26, China Energy Conservation Solar Energy Co., Ltd. announced that the company decided to terminate its investment in the construction of 150 MW distributed photovoltaic power generation project of China Energy Conservation Solar Energy Hebei Unicom.
It is reported that the CECEP Solar Energy Hebei Unicom 150 MW Distributed Photovoltaic Power Generation Project started in October 2023, with a total planned investment of about 762.4122 million yuan , and started construction on December 29, 2023. Up to now, the completed construction scale is 148.88KW, and there is no progress in the remaining part. Influenced
by the changes of objective conditions in three aspects, namely, the distributed policy, the strategic adjustment of cooperative owners and the changes of consumption conditions, the distributed project of Hebei Unicom is no longer feasible to continue to advance. After careful study, CECEP terminated its investment in the construction of the distributed project of Hebei Unicom.
First, the distributed policy : Notice of the National Energy Administration on Issuing the Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation (National Energy Development New Energy Regulation [2025] 7 Notice of the North China Regulatory Bureau of the State Energy Administration of Hebei Development and Reform Commission on Issuing the Detailed Rules for the Implementation of the Development and Construction Management of Distributed Photovoltaic Power Generation in Hebei Province (Trial Implementation) (Ji Fa Gai Energy Regulation [2025] 3) and other policies have adjusted the definition conditions of general industrial and commercial distribution (voltage level ≤ 10 kV, total scale ≤ 6 MW). It puts forward higher requirements for grid-connected and consumption of distributed photovoltaic, which leads to greater uncertainty in the stability and economy of the original business model of Hebei Unicom distributed project , and increases the risk of project investment.
Second, the cooperative owner : due to the obvious adjustment of the strategic layout of Hebei Unicom, the project implementation progress has been delayed repeatedly, and the project construction work is still unable to be effectively promoted.
Third, in terms of consumption, in view of the stagnation of the construction progress of the distributed photovoltaic project of Hebei Unicom, the carrying capacity of the local power grid where some of the proposed stations are located is close to saturation . There is a potential risk of restriction, which further affects the expected return of the project. According to the announcement of
China Energy Conservation, after consultation, after the termination of the distributed project of Hebei Unicom, the assets of the constructed photovoltaic power station will be owned by the EPC general contractor, and the advance payment of the EPC contract will be returned by the EPC general contractor, and the part that has not yet started construction will not continue. According to the information of
China Public Service Platform for Tendering and Bidding, in November 2023, the EPC general contractor of the 150 MW distributed photovoltaic power generation project of China Energy-saving Solar Energy Hebei Unicom determined that the winning bidder was the consortium of Zhongli Science and Technology Group Co., Ltd. and Hebei Energy Engineering Design Co., Ltd. with a bid price of 636.45 million yuan. The original planned completion time of the project is before June 10, 2025.
