Project Name: Jinsha River Company Benzilan Hydropower Station Diversion Tunnel Construction Public Bidding Project Successful Candidate Announcement
Project Overview: Benzilan Hydropower Station is the 13th cascade in the cascade development scheme of "one reservoir and thirteen cascades" in the upper reaches of Jinsha River, and the upstream cascade is Xulong Hydropower Station. The downstream is connected with Longpan Hydropower Station in the middle reaches of Jinsha River. Benzilan Hydropower Station is the boundary river power station of Sichuan-Yunnan section of Jinsha River. The left side of the project area is Waka Town, Derong County, Ganzi Xizangan Autonomous Prefecture, Sichuan Province, and the right side is Benzilan Town, Deqin County, Diqing Xizangan Autonomous Prefecture, Yunnan Province. The dam site is located in the upstream gorge reach of Benzilan Town. The dam site is about 8km away from the estuary of Dingqu River and about 12km away from Benzilan Town. The power station is about 88km away from Shangri-La City in Yunnan Province and about 54km away from Derong County in Sichuan Province. The development task
of Benzilan Hydropower Station is mainly to generate electricity and promote local economic and social development. The controlled drainage area of the dam site is about 203,200 km ², and the average annual flow is 1,160m ³/s. The normal pool level of the reservoir is 2,148.00 m, the dead water level is 2,138.00 m, the storage capacity below the normal pool level is 1.320 billion m ³, and the regulating storage capacity is 246 million m ³. It is a daily regulating reservoir. The installed capacity of the power station is 2,600MW, and 4 Francis turbine generator units are installed, with a single unit capacity of 650MW, a rated head of 121m, and an average annual power generation of 10.035 billion kWh/10.381 billion kWh (before/after the post support).
The key project is mainly composed of water retaining structures, flood discharge and energy dissipation structures, water diversion and power generation systems and fish passage facilities. The river bed is arranged with RCC gravity dam, the dam body is arranged with flood discharge surface outlet, bottom outlet and ecological outlet, the downstream of the dam is arranged with water cushion pool, and the right bank is arranged with water diversion and power generation structures, fish passage facilities and diversion tunnels. The
RCC gravity dam has a crest elevation of 2,153.00 m and a maximum dam height of 183 m. The water release structure is arranged on the dam body, consisting of 3 flood discharge surface outlets + 1 flood discharge bottom outlet + 1 ecological outlet; the water cushion pool is arranged at the downstream of the dam, and the compound trapezoid type with slope protection and bottom protection is adopted. The
water conveyance and power generation system is arranged underground on the right bank, and four Francis turbine-generator units with a single unit capacity of 650 MW are installed in the main powerhouse. The intake of the power station is of bank tower type, with tower top elevation of 2,153.00 m. The water conveyance tunnel adopts one tunnel for one unit, and the diversion tunnel is provided with a throttled surge chamber. The main powerhouse and the main transformer tunnel are arranged in parallel. The excavation size of the main powerhouse is 216.60 m × 31.10 m × 77.30 m (L × W × H), and the excavation size of the main transformer tunnel is 175.25 m × 20.00 m × 21.50 m (L × W × H); The tailrace outlet is arranged at about 470m downstream of the dam axis. GIS switchyard, outgoing line platform and central control building are arranged at the excavation site at the downstream of tailrace outlet, with site elevation of 2,040.00 m. The construction diversion
of Benzilan Hydropower Station adopts the method of blocking the riverbed for the whole year at one time and tunnel diversion. Two diversion tunnels are arranged on the right bank with the same size and elevation. The total length of the diversion tunnel is 3176.787 m, and the length of 1 # diversion tunnel and 2 # diversion tunnel are 1505.00 m and 1671.78 m respectively. The inlet section size of 1 # and 2 # diversion tunnels is 13.5m × 17.5m (width × height, the same below). The inlet is of bank tower type, which is divided into two holes by the middle pier, and the orifice size is 6.75m × 17.5m. The elevation of the bottom slab at the inlet of 1 # and 2 # diversion tunnels is 2015.00 m, the elevation of the bottom slab at the outlet is 2012.00 m, and the design water retaining head of the blocking gate is 2148.00 m. The total construction period of this
project is 36.5 months. It is planned to start construction on December 15, 2025, the diversion tunnel will have water passing conditions before September 30, 2028, and the construction of all contract projects will be completed on December 31, 2028. The specific commencement time shall be subject to the commencement time specified in the commencement notice issued by the Supervisor.
