On August 1, Daqin Electric Power (Kunming) Group Co., Ltd. issued a tender announcement for the EPC project (2025) of "Shaya County Qindian Investment New Energy Co., Ltd. 490000 kW Photovoltaic Sand Control". The tenderer is Shaya County Qindian Investment New Energy Co., Ltd. The
announcement shows that the project is located in Shaya County, Aksu Prefecture, Xinjiang Uygur Autonomous Region, and the tender is divided into three bidding sections . The newly-built PV installed capacity of the first bid section, the second bid section and the third bid section is 300 MW, 100 MW and 90 MW respectively.
In addition, the unit price control prices of the first, second and third bid sections are 2.65 yuan/W, 2.65 yuan/W and 2.3 yuan/W respectively . The scope of work of
each bid section is as follows:
the newly-built photovoltaic installed capacity of the project is 490,000 kilowatts (490 MW) . A new energy storage system of 5 watts dry watts/100000 kilowatt-hours was built. Photovoltaic sand control lock boundary plot is No.15, with a sand control area of 15000 mu. 625wp monocrystalline silicon PV modules (tentative, mainly based on the design standard) are used, 320 kW series inverters are used, a new 220kV booster station is built, the straight-line distance is about 68 km, and a 220kV outgoing line is connected to the grid.
In the three bidding sections, the bidder, the person in charge of design and the person in charge of construction should not only have good business reputation, business situation and corresponding qualifications, but also provide the performance of the bidder for nearly three years (from January 1, 2022 to the present, subject to the time of signing the contract. Including projects under construction) similar performance (photovoltaic power generation or power construction, 70 MW and above ); design director and construction director have no performance requirements. Consortium bidding is allowed
in this tender , with no more than two members of the consortium. One bidder can only bid for one bid section, and it is not allowed to participate in the bidding of multiple bid sections at the same time. The deadline for bid
opening/bidding is 9:30 on August 25, 2025.
