided into two bidding sections. This bidding section is the first bidding section, including
survey, design, project formalities coordination, geological survey, feasibility study report, supporting construction of photovoltaic power station, 220kV booster station construction and installation works. Construction and installation works of collector lines, Construction and installation works of outgoing transmission line and end-to-end reconstruction, all construction and installation works of 400MW photovoltaic area and power plant, temporary road construction, permanent land use, temporary land use fees and compensation fees, re-cultivation, reclamation, material procurement and installation, transportation, storage, reshipment, inspection, detection, test, inspection, test, commissioning, trial operation, grid connection, defect repair insurance, Completion acceptance, etc., namely, all work contents from survey and design to completion acceptance and later quality assurance service. In terms of
performance, the project requires bidders to have at least two PC or EPC performances of 100MW and above centralized photovoltaic power plant projects since January 1, 2020. Consortium bidding is accepted for
this project, and the number of members of the consortium shall not exceed 2. Deadline for submission of bidding documents: 9:00 on October 21, 2025.
