On September 8, Huadian Gulei Development Zone Shaxi 400MW Fishing-Photovoltaic Complementary Power Station Project was signed at the centralized signing ceremony of the 25th CIFit "Investment in Fujian" major project.
It is reported that Huadian Gulei Development Zone Shaxi 400MW Fishery Complementary Photovoltaic Power Station Project is located in the reclamation area of Shaxi Town, Gulei Port Economic Development Zone, Zhangzhou, Fujian Province. The construction unit is Huadian Zhangzhou Energy Co., Ltd., with a static investment of 2,420.1132 million yuan and a dynamic investment of 2,450.4428 million yuan. The photovoltaic area covers an area of 5814.37 mu, and the booster station covers an area of 18459.1 m2 (27.69 mu). The installed capacity of the
AC side of the project is 400MW, and the installed capacity of the DC side is 516. 00864 MWp. Including photovoltaic array area, one onshore 220kV booster station, supporting 40MW/80MWh energy storage system , electrical connection of internal area, etc.
Previously, the project was filed by the Administrative Examination and Approval Bureau of the Management Committee of Gulei Port Economic Development Zone in Zhangzhou on December 17, 2024. On May 21,
2025, the environmental impact assessment of the project was publicized for the first time; on June 14, 2025, the environmental impact assessment was publicized for the second time.
On August 22, the EIA of the project was announced before it was submitted for approval. The EIA documents showed that the total construction period of the project was 21 months, the planned start time was October 2025, and it was expected to be put into operation in June 2027.
